I am not aware of us doing that for any other strat tests so I was not planning on inspections. Also, it is probably too late in the year to do a location inspection unless they are snow/ice free. We have not been contacted by Hilcorp. If land owner is happy with the way the sites have been left we can just accept their inspection (photos?) if one is needed. I saw a line in Cody’s email of “All 13 wells have been plugged back and each site has been reclaimed, local Birch Creek village representatives were onsite during reclamation to verify Hilcorp left sites up to their standards.” So that prompted the question. We do track this in RBDMS, so if there is no intention of site clearance from AOGCC, the Location Clearance will need to be updated. We completed drilling 13/15 wells, both Saloon Island 1 & 3 were cancelled. All 13 wells have been plugged back and each site has been reclaimed, local Birch Creek village representatives were onsite during reclamation to verify Hilcorp left sites up to their standards. I’m headed up to Birch Creek tomorrow morning to get final site/P&A/monument photos. Surveyors will be mobilizing to each site to collect an as built survey August 3-5th and we will be deconstructing our camp that same week as well. Once I have the As Built surveys in hand I will turn in a 10-407 for each well. Core/cuttings evaluation is still on going, we collected a pretty significant amount, I expect that process to be completed ~mid-August. Upon my return next week, I expect to submit permits to drill for our South Kenai strat test program which looks like it will be a 10-12 well effort, hopefully beginning the first week of September. Doesn’t match up with the statement on the Well Bore Schematic, WBS or the conditions on the PTD. 2. Birch Creek 04. No mention of grouting or cementing from bottom with drill pipe. After rigging down logging tools, the report says the well was grouted and cemented, but never ran in with DP to place it from bottom. Again, doesn’t agree with the WBS or the PTD conditions. 3. Brirch Creek 05. No mention of pulling the casing in the daily report, but WBS indicates it was pulled. 4. Saloon Island 2. Topped off with cement after pulling casing. Variance from 20 AAC 25.112 for the wellbore plugging requirements is approved on the conditions: a. bentonite is placed by the circulation method from TD of the wellbore to ~20’ below surface, with the top 20’ of the wellbore capped with cement placed by the circulation method. b. Photo-document the P&A and site clearance activity. Include the labeled photos with the 10-407 and send them to the AOGCC after completing the P&A and site clearance of each well. Additional conditions not included with the above variance approvals: 1. Canvasback 4 is one of 15 shallow vertical stratigraphic test wells to be drilled and evaluated in the Yukon Basin area. The plan is to begin drilling operations during the week of June 14, 2021. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.035 (c) for utilizing diverter while drilling the shallow wells required for the stratigraphic test well program. The basis for this variance is due to the shallow nature of the wellbores and we do not expect to encounter any over pressured shallow gas zones. Refraction analysis attached. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.050 for obtaining wellbore surveys due to the very shallow wells being drilled for the stratigraphic test program. Wells will be drilled vertically to 250’ MD TD. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.015 for changes to an approved program due to surface hole location adjustments. Due to the variable terrain and to be built drill decks, perfecting SHL may prove difficult. Hilcorp requests a 50’ buffer from the proposed SHL(As Staked) in the permit to drill. As built plats will be provided with the 10- 407 submittal. All locations will be on Doyon Corporation land. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.120 for placing a marker plate since no casing will remain after the abandonment is complete. In lieu of a marker plate, Hilcorp proposes a 2’ rebar stake with 1-1/2” brass cap with the well name stamped on top. Hilcorp Alaska, LLC requests a variance from 20 AAC 25.112 for plugging the well. In lieu of a full cement column, Hilcorp proposes using a bentonite mixture to P&A the borehole from 250’ to 20’ and a final cement plug from 20’ to surface. Bentonite is a commonly used and recommended practice for plugging water wells. Hilcorp has successfully used bentonite mixtures to P&A 25 stratigraphic tests in the South Kenai Peninsula without issue. The shallow stratigraphic test wells will be drilled with water and fully cored. Excess drill water/cuttings will be captured in a sump. Once drilled and evaluated the wells will be plugged utilizing grout and a 10’-20’ cement cap to complete the P&A. Attempts will be made to fully recover casing for reuse. Sumps will be reclaimed after settling occurs and reburied. Best managed practices have been developed, communicated and agreed upon with DEC/USACE for discharge. Best managed practices have been attached for reference. Approvals from surface landowners (Doyon) have been obtained prior to surveying, staking and preparation of the site for each stratigraphic test well. These approvals are included as an attachment in the form of a signed agreement with the Doyon attached to this letter. Care has been taken to place drilling locations away from culturally sensitive and wetland areas and to minimize location site preparation. As a condition of a NWP 6 Permit, compliance with all applicable General and Regional Conditions is required. The NWP 6 and applicable General and Regional Conditions are attached and considered a part of these BMPs. Best Management Practices (BMPs) x Drill pads o Drill pads should be located in uplands where practicable. o Drill pads in wetlands should be constructed on blasting mats or other temporary low impact materials or platforms to protect surface vegetation. o Blasting mats or other temporary low impact materials or platforms should also be used for staging of materials and workers. x Drilling Fluids and Cuttings o Recirculation or settling tanks or sumps should be used to recover drilling fluids. o Recirculation or settling tanks or sumps should be covered to prevent rainwater from creating overflows of sediment laden waters. o As much time as practicable should be allowed for settling of particulates from drill fluids prior to discharge. o Pumps should be in good serviceable condition and staged on impervious, bermed pads or tarps to contain potential spills or leaks of fuel and lubricants. o Spill kits should be readily accessible and located near all pumps in service. o Sufficient hose should be available to allow for pumping and discharge of drilling fluids from settling tanks away from wetlands and other waters of the U.S. such as streams or lakes. o Discharge pump hoses should have a skimmer or floating intake to reduce amount of particulates discharged. o Discharge hose outlet should be placed on plastic sheeting to create a laminar sheet flow during discharge to prevent scouring of surface sediments and vegetation. o Discharge areas should be periodically monitored to ensure discharges are not entering jurisdictional waters such as streams or lakes. o No discharges should be allowed to enter anadromous waters or lakes. o When drilling within a wetland, cuttings and other drill-generated sediments should be transported to nearby upland locations for disposal. x Refueling and Fuel Storage o Fuel storage in wetlands is discouraged unless not practicable. o Fuel should be stored in containers no larger than 55 gallons with appropriate containment, such as impervious tarps, plastic sheeting, or other type of containment structure. o Fuel containers and equipment should be inspected routinely to detect and prevent leaks or spills. o Spill kits should be readily accessible and placed in close proximity to fuel storage or refueling sites. o No refueling or fuel storage should be within 100 feet of streams or lakes. x General Project Management o The project should be managed in a manner that reduces overall impacts to the environment. This management BMP could include limiting footprint of drill sites, consolidating fuel storage sites, reducing time on-site to limit cumulative impacts, and other practices that prevent extended impacts to wildlife and vegetation. x Training o Management and workers should be familiar with the restrictions imposed by the Nationwide Permit and the applicable General and Regional conditions. o Management and workers should be familiar in the BMPs proposed for this project. o Workers should be trained in the use of Oil Spill Kits for response to spills, leaks, and other hazardous discharges. 3 May 2021 Steve Davies Senior Petroleum Geologist Alaska Oil and Gas Conservation Commission (AOGCC) SUBJECT: Yukon Flats Basin Stratigraphic Test Well Program Shallow Hazards Evaluation to Accompany Drilling Permits Hi Steve, The goals of the herein proposed stratigraphic test well program are to: a) determine the thermal maturity of the shallow subsurface strata, b) determine the source of the high-frequency magnetics signal seen on the aerial gravity & magnetics survey, and c) map structure. With the data we have in-hand, we perceive the risk of encountering shallow gas to be very low, based on twenty-eight shallow stratigraphic test wells drilled by Exxon around the perimeter of the basin, by one 2200’ well drilled in Fort Yukon, and by the absence of shallow amplitudes on 2D seismic in the vicinity. Background Data The following data were analyzed in order to evaluate the potential shallow gas hazards in the Yukon Flats Basin near our proposed stratigraphic test wells: x Exxon stratigraphic test wells: 28, located along perimeter of basin x LL&E stratigraphic test wells: 14, located 85 miles east x Field geology: Exxon, LL&E, Arco, Hilcorp x 343 miles of 2D seismic data (Exxon) x 98+ miles of 2D seismic data at Stevens Village (Doyon), 25’ shotholes x Wells: 4 (CBM and Doyon 1,2,3)—no shallow hazards identified x Aerial gravity & magnetics survey: 16,404 miles of data Within the Yukon Flats Basin, in Fort Yukon, the USGS drilled the DOI-04-1A well to a total depth of 2288’ in 2004. The objective for the well was to analyze coals for their coalbed methane energy resource potential, targeted gas for local use. Upper and Lower coals were cored, and wireline logs run include gamma ray and resistivity. Permafrost was encountered at 280 feet. It was noted on the USGS log that water wells in the Fort Yukon area are 50 feet deep. No evidence of shallow gas hazards were noted in the USGS reports. Northwest-southeast cross section through three shallow Exxon stratigraphic test wells, and the USGS DOI-04-1A Coalbed Methane well at Fort Yukon. No shallow hazardous gas was encountered at any of the 28 Exxon stratigraphic test wells, nor at the coalbed methane well test. In 1985-6, Exxon drilled twenty-eight shallow stratigraphic test wells along the perimeter of the Yukon Flats Basin, to depths of 43-211 feet. These wells were cored from surface to total depth. The average depth was 103’ TD. No shallow gas hazards were encountered during the drilling operations. The nearest oil- and gas-targeted exploratory drilling activity occurred 80-90 miles east of our proposed stratigraphic test wells, in the Kandik Basin, where in 1976 and 1977 Louisiana Land & Exploration drilled the Doyon 1, 2, and 3 wells to total depths of 11,044, 9123, and 13533 feet, respectively. Although no shallow gas hazards were encountered while drilling, lost circulation zones occurred in shallow Devonian carbonate karst. We do not anticipate shallow carbonates, nor shallow gas hazards, in the vicinity of our proposed shallow stratigraphic test wells. In 2010, Doyon Ltd. acquired 2D seismic data in the Stevens Village area located 65 miles to the west of our proposed stratigraphic test wells. These shot holes were drilled to a depth of 25 feet, and encountered generally hard clay, gravels, and sand. No shallow gas hazards were noted in any of the shothole logs.
