We have reviewed and revised the list of wells inactive for more than five years you provided us. Attached is an updated list with our comments. Please note that nearly a third of the list you provided is comprised of wells on the Baker and Dillon platforms. We are currently conducting operations to prepare both of those platforms for abandonment. We expect the actual well abandonment work to commence in 2010. Our long range well abandonment plans for our other fields are currently being developed. The current strategy is to group/sequence well abandonments by platform over the next several years. Please also note the following corrections to your list: (1) added G-30 to the Commission's list of wells (shut-in date of 6/02); (2) removed from your list SCU 21A-04 (which has been shut in for less than five years); and (3) removed from your list SCU 312-09 (now in Operational Shutdown status). If, for any listed well, UNOCAL believes the Commission's information is not correct, by August 3, 2009, please indicate the status of the well—i.e., in production, plugged and abandoned, suspended, converted to a water well, or converted to an injection well—and provide all documentation relevant to the well's correct status. If, for any listed well, UNOCAL agrees that the Commission's information is correct, by August 3, 2009, please identify the plans, including the schedule, to plug and abandon the well, suspend the well, return the well to production, or convert the well to a water well or injection well. This request is made pursuant to 20 AAC 25.300. Responding does not relieve UNOCAL of the obligation to comply with any legal requirements or mean that the Commission will not take any additional action, such as an enforcement action under 20 AAC 25.535. Bren-Carley. It is our understanding that offset operators have been notified of our intentions via public notice published in the daily newspaper through May 30, 1989. If no objections are filed before that time, operations may proceed as approved by the AOGCC. The specifics of our proposed recompletion follow. Amoco intends to temporarily abandon the lower perfs by setting a CIBP at 9000' above the C-1 horizon. The "C-i" BHP is approximately 3800#. The targeted recompletion horizon is the Tynek-B Sands, which we intend to perforate at 8394' - 8448'. The "B" BHP is expected to be approximately 3140# - estimated at normal pressure. The work- over fluid intended to be used as the primary well control will be 5% KCL for the "C-i" and 3% KCL for the "B". Well #5 is a former producer currently shut-in since March 1988 due to problems with the tubing and/or bottom hole assembly. As the Tyonek "B" interval in the Granite Point No. 5 well is physically located on ADL 17587, Amoco again seeks assurances from the department that the gas completion attempt will not prematurely terminate the Suspension of Production and Production Operations granted for this lease on May 5, 1988. The basis of the May 5, 1988 Decision was a detailed timetable of planned activity in the Granite Point Field area in order to increase the ultimate recovery of hydrocarbon reserves and avoid economic and physical waste. The pursuit of economic and efficient recovery of the hydrocarbon reserves over the remaining life of the lease and the field has been demonstrated again by Amoco through the above mentioned plan and Amoco's continued attempts to evaluate the reserves in other potential productive intervals in the field area. Consequently, in the interest of conservation the department will once more conditionally grant the requested assurances pursuant to AS 38.05.140(d) and ll AAC 83.135. This assurance is granted with the condition that the terms and conditions of the May 5, 1988 Decision are still in effect and that production of oil and gas or either from the lease for a period of 30 continuous days will constitute the re-establishment of producing status. Pursuant to the Commission's rules, we are enclosing, as part of this application, the required plat and a Verification and Affidavit of Mailing. Amoco Production Company spudded the subject well April 8, 1968 and completed it on September 6, 1968. This well produced from the Middle Kenai "C" Sands until March 1988 when it was shut-in. Amoco now desires to recomplete this wellbore to the Middle Kenai "B" Sand. The interval of the Middle Kenai "B" formation that we desire to test is found at a measured depth of approximately 8394 feet. Due to the deviated nature of this wellbore, the wellpath at these depths crosses from Section 31-TllN-RllW, S.M. into Section 30-TllN-RllW, S.M. Inasmuch as we would anticipate that this formation, if productive, would be productive of gas, an exception to the setback requirements of 20AAC25.055 is required. Specifically, the setback requirements of 20AAC25.055 provide that in the absence of special pool rules, exploratory gas wells shall not be closer than 1500 feet from the property boundary, where the property is considered a governmental section. As shown on the enclosed plat, the zone of interest would be found approximately 500' FSL of Section 30. A directional survey of this well was provided as an attachment to the Well Completion Report dated November 12, 1968. As the Tyonek C-1 interval in the Granite Point No. 5 well is physically located on ADL 17587, Amoco seeks assurances from the department that the oil completion attempt will not prematurely terminate the Suspension of Production and Production Operations granted for this lease on May 5, 1988. The basis of the May 5, 1988 Decision was a detailed timetable of planned activity in the Granite Point Field area in order to increase the ultimate recovery of hydrocarbon reserves and avoid economic and physical waste. The pursuit of economic and efficient recovery of the hydrocarbon reserves over the remaining life of the lease and the field has been demonstrated by Amoco ~hrough the above mentioned plan and Amoco's current attempt to evaluate the reserves in other potential productive intervals in the field area. Consequently, in the interest of conservation the department will conditionally grant the requested assurances pursuant to AS 38.05.140(d) and 11 AAC 83.135. This assurance is granted with the condition that the terms and conditions of the May 5, 1988 Decision are still in effect and that production of oil and gas or either from the lease for a period of 30 continuous days will constitute the re-establishment of producing status. Should producing status be re-established, production and production operations may not be suspended again without further authorization from this office. TI]is well is a Platform Bruce producer that has been sl~ut-in since March 1988 due to problems with the current tubing and/or bottom hole assembly (BHA). The existing perforations were producing only 5 to 10 BOPD prior to the mechanical failure. We recon~uend that a bridge plug be set above the C-2 sand at about 10,100'; and the C-1 sand be perforated from 9865' to 9955'. This will result in recovery of 329 MBO additional re- serves at an estimated initial rate of 200 BOPD Gross cost is $290 M. ' Discussion Well 17587 No. 5 was shut-in ill March 1988 because mechanical failure had occurred in the tubing or BHA. Low producing rates from perforations in the C-2 through C-9 sands made pulling and repairing the completion uneconomic. Because No. 5 was the only producing well on Lease 17587, an eighteen month suspension-of- operations (SOP) was granted by the State so that a viable means of reestablishing production from this lease could be deter- mined. The SOP expires on October 31, 1989. Successful comple- tion of the C-1 sand in No. 5 will serve to hold Lease 17587. Although present in virtually every well in the Granite Point field, there is no record of tile C-1 sand ever being tested or produced here. The log analysis methods used early in field de- velopment showed tt~e sand to be wet. It was subsequently re- ported to be unproductive and was never tested. More recently, we have further investigated the log responses in the C-1 sand. Based on Pickett plots and general log character, the C-1 appears to be an oil-bearing sand. Attaclm]ent 1 shows the induction log response in the C-1 sand and the currently completed C sands. In 1987, an attempt was made to test this sand in the 18742 No. 13 wellbore, prior to its sidetrack. Un- fortunately, the test was not completed due to tool failure.
