Your efforts have been unsuccessful in plugg±ng the perforations as per the approved program. You can still plug the perferations by laying in cement above and downsqueezing; since this plugg±ng method is one of the alternates provided for in the regulations, you have our concurrence to use this method. Additional consideration is that continued efforts to get deeper might result in sticking the tools in the top of the perfs or in going outside the liner; either event would lessen the adequacy of the plugging operation. If you have questions, please contact me at 793-1226. Subsequent conversations with Jim Smith and AOGCC resulted in revised abandonment procedure calling for coil cleanout and laying cement from bottom perf to 10200' This was approved on Sundry on 10/12/99, reference Permit number 94-129 '(API number 50-029-20262-01). Subsequent replacement with horizontal rotary drilled wellbore to same zone 1 target. The sidetrack (5-16B) is intended to access additional reserves utilizing a horizontal well path in the Ivishak Zone 1. Nabors 9ES (or 7ES) is expected to move to 5-16B on/about October 15, 1999 after completing the 2-27A sidetrack. The drilling objective of 5-16B is to pull the existing 2-3/8" scab tubing and 4 1/2" tubing, place a bridge plug at the anticipated kick off depth of 10100'MD in the 9-5/8" casing, set a whipstock and mill through 9-5/8" casing, then directionally drill to the top of the Sag River where a 7" drilling liner will be set and cemented. The well will be extended in 6-1/8" hole size to access the Zone 1 Ivishak targets. At TD a 4-1/2" L- 80 production liner will be run and cemented and the well completed with 4-1/2" L80 IBT-Mod production tubing. The objective of the pre-rig work is to fish the POGLM from 3506', test wellhead packoff systems, P&A the CTD sidetrack and cut 2-3/8" coil liner and prepare the pad for rig arrival. Pre-Riq Operations: There is a Sundry Permit required for the listed Pre-Rig Workscope. Work may commence after notification of permit approval. i. Test the 9-5/8" and tubing hanger packoffs on the FMC Gen I wellhead to 5000 psi. Cycle Iockdown screws (one at a time) and identify any that are broken or damaged. 2. Fish and remove the 4-1/2" POGLM that is located at 3506'-3516'. There are perforations in the 4-1/2" tubing behind the POGLM. . RIH with coil to P&A the existing CTD sidetrack completion. Place an IBP at 10200', sting in and P&A perfs. Plan to pump 11.2 bbl (63 ft3) of class A cement at 15.8 ppg to P&A the perfs from 11,535' to 12,080'. Bottom of the plug should be at 12,130'MD and top of plug at 10,200' at the conclusion of placement. Tag and test P&A per AOGCC requirements. 4. Cut the 2-3/8" 6.5#, L-80 tubing at 10150' (below the 9-5/8" packer). 5. Circulate the well to seawater from the tubing cut point and freeze protect the well. Set BPV. Remove wellhouse, clear and level the pad. Rig Sidetrack Procedure 1. MIRU. ND tree, NU and test BOPE. Circulate well clean and recover freeze protection fluid. 2. PU 2-3/8" HT drillpipe and fishing tools to fish and remove the 2-3/8" coil tubing scab from 3519' to 10150' at the pre-rig cut. 3. LD 2-3/8" DP after recovery of scab coil tubing. 4. RU wireline and cut the 4-1/2" tubing at 10110' (just above the Baker PBR assembly) 5. Pull and LD 4-1/2" tubing. The tubing is expected to be junk. 6. RIH and set EZSV on wireline at approx. 10110'. Test casing to 3000 psi for 30 minutes (9-5/8" has passed a casing test to 2500 psi in August 1998). ?. PU whipstock, bottom trip on EZSV and mill window for KOP at +/- 10090'MD. 8. Drill approx. 750' in 8-1/2" hole to the top of the Sag River (+/-10823'MD) 9. Run and cement 7" 26#, L80 drilling liner to TD, TOL at 150' above KOP. TOC at TOL. 10. PU 6-1/8" directional assy, RIH, test casing to 3000 psi, drill out, obtain FIT, displace to drill in fluid. 11. Build angle and turn well along directional path. Drill to TD at +/-14026'MD/8798'TVD. 12. Run and cement 4-1/2" 12.6#, L80 production liner. TOL to be 150' above 7" shoe. 13. DPC perforate approx. 1000' of the production liner. 14. Run 4-1/2", 12.6#, L80 production tubing, stab WLEG into production liner top. 15. Set packer and pressure test completion to 3000 psi. 16. ND BOPs/NU and test tree. Freeze protect to 2000'. l?. The permit to redrill does not exempt you from obtaining additional permits required by law from other governmental agencies, and does not authorize conducting drilling operations until all other required permitting determinations are made. Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035. Sufficient notice (approximately 24 hours) must be given to allow a representative of the Commission to witness a test of BOPE installed prior to drilling new hole.
