Amoco Production Company submitted an .application on May 25,
1989 requesting an exception to 20 AAC 25.055(a)(2) to
permit the entering of Granite Point 18742 ~16 for the
purpose of testing Middle Kenai "B" sands for gas.
The expected productive interval in the Granite Pt. 18742
#16 wellbore is closer than 1500 feet to a section line.
Notice of 'hearing on this request was published in the
Anchorage Daily News on June 1, 1989 pursuant to 20 AAC
25.540.
No protests to the application were received.
FINDINGS:
·
The Granite Point 18742 f]16 well is directionally drilled
from a surface location at 2009'FSL and 1948'FWL of Section
31, TllN, RllW, Seward Meridian to a bottom hole location
at 631'FNL and 1390'FEL of Section 1, T10N, R12W, Seward
Meridian.
·
The Granite Point 18742 #16 wellbore intersects the Middle
Kenai "B" sands at a location that is less than 1500 feet
from a section line.
·
The wellbore at the Middle Kenai "B" sands horizon is more
than one mile from lands with a change in ownership of oil
and gas rights.

Pool rules have not been established governing spacing for
the projected gas bearing horizon.
A spacing exception to 20 AAC 25.055(a)(2) is required.
CONCLUSION:
Granting a spacing exception to allow entry of the Granite Point
18742 #16 well as proposed will not result in waste nor jeopar-
dize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
Amoco Production Company's application for an exception to
20 AAC 25.055 for the purpose of entering and testing the Middle
Kenai "B" Sands in Granite Point 18742 #16 well is approved as
proposed.

Re: The application of ARCO Alaska, Inc for exception to 20 AAC
25.055 for ARCO Stinson #1 well.
ARCO Alaska, Inc by letter dated June 9, 1989, has requested
an exception to the provisions of 20 AAC 25.055. The exception
would allow drilling the ARCO Stinson #1 exploratory well from a
location closer than 500 feet to the boundary of a drilling unit.
A person who may be harmed if the requested order is issued,
may file a written protest prior to 4:30 pm July 10, 1989 with
the Alaska Oil and Gas Conservation Commission, 3001 Porcupine
Drive, Anchorage, Alaska 99501, and request a hearing on the
matter. If the protest is timely filed, and raises a substantial
and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00
a.m. July 26, 1989 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by
calling the Commission's office, (907) 279-1433, after July 10,
1989. If no proper protest is filed, the Commission will
consider the issuance of the order without a hearing.

Amoco Production Company, by letter dated May 25, 1989, has
requested an exception to 20 AAC 25.055(a)(2). The exception
will allow opening a gas pool closer than 1500 feet from' a
section line in the aforementioned well.

Amoco Production ComPany hereby files an application for an
exception to the requirements of Commission's Rule 20AAC25.055
for the Granite Point State 18742 Well No. 16. Pursuant to the
Commission's rules, we are enclosing, as part of this applica-
tion, the required plat and a Verification and Affidavit of
Mailing.
Amoco Production.Company spudded the subject well November 30,
1967 and completed it on March 31, 1968. This well produced
from the Middle Kenai "C" Sands until June 1972 when it was
converted to water injection. The well has been shut-in since
January 1987 when injection ceased. Amoco now desires to
.recomplete this wellbore to the Beluga Sand.
The interval of the Beluga Sand that we desire to test is
found at a measured depth of approximately 4584 feet. Due to
the deviated nature of this wellbore, the wellpath at this
depth is closer than 1500 feet to the boundary of Section
31-TllN-RllW, S.M. Inasmuch as we would anticipate that this
formation, if productive, would be productive of gas, an
exception to the setback requirements of 20AAC25.055 is
required. Specifically, the setback requirements of
20AAC25.055 provide that in the absence of special pool rules,
exploratory gas wells shall not be closer than 1500 feet from
the property boundary, where the property is considered a
governmental section. As shown on the enclosed plat, the zone
of interest would be found approximately 600' FWL and 1000'
FSL of Section 31. A directional survey of this well was
provided as an attachment to the Well Completion Report dated
April 16, 1968.
In support of this application, Amoco would state:

Utilization of the State 18742 Well No. 16 is the most
cost effective method to test the Beluga Sand for
commercial gas production;
The anticipated completion interval is not closer than
1,500 feet to any property boundary that would have
working interest or royalty interest different than that
found in Section 31;
The granting of this application would prevent waste and
protect correlative rights.
Amoco Production Company respectfully requests that the
Commission provide published notice of this matter and that if
no protest and request for hearing is made within the
specified time, and the Commission is in agreement with this
request, a favorable order without hearing be issued.
