As a courtesy to AOGCC COPA has reviewed our internal well files for Bush Federal 1 and we do not have a copy of the Halliburton well tests on Bush Federal 1. We did have a folder of test data. Two (typed summary) of the four pages in the folder are duplicate of what AOGCC has in your scanned Weblink files. The other two are internal documents summarizing DST #1. One originated from Home Oil and the other from Atlantic Richfield. These two pages contain basically the same information as the typed summary and the Atlantic report also lists a questionable bottom hole temperature. A PDF scan of the 4 pages of DST and a data transmittal are attached. Please sign and return the transmittal via email at your earliest convenience. This well is not confidential: the well records were released to the public domain in September 1972. ARCO was a partner in Bush Federal #1, so ConocoPhillips may have a more complete set of well records than the AOGCC. Although the daily operations summaries contain some information for DSTs conducted in the well, for completeness of the public record under 20 AAC 25.071(b)(8)(A), could ConocoPhillips please provide copies of all final records and charts for every DST conducted within this well? These final records and charts should include a Formation Test Data sheet, Equipment Data graphic sheet, Time versus Pressure plots, and Temperature Recorder charts. These sheets and charts should have formats similar to those obtained for the Fin Creek Unit #1 well (PTD #171-001) that are included as examples in the attached PDF file. Tool open 505 minutes', initial shut in 60 minutes, final shut in 180 minutes. Tool opened with weak to fair blow steady with no gas to surface. Water cushion to surface 70 minutes, mud to surface 420 minutes, muddy formation water to "surface 480 minutes. Recovered 8,220 feet of water cushion or 110 barrels, 40 barrels mud and 40 barrels mud cut sulphurous formation water, reversed out 2.10 barrels of mud cut, very slightly gas cut sulphurous formation water. Initial. field salinity 7,500 ppm chloride.. Used 8,220 feet of water cushion, anchor set at 6:20 p.m. 7/28/70, tool opened at 7:20 p.m. 7/28/70, tool closed in at 3:45 a.m. 7/29/70 and packers pulled loose at 6:45 a.m. 7/29/70. Annulus remained full during test. The pressure are as follows: Initial Hydrostatic Pressure 9,867 psi First Initial Flow 6,801 psi First Final Flow 6,801 psi First Closed In Pressure 8,621 psi Second Initial Flow 6,801 psi Second Final Flow 6,882 psi Second Closed In Pressure 6,963 psi Final Hydrostatic Mud 8,661 psi These pressures are the initial field read values. DST #2 - 4,980 to 5,600 Misrun, packer failure. DST #3 - 4,980 to 5,600 Through perforations in 9-5/8" casing as per previous report. Howco tools. Packer set at 4,656. Pre -flow 10 minutes, initial shut in one hour, tool open 12 hours, final shut in two hours. On pre -flow good air blow decreasing at end of ten minutes. Gas to surface in 35 minutes, too small to measure. Mud to surface after two hours, water to surface after four hours 40 minutes, rate averaging 3/4 to one BPM. Salinity 1,200 to 1,700 ppm chloride. Throughout remainder alternate flows of gas too small to measure and muddy water. Produced to surface estimated 200 barrels of -mud and water. Burrell Chairman Dear Sir: flit Reference is to my letter of April 3., 1970 concerning your approval of the 9-5/8" casing string for Bush Federal No., I Well in Sec..31, T.4N., R.13E..$ U.M. The string I have designed, and for which your approval is requested, is described on the attached copy of your Form P-3. This casing string was designed on the basis of 12.0#/gallon mud, as we are presently using,11.6#/gallon mud. The safety factors employed were 1.00 collapse, 1.00 for burst and 1.80 for tension. Collapse was based on empty pipe with mud outside, and reduced for the effects of tension loading. Burst was based on no external pressure and mud inside the Pipe. Tension, as well as the collapse reduction due to tension, were both based on the weight of the pipe in air. The blaxial-yield stress curve used was that one described by J. 0. Hills in the 1951 edition of A.P.I.lDrilling and Production Practices entitled "Review,of Casing -String Design Principles and Practices." In my above mentioned letter to you I stated that the 9-5/8" casing string at Bush Federal No. 1 would be run at 12,000'. We have since made a further review of our hole conditions and of some of the prob- lems encountered at the Nora Federal No. 1 well which were associated with not setting the 9-5/8" string deep enough. Therefore I would like to request that a lower setting depth than 12,000 feet be allowed at the Bush Federal No. 1 well. There is presently additional 9-5/8" casing being transported to the well at this time and it is my intention to make a formal application for a revised setting depth prior to April 8, 1970, At such time I will describe the proposed string which will be d6signed on industry accepted standards. As of 6:00 a.m, today our depth had reached 12,000'. Our mud weight is presently 11.1# per gallon and we are not experiencing any trouble with deviation or gas. A complete test of all our blow-out prevention equipment was performed yesterday and each item from the manifold through the actual BOP's to the motor shut offs checked out satis- factorily. The lease number is F-032617, the permit number is 69-114, and the A.P.I. numerical code number is 50-223-20004. The casing string of 9-5/8" O.D. to 12,000 feet has been designed on the basis of 12.0#/gallon mud weight. We are presently drilling ahead at 9,959 and our maximum mud weight required so far has been 10.5#/gallon. It is my opinion that we will not require a mud weight in excess of 11.0#/gallon to 12,000 feet. We have not encountered any potentially productive horizons to date, nor are any anticipated above 12,000 feet. The cementing program is calculated on the basis of gauge hole plus 20 percent. The first stage, on bottom at 12,000 feet, is designed to provide a cement fill of 1,500 feet to 10,500 feet. The second stage through a stage tool at about 3,200 feet is designed to provide a cement fill of 1,000 feet to 2,200 feet. This will cover the 13-3/8" casing shoe at 2,900 feet. Neat Class "B" cement will be used in each case with a retarder added to the bottom stage. Prior to the start of drilling, a gravel pad of thickness sufficient to prevent degradation of permafrost will be constructed. 2. Access to this site will be only by an all -season gravel road or by aircraft. -3. Prior to the beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. This sump must be lined with material imperviOUS to oil and oil products at all seasons during the year. Prior to abandonment of the site, the sump must be cleaned of oil and covered. 4. The operator must dispose of all waste, including garbage, by burning, with non-combustible material and unburned residue buried. 5. Sewage and waste water will be disposed of by lagooning or the cesspool -septic tank method. These fluids should be disinfected. No stream or body of water will have any sewage or waste water added to it. Due care should be exercised to prevent pollution or diversion of the nearby Toolik River. 6. At no time will streams be blocked to fish movement. Z 7.
