Supervisor FROM: Austin McLeod SUBJECT: Surface Abandonment Petroleum Inspector Foggy Island Bay State #1 BP America Production Company PTD 2230050; PTD 1740440 3/2/2023: I traveled to location and met with Adrienne McVey of ASRC Energy Services to witness the surface abandonment of the well. The well had been cutoff three and a half feet below tundra grade. All annuli had cured cement at surface. I used a hammer to verify cement integrity. Marker plate was of proper thickness, had the proper information bead welded onto it and did not extend beyond outermost string. Clint Spence was the Company representative on location. The well had been deemed suspended and then abandoned in AOGCC records. BP America Production Company plans to re-enter the well and fully plug and abandon starting with hot tap operations to determine pressure on the well. T:.is correspondence describes our review procedures, puts forward the De=ar'wnent's findings, and takes ac:ion upon the closure request. 7D~e 29 facilities were assessed by .Amoco prior to the issuance of the ADEC Interim Site Assessment Guidance tbr Inactive O?:i!ing Waste Sites. June 1~0t. The new Alaska Solid Waste keguiations. 18 AAC 60, became effective January ,8. 1996 and contains a chapter on inactive reserve pit closures Il 8 AAC 60.4405. The closure criteria in the new regulations parallel the closm-e criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study of contaminant release, exposure criteria, and consequence criteria. Tvonek State No. 1 Conce2 is exvressed bv the Contaminated Sites Section of ADEC over potential groundxvater contamination from buried reserve pit wastes at the Tvonek State No. 1 location, esveciallv with freauent summer habitation of the site by Tvonek viila_e residents. Evidence from the 1990 monitoring xvetl data indicate substantial water quali~' exceedances witln respect to c~omium, lead, barium. TPH. and the BTEX components. Subsequent anaivses from samples collected in 1991 and I993 indicate the BTEX concentrations are diminishing' however, me'al analyses were not reported and TPH concentrations appear to increase significantly in 1993. Groundwater metal anaivses were not inciuded. Final closure approval of the site should then be possible under 18 AAC 60.4400)(5) if the contaminant levels are indeed d~mishin~. Amoco plans to complete this abandonment work before mid-October, 1983. We would appreciate your prompt approval in order that work may start as early as the week of September 19, 1983. We plan to fill the existing pits with gravel from the storage and rig pads (see attached pad diagram). During a September 8, 1983, inspection trip to the well with Ed Sipple of the AOGCC, and Kevin O'Connell, of Amoco, we removed approximately two feet of gravel in several locations and did not encounter any Styrofoam which is underneath the rig and camp pad portions. Our calculations indicate that between 5,000 and 6,000 cubic yards of gravel will be necessary to fill the seven pits. If no more than one foot of gravel is removed (scraped) from the pad surface, a 400' x 400' area will supply the amount of gravel required. Thus, we believe that the existing gravel at the location can be utilized eliminating the need to transport additional gravel. After filling the pits, the entire pad will be smoothed so that no depressions or areas for water entrapment are present. Also, the 20-inch spool will be removed from the wellhead, a blind flange installed and the abandonment marbCre-installed. Mr. C. V. As explained, we would like to continue to maintain this location in it's present "suspended" status, while retaining the location's pits. This is to avoid the expense of building new ones in the event future plans call for the re-opening of this location. Since the liners used in the pits were removed after the completion of drilling activities, the pits are clean and uncontaminated and therefore do not pose any environmental hazards. As discussed, the State Oil and Gas Conservation Commission (OGCC) will not require the filling of these pits during the 1982 calendar year, but will require that the location be inspected prior to August 12, 1982 to insure that the trash observed during the 1981 inspection has been removed. Roald Christensen in our Anchorage office will notify you as soon as the location is ready for the 1982 inspection. UM. Wednesday~July23, 1975 - I departed Anchorage with Lonnie Smith at 8'30 AM on Wien Air AlaSka~r~i'ving at Deadhorse at lO:O0 AM. We met Marshall Gile and George Laflin, Amoco Petroleum Engineers, at the Anchorage airport and traveled with them to Deadhorse. Upon arrival at Deadhorse we were met by Billy Cole, Amoco Drilling Supervisor, who accompanied us on the inspection. Helicopter transportation had been arranged by Bill Colp so we drove with him to the Era helicopter hanger, boarded the chopper and f, ew to the Foggy Island r ' location a riving at approximately ll:O0 AM. Enroute from Deadhorse to the Foggy Island location we saw numerous caribou grazing very close to Deadhorse. We also circled and photographed the presently inactive Arco Delto State #2 location where the Loffland Rig ~162 ts stacked. · Upon arrival at the Foggy Island location we circled the location several ti~s in the chopper in order to visually inspect and photograph the site. At the time of our arrival, there were 6 to 8 men still working at picking up and burning trash. Oil drums and scrap metal had been packaged up awaiting removal by helicopter. A tractor equiped with a blade and a rock hoe was working at leveling the pad. We toured the site for about one hour with Cole, Gile and Laflan~ and discussed what must be done to complete the clean up. A 4" pipe approximately lO feet long had been screwed into a plate flanged onto the well-head. (See Photo #1) The operator's name, well name and number, and location was lead welded onto the marker in the proper manner with the exception of the letter N which was omitted from the township data. Mr. Smith pointed out that the marker pipe was screwed into the well-head and could be easily removed. He recommended -that the marker be either welded, filled with cement, or the threads Baker locked in order to prevent removal of the marker. Cellar boards were still in place around the well-head and Mr. Smith asked that these be removed and gravel be banked up around the well-head. The reserve pit area has caused some trouble in the clean up. (See Photo #2) The gravel berm surrounding the reserve pit broke during spring break-up and spilled water into the burn pit. The berm on the burn pit then broke and allowed the water, slightly contaminated with oil residue from the burn pit, to flow about 1200 yards into the river. This area has been covered over with sand and the berm repaired . (See Photo #4) The level of the reserve pit has dropped about one foot in recent weeks due to settling and compaction. The reserve pit is now almost dry. A ditch had been cut from the reserve pit through the berm O. K. Gilbreth, Jr. T. Stagg-Field Trip Report Page 2 July 31, t975 and down toward the bank of the Sag River in order to drain water from the reserve pit. This drainage appeared to be clean water at the ti~ of our visit. Mr. Smith recommended that a better solution would be to fill in the drainage ditch and then completely fill the reserve pit with gravel. The drainage ditch was filled in before we left the site. Mr. Smith pointed out that a considerable amount of gravel filling and leveling must be done on the reserve pit and in the area where the bladder tanks and crew quarters were located. (See Photo #5) At the present time an insufficient amount of gravel is available at the site and there is no way to get heavy equip- merit on location to do the work. Present plans are to complete the trash clean- up presently undem~ay and then await freeze up in order to transport gravel to the site for final filling and leveling. A well drilled 500 feet deep and used for permaf~st temperature observation is located 500 feet N 38°E from the Foggy Island Bay #1 P-A marker. (See Photo~3) This observation well is covered with a hinged lid and is painted bright orange. We boarded the helicopter and following lift-off, again circled the site to take additional photographs. Enroute back to Deadhorse we flew over the site of the bridge to be built to cross the Sag River near Deadhorse. The gravel approach ramps are under construction. After having lunch at the Frontier Sand and Gravel camp, we boarded the 1:30 PM Wien flight with Gile and Laflin and returned to Anchorage, arriving at 3:00 PM. In summary, we made a preliminary inspection of Amoco's Foggy Island Bay #t and found the hand pick-up work and well-head preparation almost completed but a considerable amount of gravel work yet to be done. Box 779 Anchorage, Alaska 99510 I)IVISION OIL AND /IN£tlORAGE Our letter of April 22, 1975, File: GJR-349-986, reported a small oil spill at our Foggy Island Bay State Well No. 1 which occurred on April 17, 1975. At that time, all visible oil-contaminated snow and ice were placed in the burn pit at the location, and subsequently burned. On July 11, 1975, we again visited the location to arrange for final clean.p~ of any solid waste which was covered with snow and left at the location during move-out operations. Upon arrival at the location, we found that the dike around the reserve mud pit had been washed out on the east side near the southeast corner. A small stream of water from the reserve pit was draining through the burn pit and ultimately into the river. The water from the reserve pit was clear, however, after passing through the burn pit area and some 150' beyond it became slightly colored with oil. Along the west bank of the river there was a silvery band of water approximately 3' to 4' wide. Although every effort was made to recover and dispose of all crude and emulsion lost during the April 17 spill, a small amount apparently seeped under the snow and escaped detection. The remaining crude is characterized by small dark blotches of weathered crude that is contained in the top 2" to 4" of sand. These blotches are scattered in an area about 100 yards long and 100 feet wide. Although there are a few very small discolored spots in the sand along the river bank, there is no evidence that any free oil entered the river. -2- Absorbant pads were immediately placed in the pit drainage to remove as much of the contaminant as possible. Subsequently, trenches were cut through the north and south dikes of the reserve pit to establish drainage away from the burn pit. The dike between the reserve pit and the burn pit has been repaired, and a drain pipe has been installed to prevent further drainage through the burn pit area. Drainage from the drilling pad and reserve pit area is now clear. We are now mobilizing a crew to complete clean up operations at this location. It is anticipated that thiS work will start on or about July.17. Every effort will be made to expedite final clean up of the location to minimize effects of the'incident. Very truly yours, John C. Set packer at 9988' with tail at 10,209' and acidized with 4100 gallons 28% HC1 + 4 gallons A-il0 inhibitor and 7 gallons W-35 demulsifier per 1000 gallons acid. Displaced with diesel. Broke down at 1500 psi and displaced at average rate of 4 BPM and 2000 psi. ISIP 2000 psi. Opened well up after 15 minutes and flow back 110 barrels diesel, 10 barrels emulsified spent acid and diesel and well died. Released packer and conditioned mud. Reversed out 40 barrels emulsion, 5 barrels gas-cut oil, and 90 barrels viscous oil-acid water emulsion, all gas cut, followed by gas cut mud. The plugging was done in accordance with the procedure verbally approved by your Mr. Hoyle Hamilton at a meeting on April 23 in the State Divi- sion of Oil and Gas offices where Amoco was represented by Mr. John C. Schillereff and Mr. John H. McKeever. At that meeting both Schillereff and McKeever pointed out that our testing of the subject well showed it to be non-commercial. It was our intent to plug the well in such a manner that casing collapse should not occur and so that re-entry would likely be possible if ever found desirable. Also, we asked for and obtained verbally the special permission to equip the well with an internal 2500' of thermistor cable for temperature observations with the understanding that any interested party could obtain data as desired. CONFIIDENTIAL -2- Inasmuch as it is uncertain now as to what the significance is of having oil present in this well at the depths encountered, we strongly feel it to be premature to consider the well as being permanently abandoned at this time. We therefore request that the State recognize and approve this well to be held in a suspended status instead as reflected on the attachments. Gilbreth, Director Division of Oil and Gas Department of Natural Resources State of Alaska 3001 Porcupine Drive Anchorage, Alaska 99501 Dear Sir: Re: Oil Spill - April 17, 1975 Foggy Island Bay State Well No. 1 This is a follow-up report confirming our verbal communication of April 18, 1975 concerning an oil spill which took place at our Foggy Island Bay State Well No. 1 on the North Slope. A spill of approximately two (2) barrels of crude oil occurred on April 17 when an ice plug melted in a nozzle of a temporary test tank. The nozzle had been overlooked when the tank was put into service due to ice build-up. Warm fluid produced into the tank during well testing apparently melted the ice plug, allowing an estimated two barrels of crude to escape. The fluid was spilled onto the ice and snow near the tank. No oil reached any waterway. Personnel immediately plugged the open nozzle to stop the loss of fluid. The ice and snow which were contaminated with oil were removed and placed in the burn pit at the location. These measures appear to have been adequate to minimize the effects of the incident. We are re-emphasizing to all personnel the need for thorough checking of new installations to insure that similar incidents do not recur. Yours very truly, George ~. It is located on the gravel pad on which the Amoco Foggy Island Bay State No. 1 well is being drilled. The test hole was drilled to contain a ten thermistor cable from which temperature readings of the permafrost zone will be obtained from time to time. We will of course give the results of our temperature investigations of the permafrost zone at this location to your office on a timely basis, and we will also give the data to other interested parties upon request. The driller's log of the test hole is as follows: 0- 8 clay 8- 15 ice 15- 55 clay and shale 55-180 sand, gravel and shale streaks 180-390 shale with sand, gravel and sandstone streaks 390-510. sand, gravel, with shale and sandstone streaks The test hole was drilled with air on March 27 and 28. Its diameter is 4-3/4" to 390' and 4-1/2" below that depth to total depth. The thermistor cable was lowered in the test hole and the hole was then backfilled with gravel and water. A "wellhead" consisting of a short piece of 4" pipe with a flange welded on an end and a device to secure the thermistor cable head has been placed on the surface, and we are in the process of erecting a semi-permanent surface marker to facili- tate locating the test hole in the future. ~'?} t~ ~ j't!~i~! ~ -2- Temperature readings began on April 1, 1975. It is our intent to obtain daily readings until it appears that temperatures in the perma- frost zone approach equilibrium, and then on a monthly, quarterly or semi-annual basis. Atthe airport I made contact with personnel going to the Amoco Foggy Island well and asked them to pass the word to the Amoco drilling supervisor, Billy Cole, that I would drive out in my own vehicle sometime later in - the day. Ithen caught a ride to the Avis car rental agency where I rented a 1/2 ton, 4-wheel drive truck. I drove to the Arco base camp where I stopped in and met the North District drilling supervisor, Mr. B. T. "Benny" Loudermilk. While at the Arco base camp, I also con- tacted drilling supervisor Bill Congdon who supervises the Arco rig (Challenger #51) on Drill Site 1. I informed him that I would like to witness the next BOP test. He told me it was scheduled for Friday, so I made plans to contact him later to witness that test prior to leaving the slope. Mr. Loudermilk informed me that I was a little premature for the Arco Delta well, that it would probably be another day before they were ready and I told him that might fit fine with my plans anyway and that I would check in with the rig supervisor Ken Jones at the Loffland #142 rig. I departed the Arco base camp at 10:30 AM and drove the l0 miles to the Amoco Foggy Island well site. Upon arrival, I checked in with the Amoco drilling supervisor, Billy Cole, and he inform~ me it would be early in the morning before they would be complete with the nippling up and ready to test BOPs. I checked into a room in the camp and then departed the rig to make a visit to the Arco Loffland rig 3 miles to the southwest. I met the new Arco Drilling supervisor, Ken Jones, and while I was talking with Ken on til~ what would be required on the BOP test, Mr. Loudermilk arrived and we all dis- cussed testing and North Slope well operations in general. Ken informed us his ser- vice man was ready to test the well head which had just been installed on the 13-3/8" casing. We went out to the rig and observed a 2000 psig pressure test for 30 minutes' on the 13-3/8" casing head seal. I left the phone number of the Amoco rig and my card with Ken and informed him that I would be coordinating back and forth between the two rigs on the two tests and I would stay in close contact with him or he could contact me. I departed the rig at 1:15 PM and drove back to Deadhorse. When talking to Mr. Loudermilk I asked his permission to visit Arco's Gull Island location, even though the rigging up was not complete, and he said go right ahead. I told him I just wanted to look it over from the stand point of the use of the island and the way it is situated since the prospect of more offshore drilling is eminent. I drove out to the Gull Island site by driving off the end of the Arco dock at Pru~hoe Bay and driving about 5 miles on the sea ice over a well-bladed ice road. The Arco drilling supervisor Sam Keasler was not around at the time of my visit; however, I met Orvin Goeff, the Rowan rig Supervisor. This is Rowan rig #29 which has been stacked fn~ ,lnna tim~_ It Dre¥iouslv worked on the SOCAL Simpson Laqoon well about 5 years y~ ago and rigging up is going slow, A cofferdam piling has been driven around the perimeter of the island and then filled in with gravel to a grade level of 5 to 6 feet above the frozen sea ice. I took several pictures {attached) drove around the outside of the island and rig on the ice. The Gull Island itself is very small, much smaller t~qan most drilling pads that are utilized on the North Slope. A large area of sea ice on the southwest side has been cleared and is in use for a supply area. Drill pipe, pipe racks and various equipment is located there for loading and unloading. ! dro~ to the BP main operations camp to schedule a quarterly downhole safety valve test for the gas supply well, #C-3. I talked with camp coordinator, Charlie l~ark, and production petroleum engineer, Gary Pleskia, concerning BP field operations. b~hen I walked into t~ building the power was out and upon inquiry of Charlie I found out the gas supply well had a tubing leak in the stainless steel tubing above the downhole safety valve and had to be shut in. They had discontinued use of this gas supply well approximately l0 days ago and were operating all facilities on the auxiliary back up power syst~ using diesel fuel for power generation. While at the BP camp I used their telephone and called Atwood and made arrangements to purchase fuel fro$ them on a state TR. I hadn't left the vehicle run while I was indoors because of the fairly warm weather, it was only -5 degrees and I had only driven about 90 miles, but the gas tank was almost empty. After departing the BP base camp at 6:00 P)l, I drove to the Atwood camp where I filled up with the 17.9 gallons of gas using a TR ticket. The gas was $2.52 a gallon making the charge of over $45.00 for a tank of gas. I returned to the Arco base camp where I had dinner and visited before driving back to Foggy Island Amoco rig at lO:45PM. Foggy Island Bay_ State #l BOP Tests: ~kt 2:00P~ the drilling supervisor informed me the BOPs were ready to test. The test plug was placed in the 9-5/8" casing head and the pipe rams closed. A mul- titude of flange leaks, union leaks, hydraulic leaks and tool joint leaks were uncovered and repaired.. We even discovered leaks in the set screw nuts around the casing head flange where t~e packing nuts were not tightened down sufficiently. Finally, all leaks were stopped and an adequate pressure test obtained on each in- dividual valve with connection on the choke manifold, the well head, the kill line and the flov~ line,,with the exception of the Swaco adjustable choke which was not operable. The Swaco choke was not tested, nor were the two flanges just upstrean~ of this choke. The adjustable choke on the other wing of the manifold leaked when ~(~a~ off and pressure tested. The check valve on the kill line also leaked when tested. The Hydril tested okay at 4200 psig. The test plug was pulled, the blind rams closed and the casing and cement job was satisfactorily tested against the blind rams at 1580 psig for 5 minutes. The test plug was then rerun and the blind rams tested to 4200 psig. At this point it was determined that the Kelly, was frozen in the rat hole so to expedite rig activities while un- n reezing the kelly, the crew c~nced picking up drill collars and running tools the hole and I went ~o bed. .F?iday ~rch 14, 1975 The next morning at 7:00 AM, we con~nenced testing the kelly by pressuring from be- low the kelly bail valve to 5000 psig. The tool joint leaked on the intial test but the valve held okay. N~rous attempts to get the flapper type kellycock valve to seat but all with(~Jt success so it was determined that the valve would have to be worked over or replaced. Again to expedite rig activities, I agreed with Billy Cole, the Amoco rig supervisor, that it was safe to go ahead and ~rill out cement and the float shoe and l0 feet of formation so he could pressure test the casing seat. At that point the drill string would be tripped and they would repair or replace the kellycock valve and kill line check valve and test both new valves. At this time, a Swaco choke repairman was on the way to the rig so I filled out the Field Inspection Report (attached), left a copy with Billy Cole with plans in mind to return to the rig for completion of the testing when he con- tatted me. I departed the location 10:30 AM and proceeded to the Arco Delta State #l location. Arco Del ta State~.~g_~P Tests: The Arco drilling supervisors were being changed out and Ken Jones had already left the rig. Tom Webster was the new Arco supervisor and he informed me the nippling up was nearing completion and they are checking out hydraulic leaks and expected to test in the afternoon. Junior Henson, the Loffland rig supervisor, informed us that i~he equipment was ready to test at 9:00 AM. Testing commenced with the blind rams against the test plug, HRC valve and kill line valves. We continued finding leaks, repairing and retesting until 2:15 AM when we shut down to repair two leaking welds t'n the flow line between the BOP stack and the choke manifold. This line had to be dismantled and rewelded. A total 5fleaks had been found to this point~. At 5:30 AM the floral in, was retested and by 6:30 AM two more leaks in welds were found in the line. Saturday March 15,. 1975; Retest of BO? equip~ment at Amoco's Fgggy Island Bay State #1' I received a phone call from Billy Cole at the Amoco well saying that they had reinstalled their new keilycock and check valves and would be ready for testing at 8:00 AM. I departed the Arco rig leaving them to complete their repairs while I drove to the Amoco rig for the testing of the replaced valve. By 7:30 AM they were ready to commence testing on the newly installed kellycock valve. It was pressure tested to 5000 psig and held okay. While I'd been gone, the installation of the flow lines had been completed from. the choke manifold and the Swaco choke was put in operation so we tested the Swaco choke and the two flanges ahead of it to 5000 psig, all tested okay. I waivered the pressure test on the new check valves assuming that it being a new valve would be adequate. Testing of the replaced equipment was completed by 8:30 AM and I filled out another Field Inspection Re- port (attached) for this Well showing all items reported unsatisfactory on the report of March 14, 1975 as corrected and tested okay. Contin~tion~o~_. BOP_ .Tes.ts=~_a~[ Arco' s Del ta State #2: By 1:20 PM the flow line that had been rewelded the second time was tested to 5000 psig. All seven valves in the choke manifold were then individually tested, along with the two manual chokes and the Swaco adjustable choke, to 5000 psig without leaks. The Hydril, pipe rams and remote controls tested okay, but the kill line check valve leaked badly. rio lower kelly valve was available and the kellycock valve would not hold pres- sure for a test. This was very difficult work due to the high wind creating a chill factor of -~ degrees, All testing was complete at 2:00 AM and I filled out a Field Inspection Report (attached) showing three items checked unsatis- factorily with the following remarks: "Item #2 - Two valves required (per field rules) - Operatmr must provide dart type valve. Item #3 - Kellycock valve would not hold pressure, ~st repair or replace. No lower Kelly valve as required {per field rules) - must provide lower Kelly valve. Item #9 - Check would not hold pressure - must repair or replace check valve." I left a copy of the re- port with Tom Webster and he agreed to make the necessary repairs or replacements and call me for a retest. * .Crude Oil T~ppingi...p.l~an~..Me~r .Inspection: I departed the location at 8:00 AM and proceeded to Arco's base camp where I contacted David Stark, the Crude Oil Topping Plant (COT) supervisor and made a quick review of the plant meters and meter reading procedures. The plant operators, Dick Hamilton and Ken Svetc, showed me their daily reports (copies attached) and provided explanations at my request. I checked the gross crude oil meter (#LC 15723) which contained a ticket printer head without a ticket in it. I was infor~ that the printer was not used but daily readings were hand recorded from the cumulative counter. At the time of my visit the counter read 8322.50 barrels (8:30 AM, March 16, 1975). The master meter (#KL 15239} which is used to prove the gross meter was by-passed at the time of my visit but its cumulative counter read 4565332.4 barrels. The Haliburton turbine meter used to check the operation of the residual injection was in operation and the instantaneous flow rate read 5600 bpd; however, the cumulative counter was out of order and not registering. It read 478764.1 barrels. Mr. Stark explained that this counter was not used for official control of the amount of residual injected so they had not bothered to have it repaired but that he would do so if required, i told him I thought Arco should repair the counter and begin using printed tickets in the gross meter. I obtained a hand copy of the plant operator's daily report (attached) and returned to Oeadhorse to catch my flight. At Deadhorse I checked in the Avis rental truck and caught the lO:O0 AM flight. to Anchorage. On this field trip I: 1. Visited with BP ~rsonnel at their operations center and found out about the tubing leak in their gas supply well #C-3 would preclude the quarterly test of the downhole safety valve. 2. Witnessed B.O.P. tests on 9-5/8" casing head at Amoco's Foggy Island Bay State #1. During II hours of observation, 12 leaks were detected and corrected. In addition repair or replacement of the kellycock valve, kill line check valve and Swaco choke were required along with completion of the flow line to the pit. All unsatisfactory items were corrected and a retest witnessed at 8:30 AM on March 15, 1975. 3, Witnessed B.O.P. tests On the 13-3/8" casing head for Arco's Delta State #2. During 16 hours of observation, ll leaks were detected and corrected. In addi- . tion repair or replacement of .the kellycock valve, kill line check valve and addition of lower kelly valve was required. 4. Visited the COT plant and checked the gross crude and residue meter readings and daily operation records. Sug~sted utilization of printed tickets may be required in gross meter and repair of residue meter counter. *P.S. - Ken Jones, the Arco drilling supervisor, at Delta State #2 reached me by phone while I was on location at Arco.'s Gull Island well and informed me all items had been corrected and req~sted that I witness a retest at that time {6:30 AM, March 2§, 1975). I declined to witness the tests due to timing and transporation problems and told him .to continue testing without ne. The monthly reports cover operations on subject well from rig-up to actual drilling operations thrOugh the month of February. The Notice of Intention to Change Plans presents Amoco's plans for casing design and cementing schedules for the 9-5/8" casing. Ail 9-5/8" casing to be run is Lone Star S-95 with properties identical to those shown on the attached tabulation for USS Grade USS-95. The design fur- nished in Amoco's Application for Permit to Drill, dated September 26, 1974, was calculated using design data on API C-95 casing and is not applicable to the casing on hand. - 2- The Subsequent Notice of Testing BOP Equipment, also attached, describes the teSt procedures and results subsequent to Mr. Lonnie Smith's inspec- tion trip to Foggy Island. Please note that the faulty BOP stack has been replaced. We will advise as to the date of the next planned BOP pressure test so that you may have an inspector on location. Tenta- tively, we plan to run casing on or about March 7, 1975 and should be in a position to test BOP's within a day or two after cementing. Run 13-3/8", 68#, K-55 Buttress-thread casing, set at 2500'. Ran 4-1/2" drillpipe with stab-in and cement with 218 sacks high-yield permafrost cement followed by 2200 sacks regular permafrost. Dis- placed with 36 barrels water. Good returns throughout job, circulated out all high-yield permafrost cement. (Lost 24 hours due to rig and cement truck freezing up.) WOC. WOC and nipple down BOP, cut off and hang 13-3/8" casing. Install 20" x 12" 3000 psi spool and nipple up 13-5/8" 5000 psi BOP's. Test double- gate BOP rams and Hydril, flanges would not hold 1000 psi. Hydril rubber blew out at 3000 psi. Changed Hydril rubber, BOP, blocks. Changed Out valves in choke manifold and installed degasser and lines to pit. Replaced 13-5/8" BOP and Hydril with new stack. Tested pipe rams, blind rams, Hydril, safety valve, Kelly cock, and choke manifold to 3500 psi, 2-21-75. Drill 12-1/4" hole from 2500' to 7980'. Slope) ~W~ednesday, Feb. 12 I departed Anchorage by commercial air carrier at 9:15 a.m. While on layover at Fairbanks I was contacted by telephone and informed there was difficulty and delay with the rig (traveling blocks had hit crown block) and that I was to return to Anchorage to wait further notice. I had my ticket adjusted and was able to get on a return flight to Anchorage leaving Fairbanks at 2:30 p.m. and arrived back in Anchorage at 3:15 p.m. I returned to the office at 3:30 p.m. F~iday,~ Fgb."'' ,1,4 , ,~1975 I again departed Anchorage by con~ercial air carrier. At this time on the direct flight to Deadhorse which departed at 7:30 a.m. and arrived at Dead- horse at 9:15 a.m. I was met at the airport by Amoco's expediter who drove me by truck on an ice road approximately 20 miles northeast to the Amoco Foggy Island drilling location. We arrived at the location at 10:30 a.m. and I immediately found that nippling up would not be complete for 24 hours and maybe longer. The temperature had been and was still running in the neighborhood of -55° F with just a light wind which made it very cold. I walked the perimeter of the location observing the supply depot; the fuel revetment; general house- keeping around the location; and the activity on the rig. Amoco's drilling supervisor, Mr. Billy Cole, informed me that when my trip had been delayed on Wednesday it was caused by running the traveling blocks into the crown of the.rig and some of the delays were due to the fact that the magnifluxing of the crown sheaves and shaft had not been completed. Saturday, Feb. 15, 1975 M~ifluxing of the crown block.did not reveal serious damage. Nippling up work continued through Saturday with slow but steady progress being made. The Parker drilling supervisor, Mr. Red Reiff, indicated that he would be ready for the testing late Saturday evening; however, it was early the next morning before he was ready. Sunday_, _Feb. 16, 1975. The Parker drilling supervisor advised us that he was ready for testing at 5:00 a.m. Sunday morning. We commenced testing but soon found a flange leak between the BOP's and the head. In discussing the testing with Mr. Cole it was uncovered that a 3000 psi working pressure 13 3/8" casinghead had been installed on the casing and therefore the 5000 psi BOP stack could not he tested to the full working pressure of .5000 psi. We agreed that a O. K. Gilbreth 2- February 25, 1975 I3 3/8" casing was tested against the blind rams with 1500 psi but a small leak was indicated so it was decided to run a test plug and test the other components and come back and retest the casing at a later time. The pipe- rams anxt the Hydril were tested to 3500 psi and many components of the manifold were tested to 3500 psi; however, over a period of 6 hours many leaks and problems arose. A valve stem was broken due to freeze-up in the test manifold and this valve had to. be repaired. Several flange leaks were found and had to be repaired and finally it was decided that the two 3" valves on the flow line from the casing pool to the choke manifold should be repaired. The BOP accumulator and remote controls were functioning good. The kelly was frozen in the rathole and the standpipe was probably frozen. While I was there the kelly was dismantled, with the gooseneck removed from the swivel. The kellycock valve may also need replacement but we weren't in a position to test it with the kelly frozen in. The safety valve for the bottom of the kelly was on the floor as were two additional floor valves required by the field rules. The Swaco superchoke was not completely operable because of freeze-up problems with .the control line to the choke manifold. It appeared that at least another full day would be required before necessary repairing ar~t thawing could be accomplished and I decided to depart the location and wro~ up a field ~nspectton Report showing the unsatisfactory items yet to be tested. For the unsatisfactory items I checked' Item #1 because, although they have a well sign, it had not been installed. Mr. Cole dug the sign out of the snow where it was stacked and informed me that he would have it posted right away; Item #8, the flow lines have not been installed. The welder was working on them when I left the location but they were not ready to be inspected or tested; Item #lO, there were 3 chokes installed on the manifold choke system, one swaco superchoke which would not close off completely because of a frozen control line, a positive choke which was not tested but the valves on each side of it tested satisfactorily and the manual adjustable choke which was not tested due to the failure of the valve stem on the valve upstream of the choke; Item #11, the manifold pressure test was checked un- satisfactory since the manifold test was incomplete due to ice in the system and repairs required on valves. When I departed the location three valves were being repaired which will have to be retested along with two chokes and another valve that had not been tested. The casing would have to be retested since the original test was not conclusive. I discussed the details of the required testing with Mr. Cole and informed him that I felt he was aware of the shortcomings of the tests and asked him to inform me in complete detail of all the repairs and ~hen tiey were made so that ~ deuld check this against the time the cement plug was drilled out of the casing. I told Mr. Cole it was my opinion that the major shortcomings of this drilling operation were due to the management of the rig by the Parker personnel and the inadequate rig heating for the -55 to -58° F temperatures being experi- enced. The Amoco expediter drove me back to the Deadhorse airport where I caught a 5:15 flight back to Fairbanks and Anchorage arriving at 8:45 p.m. On this field.trip inspection I witnessed the partial testing of the BOP and accessory equipment on Amoco's Foggy Island Bay State #l well. The extreme low temperatures at the time of my visit had contributed greatly to the down time Of the rig and the inoperative nature of much of the equipment. The damage to the crown block had been negligible and it had not been necessary to lay the mast down to make repairs. I required that the drilling supervisor for Amoco inform me when adequate testing and repairs had been made to all unsatis- factory items on the report. DESCRIPTION OF AREA AND NATURAL SETTING The proposed location is approximately 14 miles northeast of 'the Deadhorse airstrip adjacent to the Beaufort Sea. The cite lies on a river delta island on the west fork of the Sa§avanirktok River, and is at an elevation of 10 feet above mean sea level. The terrain is quite flat and lacking significant relief. Vegetation is limited II. cONSTRUCTION AND OPERATING PLANS A. Access and Operating Plans Upon receiving an approved drilling permit, Amoco plans to move in surveyors and stake the well location, pads for drilling rig, campsite, staging area and airstrip. Following freeze-up of the tundra, earthmoving equipment and a temporary camp will be moved overland from Prudhoe Bay to the lo- cation utilizing the existing winter road shown in Attachment B-1. The equipment will leave the existing winter road at a point in Sec. 2 T10N, R16 E and additional new winter roads will be con- structed to the location as noted on Attachment B-1. Amoco is applying to the Alaska Division of Lands and the Corps of Engineers, requesting the right to purchase and remove some 100,000 cubic yards of gravel from the active channel of the west fork of the Sagavanirtok River approximately three miles south of the proposed location. We are proposing to excavate gravel from unvegetated gravel bars along the river channel extending through sections 1 and 12 of T10N R16 E. The existing and new winter roads noted in figure B-1 will be utilized to transport the grav- el. The area of the river channel that will be utilized to ob- tain the gravel volume is not known at this time, due to the un- know~ depth of the indicated gravel bars. Attachment B Page. 2 II. B. Location and Details of Planned Construction and Other Surface Alterations Areas of planned construction have been sketched on the topo- graphic map included as Attachment B-1. More detailed views of the drilling and camp areas are shown on Attachment B-2. Con- struction is planned to provide for only winter operations with equipment to be moved out prior to thawing of the tundra or stacking of the equipment during the summer months. Construction details are as follows: 1. Drilling Pad - approximately 400 ft. X 100 ft. to accomodate drilling rig and associated equipment, storage area, reserve pit and burn pit. The drilling contractor and specific drill- ing rig to be used have not yet been selected. Attachment B-2 has been prepared using a rig layout for a Parker Drill- ing rig currently on the North Slope. Pad configuration and dimensions are subject to change depending upon the drilling rig.selected for the job. The location selected is situated on a small hill and if gravel is encountered in leveling the location, it will be used to supplement river bed gravel in the construction of all-weather pads. A minimum of five feet of gravel will be utilized in the construction of the drilling pad to minimize thawing of the permafrost. The reserve pit will be located adjacent to the drilling rig and will have a capacity of 30,000 b~a~.rels, requiring approx- imate dimensions of 80 ft. X 310 ft~.'~deep. The pit will be excavated as required and diked with earthen and gravel walls. The pit will be sealed with bentonite to prevent seepage. Two additional pits will be required on tile drilling pad to provide for disposal of incinerator ash and for burning waste petroleum products recovered during testing operations. Both the burn pits and the reserve pit will be back-filled and mounded over with gravel upon completion of drilling operations. 2. Camp Area - approximately 350 ft. x 80 ft. The layout may be revised upon selection of the drilling contractor. A 50-man camp is anticipated, complete with quarters, galley, utilities, water treating and sewage and solid waste disposal facilities. A minimum of 5 feet of gravel will be utilized in the construc- tion of the camp pad in order to minimize thawing of the perma- frost. Attachment B Page 3 II. B. 3. Staging Area, to include material and fuel storage and tubular goods racks. This area may also be modified upon. selection of rig and camp. It will be constructed of a mini- mum of 5 feet of gravel to minimize thawing of the permafrost 4. Airstrip - approximately 6000 ft. x 150 ft. of usable surface, overall width 200 ft. Strip to be oriented with a bearing S 89° W in the flat area southwest of the wellsite. The strip will be constructed of ice and snow to give a winter only sur- face which will accomodate Hercules type aircraft capable of payloads up to 50,000 pounds. 5. Access Road - A winter road approximately 24 ft. wide x 3 miles long will be built from the existing winter road in section 2, T10N, R16 E to the drilling location. This is the only road deemed necessary and will provide access to both the gravel source and the water source. A survey plat will be furnished showing the actual layout of the above upon selection of the rig and completion of layout design. Cutting or disturbance of the tundra will be avoided except where necessary to level the wellsite, camp site, or for pit construction. Gravel will be utilized for the con- struction of all weather pads for the drilling rig, camps and material storage only. Ice and snow will be utilized in the construction and maintenance of all other facilities. C. Production, Transportation and Marketing Facilities in the event of Discovery of Commercial Quantities of Hydrocarbons In the event of an oil discovery, tentative plans are to install treating facilities on the drilling pad. The crude will eventual- ly be delivered to market, presumably either at Prudhoe Bay or at some nearer delivery point on the Trans-Alaska Pipeline, roughly 15 miles to the southwest. The type and capacity of the facilities will be dependent upon the quality of the discovery and upon the eventual market for the oil. In the event of a gas discovery, the type of facility will also be dependent upon the gas market. It is likely that a gas discovery at this location would be shut-in for some time unless of suffi- cient magnitude to attract an imnmdiate market outlet. D. Planned and Alternate Water Supply Sources The primary source of v~ater for camp and drilling operations will Attachment B Page 4 II. Do the shallow lakes in section 25,'TllN, R16 E. Crews will be maintained at the location in a camp to be furnished by the drilling contractor. Drilling operations will proceed on a 24-hOur per day basis. A contract caterer will provide food, lin- en and janitor service at the camp. III. SURFACE PROTECTION AND RESTORATION PLANS A. Handling and Disposal of Waste Materials Excess Drilling Fluids, previously described as a fresh water-base mixture of relatively bland materials, will be disposed of by back- filling the reserve pit at the conclusion of the drilling operation. Oil or substances which may cause damage to vegetation will be treat- ed or disposed of prior to back-filling pits. Combustible waste will be disposed of by incineration where possible or by open 'burning in a burn pit. Ashes from incineration processes will be placed in the burn pit and buried at the conclusion of the operation. Non-combust- ible wastes will be buried when pits are back-filled or will be re- moved from the area. We tentatively plan to dispose of sewage by means of a physical - chemical disposal plant. The exact size and type of such a unit will not be known until a specific contractor and rig are selected. The unit will likely have incineration capabilities for sewage, dunnage, and other solid wastes. Liquid effluent from the sewage treatment plant will be utilized as make-up water for the drilling mud system. The design of sewage and solid waste disposal systems will be reviewed with the Department of Environmental Conservation of the State of Alaska for its approval. B. Surface Restoration Ail pits will be back-filled, and dikes surrounding storage areas will be leveled. %~e reserve pit will be mounded over with gravel to allow for a certain amount of settling subsequent to back-fil- ling. Ail debris and waste materials will be incir~erated~ buried or removed from the area. The required surface dry-hole marker will be installed on the wellhead if appropriate and the cellar back-filled. Fuel Storage and Handling Fuel required during dirt work and drilling operations includes diesel, regular gasoline, aviation gasoline and jet fuel. Storage units will consist of barrels, fabric bladder tanks and bolted steel tanks. ~ll fuel storage areas will be surrounded by dikes of sufficient height to contain the maximum stored volume. The sides and bottom of each storage area will be lined with an oil- resistant plastic material and seams sealed to present an imperv- ious barrier° The plastic material will be removed prior to leveling the dikes and abandoning the location.
