This memo will remain at the front of the subject well file.
Well DS 18-11 was deepended by DS 18-11D (permit # 87-0087, API# 50-029-21181-90) when the
permit was approved August 28, 1987 and operations completed in March 1988. The deepened well
incorporates the oringinal well bore. A review of both well files indicates administrative abandonment of
the originating well bore is appropriate according to current AOGCC procedures for wells drilled from an
existing well bore.
The operator has been notified of this action. All future correspondence with the AOGCC should reflect
the new permit number, API number and well data.

Dear Ms Gruber:
On July 31, 1987 location inspections of ARCO's West Sak River
State wells 3, 5, 6 and DS 18-11 (Tract Well 19-11-15) were
witnessed by a representative of the Commission. The results of
the inspection show these four wells meet the requirements of
20 AAC 25.170 for onshore location clearance.
The Commission hereby apProves final location clearance for the
West Sak River State wells 3, 5, 6 and~DS 18-11 (Tract Well
19-11-15). ·

Friday, ,..July 31, 1987: I traveled this date with ARCO representative
Mike Winfree to inspect the suspended well and location cleanup on
ARCO/Exxon tract well 19-11-15 (DS 18-11). The pad was in good
condition, pits were open. This well was properly identified with a
well sign. Photographs are attached to verify this report.
I filled out the AOGCC suspended well report which is attached.
In summary, I recommend that the Commission approve the suspended
well status on ARCO/Exxon tract well 19-11-15 (DS 18-11).

APPLICATION FOR SUNDRY APPROVALS
ARCO/EXXON TRACT WELL 19-11-15
ARCO Alaska, Inc., requests an extension of "suspended" status for the
ARCO/Exxon Tract Well 19-11-15. This well is located in the Drill Site 18-11
surface location and will be re-entered and completed as a producer as Drill
Site 18 development drilling expands.
ARCO Alaska, Inc., also requests an exception to the surface plug requirements
of 20AAC25.110(¢) until the well is re-entered.
The open hole portion of the well did not penetrate any significant hydro-
carbons and a continuous cement plug was placed 400' below and extended 180'
into the last casing string. Kill-weight brine was left above the plug and
topped with a 200' diesel cap.

A review of our records shows that the above referenced wells are
suspended, and do not have surface plugs.
section 1lO(a).of the regulations states the Con~.ssion w~ll, in
its discretion, approve the suspension of a well if the well is
capable of producing hydrocarbons in paying quantities or is
reasonably demonstrated to have future value as a service well.
Section 105(e) states that "[e]ach well to be abandoned or
suspended must be plugged...to prevent the movement of fluid
either into or between freshwater and hydrocarbon sources amd to
prevent ail other fluid migration ~-ir]~in the well bore.~
In cOmPliance with Section !70(a) of the regulations, "It]he
location of an abandoned well onshore or upon a ~his=o=ically
stable island m~st be c!ea=ed ~thlm. one year fo!Ic~_mg ~ell
abandonment .... " Sec=ion 170(b) provides the me~$ for am
extension of tima if a valid reason exists, and the wellbore is
properly plugged.

Plug across shoe on 13 3/5" surface pipe on ARCO's Exxon Tract Well
19-11-15 was pumped at 10:45 am. Calculated bottom of' plug was
400' below shoe (@ 2,500') and 200' above shoe. After WOC twelve
hours, top of cement column was tagged at 2,519', or 19' below
shoe. Cementers were recalled and . . .
Sunday, September 16, 1984: . a second plug was pumped at 3:00
am, After w0c tW'eive ~ours t~p o~ plug was tagged at 2,324' for a
176 ' plug above the shoe.
I departed Dead horse via Alaska Airlines, Fit. #56 at 5:40 pm,
arriving in Anchorage at 7:20 pm and at my home at 7:50 pm.
In s~ary, i witnessed successful tagging of plug across the shoe
in 13 3/8" surface pipe on ARCO's Exxom Tract Well 19-11-15.

Prudhoe Bay, to witness a BOPE test.
I witnessed the BOpE test on ARCO's Exxon Tract Well 19-11-15.
There. were tWo failures. The accumulator failed to test and the
trip tank sensor failed to work.
I informed Don Mickey the-ARCO operator not to drill out the shoe
.until the accumulator was repaired and in good working order. I
went to another job across the field.
i filled out an AOGCC report which is attached.
In summary, I witnessed the BOPE test and the mud control systems
checks on ARCO's Exxon Tract Well 19-11-15. The BOPE test's and
the mud control system checks were satisfactory, with the exception
of the two failures mentioned before.
Attachment
Sept_ember 14, 1984: I talked to Don Mickey, ARCO's supervisor and
the aecumuia-tb~'~is working satisfactorily and had 1250 psig left
after closure with power off. The pit leveler sensor was not
repaired yet, but a pit watcher has been put on duty till fixed.

If coring is conducted, a one cubic inch chip from each foot of
recovered core is required. Samples of well cuttings and a mud
log-are not required. A continuous directional survey is
required as per' 20 AAC 25.050(b)(5). If available, a tape
containing the digitized log information shall be submitted on
all logs for copying except experimental logs, velocity surveys
and dipmeter surveys.
Many rivers in Alaska and their drainage systems have been
classified a-s important for the spawning or migration of
anadromous fish. Operations in these areas are subject to
AS 16.05.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Cod~). Prior to commencing operations you
may be contacted by the Habitat Coordinator's Office, Department
of Fish and Gatae.
Pollution of any waters of the State is prohibited by AS 46,
Chapter 3, Article 7 and the regulations promulgated thmreunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior to
commencing operations you may be contacted by a representative of
the Department of Enviro~nentat ConServation'.
To aid us in scheduling field work please notify this office 2A

ARCO Alaska, Inc., proposes to directionally drill this well to 9594' MD (8881' TVD). Logs will be run across
selected intervals. A surface diverter will be installed and operationally tested prior to spud. A 13-5/8",
5000 psi, RSRRA BOP stack will be installed and tested. The annular preventer will be tested to 3000 psi and
rams tested to 5000 psi. The BOP equipment will be pressure tested each week and operationally tested each
trip. As a safety measure, a string of 4-1/2", 12.6#, L-80 tubing and packer will be run. The packer will be
set above the Sadlerochit. Provisions for subsurface safety equipment will be run. Non-freezing fluid will be
left in all uncemented annuli within the permafrost interval. A Sundry Notice will be submitted when the well
is completed and perforated. This well is on a separate pad and does not come within 200' of any existing
wellbores. Reserve pit fluids will be disposed of down the 9-5/8" x 13-3/8" annulus of this well. The 9-5/8" x
13-3/8" (see attached sheet)

Accumulator Capacity; Test
Check and fill accumulator reservoir to proper
level with hydraulic fluid.
Assure that accumulator pressure is 3000 psi with
1500 psi downstream of the regulator.
Observe time, then close all units simultaneously
and record the time and pressure remaining after
all units are closed with charging pump off.
Record on IADC report, fThe acceptable lower limit
is 45 seconds closing time and 1200 psi remaining
pressmre.
13-5/8" BOP Stack Test
1. Fill BOP stack and .manifold with a non-freezing
liquid.
2. Check that all hold down screws are fully retracted.
Mark malning joint with predetermined plug sea~ing
depth. Run test plug on drill pipe and seat in
wellhead. Run in lock down screws.
3. Close anmalar preventer and upstream valves.
4. Functionally test chokes.
-5. -In each of the following tests, first hold a 250 psi
low pressure test for a ~ of 3 minutes, then
test at the high pressure.
6. Increase pressure to 3000 psi and hold for a mimimum
of 3 mimAtes. Bleed pressure to zero.
7. Open annular preventer and close top set of pipe
rams. Increase pressure to 5000 psi and hold for at
least 3 minutes. Bleed pressure to zero.
8. Close valves directly upstream of. chokes and open
chokes.. Increase pressure to 5000 psi and hold for
at least 3 minutes. Bleed pressure to zero.
9. Open top set of pipe ra~s then close bottom set of
pipe rams. Increase pressure to 5000 psi below the
bottom set of pipe rams and hold for at least 3 min-
utes.
10. Test reamining untested manifold valves (if any)
with 5000 psi upstream of valve and zero pressure
downstream.
11. Bleed pressure to zero. Open bottom set of pipe
r~.
12 Back off running joint and pull out of hole. Close
blind rams and test to 5000 psi for at least 3
m~tes.
13. Bleed pressure off all equipment. Open blind rams.
Make sure manifold and lines are full of non-
freezing liquid and all valves are set in drilling
position.
14. Test standpipe valves to S000 psi.
15. Test Kelly cocks and inside BOP to 5000 psi with
Koomey pump.
16. Check operation of Degasser.
17. Record test information on blowout preventer test
form. Sign and send to Drilling Supervisor.
18. Perform complete BOPE test once a week and func-
tionally operate BOFE daily.
