The drilling rig will also use air instead of drilling mud to remove cuttings which is also common. Due to shallow depth and nature of the area conventional well control equipment is not needed or practical. Rig will use a rotating head and large hose to direct returns to a tank. 3. Use of a diverter is WAIVED due to the shallow depth of the wellbore. As stated above a rotating head system will be used as an alternate method of directing returns safely during drilling operations. 4. Requirement under 20 AAC 25.120 to place a well abandonment marker on the casing stub is WAIVED. 5. Hilcorp's request to use grout instead of cement to P&A wells is APPROVED. Grout is commonly used to abandon water wells. Additional Conditions of Approval: 1. Portable gas detection monitor (LEL) to be used on site. Minimum of 2 handheld meters. 2. Whiskey Gulch 11 is one of 11-15 shallow vertical stratigraphic test wells to be drilled and evaluated in the Anchor Point area. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.035 (d) for utilizing diverter while drilling the shallow wells required for the stratigraphic test well program. The basis for this variance is information gathered by Hilcorp on 11 previous stratigraphic tests drilled in Anchor Point and do not expect to encounter any over pressured shallow gas zones. Hilcorp anticipates drilling an additional stratigraphic test wells to complete the Whiskey Gulch program, each up to 600' deep that will be drilled and evaluated on the southern end of the Kenai Peninsula in Anchor Point. The area/program has been named Whiskey Gulch (near Anchor Point). The chosen contractor (Kraxberger) is very experienced in drilling wells in the area and successfully drilled 20 nearly identical stratigraphic tests for Hilcorp in 2017-2019. Best practices will be utilized to drill and abandon these shallow stratigraphic test wells. Casing will be required in the top 100' — 200' of hole due to formation instability issues and will be drilled into place. The cuttings generated from the air drilling operations will be captured in a tank and samples will be obtained approximately every 30'. These cuttings will be hauled to the G&I Facility in the Kenai Gas Field for disposal. After each test well has been evaluated, it will be plugged with grout/bentonite mixture as required to meet regulatory requirements. Casing will be cut and pulled at —20' below ground level, then a 1" tubing string will be RIH to TD, bentonite grout will be pumped until returns are observed at surface. Once all drilling and data evaluation work has been completed, all locations will be cleaned up to the individual land owners satisfaction. Permission will be obtained from each land owner for all activities on their property to include surveying, site preparation, drilling activities, and data collection/evaluation of each stratigraphic test well. The stratigraphic test well locations were chosen to minimize impact to the surface owners and the community. The area required for each stratigraphic test well is approximately 35' x 70'. Should ground conditions require, rig mats will be set in place to provide the drill rig unit and support equipment a firm and stable work surface. PERMITTEE shall maintain on file with KPB the name, trite, address, and telephone number of an individual with overall authority for ACTIVITIES under this permit, and who shall be the point of contact for routine and emergency notices, information and correspondence, relative to this permit. C. Prior to termination of this permit PERMITTEE shall submit representative site photos showing that closure standards had been met, or coordinate with KPB staff for an on -site inspection. 13. EXPIRATION: On or before the expiration date of the permit, PERMITTEE shall remove all trash, waste, materials, equipment, and other personal property PERMITTEE has placed or caused to be placed on the PROPERTY. If materials, equipment, or personal property are not removed by the expiration date, they may become the property of KPB and may be used or otherwise disposed of by KPB without obligation to PERMITTEE. 14. ENVIRONMENTAL HAZARDS: PERMITTEE shall not keep any hazardous materials or create any environmental hazards for the public or PERMITTEE'S clientele on the PROPERTY. The defense and indemnification clause set forth in Section 3 of this agreement specifically extends to violations of this section. 15. Overview: The Hilcorp Alaska, LLC stratigraphic test well program will be performed from November 2019 to June 2020. Hilcorp anticipates drilling multiple stratigraphic test wells, each up to 600' deep that will be drilled and evaluated on the southern end of the Kenai Peninsula in Anchor Point. The area/program has been named Whiskey Gulch (near Anchor Point). The chosen contractor (Kraxberger) is very experienced in drilling wells in the area and successfully drilled 16 nearly identical stratigraphic tests for Hilcorp in 2017. Best practices will be utilized to drill and abandon these shallow stratigraphic test wells. Casing will be required in the top 100' — 200' of hole due to formation instability issues and will be drilled into place. The cuttings generated from the air drilling operations will be captured in a tank and samples will be obtained approximately every 30'. These cuttings will be hauled to the G&I Facility in the Kenai Gas Field for disposal. After each test well has been evaluated, it will be plugged with grout/bentonite mixture as required to meet regulatory requirements. Once a grout plug has been set to within 10' of surface, the casing will be cut off and the hole buried to complete the P&A of each stratigraphic test well. Once all drilling and data evaluation work has been completed, all locations will be cleaned up to the individual land owners satisfaction. Permission will be obtained from each land owner for all activities on their property to include surveying, site preparation, drilling activities, and data collection/evaluation of each stratigraphic test well. The stratigraphic test well locations were chosen to minimize impact to the surface owners and the community. The area required for each stratigraphic test well is approximately 35' x 70'. Should ground conditions require, rig mats will be set in place to provide the drill rig unit and support equipment a firm and stable work surface. The locations have been placed on properties, established roads and right of ways to minimize noise and traffic impact. II. Work Plan (Typical): Stratigraphic well drilling, testing/logging, and completion will generally follow the workflow progression below: 1. Call 811 dig line and obtain locates for each site— provide pictures to AOGCC. 2. MIRU Kraxberger truck mounted drilling unit with support equipment onto 35' x 70' location. 3. RU and install gas detection monitors on cuttings tank and drillers console. 4. Drive 6-5/8" casing to 100'-200' depending on hole conditions. 5. Drill 6" vertical hole until to 600'. Surface Use Plan 2019-2020 Stratigraphic Test Well Program Sewage: No restroom facilities are planned to be onsite during this project. All sanitary waste (if generated) will be contained on -site and hauled off -site by a designated contractor. VI. Spill Prevention and Response: Oil Discharge Prevention and Contingency Plan: The scope of this project does not meet the requirements set forth in 10 AAC 75, requiring that the following maintain an approved oil discharge prevention and contingency plan; • Terminals and distributors of crude and refined oil products, Marine tankers and barges that transport crude and refined oil products, • Oil pipelines, Onshore and offshore oil exploration and production facilities, Refineries, • Nontank vessels, and Railroad tank cars. Spill Prevention, Control, and Countermeasure (SPCC) Plan: The scope of this project to EPA SPCC rules because it does qualify as a facility that; Stores, transfers, uses or consumes oil or oil products, such as diesel fuel, gasoline, lube oil, hydraulic oil, adjuvant oil, crop oil, vegetable oil or animal fat; and Stores more than 1,320 U.S. gallons in total of all aboveground containers (only count containers with 55 gallons or greater storage capacity) or more than 42,000 gallons in completely buried containers; and Could reasonably be expected to discharge oil to navigable waters of the U.S. or adjoining shorelines, such as lakes, rivers and streams. Although this project does not require SPCC or C-Plan coverage, to properly prevent, control, report, and clean-up any unintended releases that may occur during operations.
