Pursuant to our recent discussions, permission is hereby granted
to Union Oil Company of California to extract a maximum icc. of
sample material per sample envelope, or Icc. of core material per
foot of core, from the' State's set of samples and cores for the
purpose of preparing petrographic thin-section within the desig-
nated intervals in the following wells, subject to the below
listed conditions ~

On August l, 1974, the Bureau of Land Management notified all
lessees of record holding Federal leases in the Kavik Unit that
said leases were patented to the State of Alaska.
The last "whereas" paragraph of the Joint Federal-State Kavik
Unit Agreement, No. 14-08-0001-12437, states in pertinent part
"...By the same token, upon final acquisition by the State of all
.unitized lands formerly under Federal jurisdiction, approval of
all unit operations will be the sole responsibility of the State."
Our records indicate that the operators, Amoco as the original unit
operator and Atlantic Richfield as the. successor and present unit
operator, have filed similar and/or, identical documents, forms,
logs, samples, etc. as required by the unit agreement and applicable
State and Federal regulations with the appropriate State Office
and this Office.
Inview of the above, this is to formally advise you that the Office
of the Oil and Gas Supervisor, Conservation Division, U. S. Geological
Survey, has relinquished all administrative approval of Kavik Unit
operations effective as of the date of patent to the State of Alaska
of the leases within the unit area.
Our records applicable to the Kavik Unit are available for your
inspection at your convenience. ",

We advised you by letter on July 19, 1973, of som~ further minor
cleanup work on the Kavik Unit Well #2, Fairbanks Lease F-034363,
before the subsequent report off abandonment on that well could
be approved. On September ~, representatives from the Bureau
of~ ManagemerAt, Alaska Division of 0il and Gas, and this office
visited the Kavik #2 lo~ation and found this work had not been
eempleted.
As you know, on August t, 1974, rmtiee was given by the Bureau of
Land E~anagement that the lands for which this lease was granted
were traz~ferred t~ %he State of Alaska. Consequently, we have
relinquished all a~strative authority over Kavik Unit wells
· and operations as ef the date of the patent to the State (see
enclosed copy of our letter of De,ember 22, 1975 to the Director,
Alaska Division of Lands).
By copy of this letter we are notifyi~ you and appropriate offices
of the State of Alaska that on the date of transfer to the State
we had no% granted approval of the subsequent report of abandonment
because the cleanup work remained inoomplete.

I. Material for construction of the drilling location shall be removed
only from the inactive channels, i.e. exposed gravel bars of the
Kavik River in Section 20, Township 3 North, Range 22 East. U.M.
2. Gravel sites shall be excavated only to existing, adjacent water (ice)
level, this not to exceed a maximum of two (2) feet at any location.
On completion of removal the site shall be re-graded so as to eliminate
depressions which could entrap fish.
3. The reserve mud pit shaii be of sufficient size to adequately contain all
fluids and materials discharged to it and shall be filled in prior to
abandonment.
4. This location and its material site shall be approved on-site by the
Alaska Department of Fish and Game prior to final closure.

Drill Sadlerochit & Wahoo test to approximately 8000' with 9-10 ppg fresh water gel mud.
Logs, tests and cores will be taken at selected intervals. 3000 psi Hydril will be installed
on 13-3/8" casing and 5000 psi Hydril and double preventer equipment will be installed On
.9-5/8" and 7" casing. All BOPE will be operationally tested each trip and pressure tested
weekly. A nonfreezing oil base fluid will be left in both the 13-3/8" x 9-5/8" and the
9-5/8" x 7" uncemented casing annul( within the permafrost interval. A cementing stage
tool will be run in the 9-5/8" casing string near the 13-3/8" casing shoe and the oil base
fluid circulated between strings. If. 7" casing is required, a cementing stage tool will
also be run in the 7" casing string near the 9-5/8" casing shoe 'and oil base fluid
circulated between strings.
