The proposed structure has been designed to prevent the accidental discharge of any objectionable material into the Inlet. Both decks of the structure are completely encircled with a gutter and catch basin system designed to gather any spillage and/or deck wash down liquids. The gutter system as:well as the drain system for all tanks and vessels are processed through an oil recovery unit to remove hydrocarbons. The oil-free effluent of the oil recovery unit is to be discharged into the Inlet. Drilling cuttings or discharge from the crew's quarters will not be processed through this unit. During the producing phase of operations~ all free oil field brine produced with the crude will be processed through the oil recovery unit before discharge into the Inlet. All reclaimed oil~ sludge~ or oily matter will be transported to shore for final reclamation or disposal. It is felt that our proposed structure incorporates the best design and equipment available to insure au acceptable effluent and that our operation will be compatible with any other activity in the Cook Inlet. The Alaska oil and gas conservation committee states that the well operator has satisfactorily complied with section 505.742, 505.743 and 505.744 of the regulations. Therefore, the Granite Point No. 1 well is hereby certified as the first discovery well which established oil and associated hydrocarbons in commercial quantities from the Kenai formation within the Granite Point geological structure. Mobil Granite Point Number 0ne~ flowed at an average rate of more than l~ 500 barrels per days 42 gravity API~ through a one-half inch choke during a six-hOur test~ June 10. The test was made through perforations at a depth of 8~700 feet from one of several oil sands penetrated by the well to date. A representative of the Alaskan Oil and Gas Conservation Committee was present during the test which was made in accordance with state regulations for qualification as a new field discovery well. The new field will be designated Granite Point Field. Located apDroximately 50 miles southwest of Anchorage~ the discovery well is on a lease of 5~089 acres acquired-by Mobil and Union Oil Company at a state competitive lease sale in July~ 1962, with a bonus of $608~00~. Union now holds a twenty-five percent interest in the lease. Mobil and Union jointly hold a 3,520 acre lease~ acquired at the same state sale~ adjacent to the Granite Point lease upon which the discovery was made. Mobil's Granite Point Number One is being drilled by Western Off Shore Drilling & Exploration Company of Santa Fe Springs (Calif.) from its offshore drilling barge Wodeco Number 2. The well~ spudded in on April 5~ is scheduled to be drilled to a total depth of 12~000 feet. The Mobil discovery is the fifth significant oil industry discovery in Alaska and the fifth wildcat drilled by Mobil there since 1959. Due to steep dips encountered and possible hole deviation problems~ a cement plug was spotted from approximately 9226' to 9581'. This plug will be drilled out to 9355' in an attempt to straighten the hole. At present date~ the h°le is being u~-d:erreamed below the 9 5/8" casing to a 9 7/8" hole in preparation for setting 7" 'casing at 9355' with sufficient cement to .insure a lap into the 9 5/8" casing set at 5871'. The 7" casing is to be perforated approximately 9205' thr0ugh'9245'. A production test wili then be run on this zone in an effort to establish commercial production as defin.e,d in the Oil and Gas Regulations.
