Re~ulato~ATE November 17~ 1983 APPROVED BY CONDITIONS OF APPROVAL, IF ANY: - TITLE DATE -See Instructions on Reverse Side --~ "- ABANDONMENT OF SULLIVAN #1 SECTION 7-T22S-R21E YAKATAGA FIELD, ALASKA SURFACE USE PLAN Mobil Oil Corporation proposes to commence the abandonment of the Sullivan #1 on January 15, 1984. (This date is contingent upon approval of the plan by the Bureau of Land Management and Alaska Department of Environmental Conservation. Proposed operations are estimated to take no longer than 15 days to complete (depending on weather conditions) and the surface area which is to be utilized in the operations is estimated to 100' x 100'. Details of the specifics of the Surface Use Plan are as follows: (1) Existing Roads - See attached topographic map. (2) Access Roads to be Constructed or Reconstructed - None. All traffic to and from the barge, base camp and wellhead will be up the Johnston Creek riverbed. (3) Location of Existing Wells - Not Applicable (4) Location of Existing and/or Proposed Facilties if Well is Productive - Well is not productive. (5) Location and Type of Water Supply - Johnston Creek (6) Construction Materials - See Table I. (7) Methods for handling waste disposal - All materials will be loaded into bins, backhauled and disposed of in certified dumps in the Kenai area. (8) Ancillary Facilties - A camp of four portable, prefabricated tents will be located at the mouth of Johnston Creek (approximately 4000' south of wellhead). Three of the tents will be sleeping units and one will be a kitchen and dining unit. Portable propane will be used for heating, lighting and sanitary equipment. See the attached topographic map for location of the well, the center of camp and the location of the river in conjunction with the location of the well. (9) Well Site Layout - Not applicable. (10) Reclamation Plans It has been noted that since the last work was done in this area in 1928, rehabilitation of the surface vegetation has occurred naturally; therefore, there are no plans for reseeding the area. (11) The method to be used for spill control is as follows: A trench is to be dug around the wellhead which will feed into a 8'x20'x4' pit. The pit will be equipped with a skimming boom to skim oil and a centrifigal pump which will pump the skimmed oil into two 500 gallon skid-mounted tanks. An absorbent boom will be available in the event that extraneous fluids migrate towards the creek. (12) Facilities will be sufficient for housing 1 Mobil drilling supervisor, 1 contract supervisor, 3 contract laborers, 2 staff members of the Alaska Department of Environmental Conservation and 1 staff member from the Bureau of Land Management. Corner Section 4-T22S-R20E Copper River Meridian General: The well is on the left limit of Johnson Creek about 14 miles West of Icy Bay and 1~ miles upstream from the Sea. Approx. 257' ground and 265' K.B. 2005' This well was drilled during the years 1926-1927 and suspended. In 1928 the surface equipment of any value was removed. This location has been visited by Mobil (General Petroleum) personnel in 1951, 1972, and 1983 due to oil seepage into the Johnston Creek from a natural seep and possibly the Sullivan #1 well. To abandon the well and remove all the old equipment from the well site. 67' - 15~", 701, D.B.X., 10 threads/in. 210' - 12~", 45/1, D.B.X., 10 threads/in. 449' - 8~", 3611, S.S., 10 threads/in. Gmt. w/20 sx of cement, WSO-No Good 1967' - 6~", 26#, Rep., 10 threds/in. Wellhead standing 6-8 feet high with a broken swedge on top, a rupture in the casing below the upper clamp and a hole in the 15~" conductor 9" below ground level. Note: See attached wellhead diagram. Next to the well are the remains of the cable tool rig, 4 to 5 12" X 12" X 12' sills, small remains of a tool shed and approximately 50 empty rusty drums. The well is flowing at ground level an amount of salt water estimated 60-70 bbls./day and a small amount of oil estimated 2 gals. per day (Both estimates by Morris Engelke of BLM-MM). Some very small amount of gas is venting through the broke~ upper swedge. ABANDONMENT PROCEDURE SULLIVAN III PAGE -2- -" PROCEDURE: I. Move in and rig up equipment to abandon well. 2. Open wellhead and check for flow. Remove wellhead if possible. 3. Dig around wellhead with backhoe 6' below surface to allow personnel to work around casing and minimize surface damage. 4. Cut 15~", 12~", ~" and 6~" casing 5' below surface with a mechanical cutter. Remove casing and wellhead from location. 5. Run 1" tubing inside 6~" casing to a maximum depth of 140' if possible. Cement to the surface with Class G cement with an accelerator. NOTE: Cement where 1" tubing stops. 6. Run 1" tubing down the annulus between the 6~" and 8~" to a maximum depth of 140' if possible. Cement to the surface with Class G cement with an accelerator. NOTE: Cement where 1" tubing stops. 7. Continue Step 6 process for the annulus between the 8~" and 12~", between the 12~" and 15~", and attempt to place cement behind the 15~" casing. 8. Lay 3' cement plug in the bottom of dug hole across all strings of casing. 9. Backfill and level location. 10. Place a permanent marker consisting of a 10' length of 4" diameter pipe embedded in the surface cement plug and extending 4' above the surface with the following inscription: General Petroleum Corp. Develppment Company in December, 1921, and assigned to the General Petroleum Corporation on June 7th, 1927, on which permi t the General Petro1ewn Corporation drilled a well to a depth of 2005 feet, and abandoned the VIell at this depth, I sholÙd like to state that in abandoning the well none of the casing was removed. The casing vas filled full of rotary mud and a TIooden plug driven s~curely into the top of the casing wlûch protruàed about four feet above the surface of the ground level. In addition to them, however, I have the following report of 15 days' operation during the month of October, 1927, which is dated October 20, 1927: "Drilled hole from a denth of 1892 feet to 2005 feet. Landed &~ casing on shoulder4left by under reamer at a depth of 1968 feet. Casing clamped up in cella.r and capped.. Signed General Petroleum. Corporation of California by 11. F. Clark, Driller." Upon the completion of his work !~:r. Clark stopped over at JWler..u erl.. route to the States and I had a long conversation with him concerning their operations and concerning the conditions under wlùch the drilling program was abandoned. ,Owing to the fact that Yakataga Beach and the drilling site of the well are very inaccessible, due to lack of boat service to the region, it seemed inadvisable for r.lB to make a trip from Juneall to the site in order to inspect the well.
