I found the location quite easily at 1.7 miles down Swanson river road. The location was very clean and had been left nicely contoured after the rig left. The immediate area where the rig was situated is still slightly sparse in vegetation but appears to be growing some grass. I walked the entire perimeter and found no trash with the exception of one plastic barrel which had the top cut out of it and was one third full of what appeared to be clear rain water. This barrel showed no conclusive evidence of being left by the rig and as there was evidence of public access to this location it may have been brought there after the rig left. I found what appears to be five monitor tubes in the area that may have been the pits. These tubes are closed at the top with steel plates that are bolted in place. SUMMARY: I made a Location Clearance inspection on the Arco/ClRI exploratory well Moose River #1. I recommend this location for final abandonment. Supervisor FROM: John Spaulding,~ SUBJECT: Petroleum Ins~"- 199LGFCD.doc Location Abandonment Kavik #3 PTD 73-027 Exploration Thursday July 6, 1995: I traveled via Era Helicopter with Bob Gardiner Fairweather E&P representative to inspect the Kavik #3 Exploration site. During the last winter season Fairweather E&P plugged and abandoned the well and removed the well head and installed a plate on the casing below grade per AOGCC regulations. The well was drilled in 1973 and the area has grown up with native grasses and looks quite good. The area is clean with no debris evident. The pit area at the time of drilling was diked and lined, the lining has been removed and the dike area broached in several areas. ARCO apparently has taken several water samples that all appear to be consistent with surrounding surface water._ The 'portions of the pit dikes that remain blend in very well with the surroundings. The dike areas should not be removed as this would destroy the re-vegetation process that has taken place. I recommend Kavik #3 for final surface abandonment. Form 10-407 SUMMARY OF OPERATIONS ARCO ALASKA INC. KAVIK UNIT NO. 3 FINAL ABANDONMENT The Kavik Unit No. 3 well was spudded on February 4, 1974, drilled to 5850 feet MD/TVD and suspended on May 2, 1974. The well was drillstem tested through the interval from 4935 feet to 5070 feet. At the conclusion of testing all perforations were squeezed and isolated by either bridge plugs or cement plugs. Prior to the operations reported below, the shallowest plug was a 100 sx cement plug in the 9-5/8" casing at 2115 ft. to 2333 ft. Drilling mud was displaced with diesel above this plug and Arctic Pack was set in both the 20" X 13-3/8" and 13-3/8" X 9-5/8" annuli prior to suspending the well. The final abandonment work reported below consisted of: 1. Displacing the diesel in the 9-5/8" casing with kill weight (10.3 ppg) CaCI2 brine. 2. Setting a 150 ft. cement surface plug in the 9-5/8" casing. 3. Setting a 94 ft. cement plug (maximum achievable length) in the 13-3/8" X 9-5/8" annulus. , setting a 6 ft. cement plug (maximum achievable length due to cement and desiccated Arctic Pack already in annulus) in the 20" X 13-3/8" annulus. 5. Removing the wellhead and cellar, and the installation of a subsurface marker plate. 6. General cleanup of the location and backhaul of solid and liquid wastes. A wellbore diagram is attached showing the post-abandonment condition of the well. Sequence of Operations 1. Mobilized equipment, materials and camp to Kavik Unit No. 3 location from previous job site using rolligon transportation. Rigged up wellhead shelter and thawed wellhead. 2. Nippled up and tested 7-1/16" 5000 psi BOP stack. (See Figure 1.) o Displaced diesel in wellbore with 10.3 ppg CaC12 brine, taking diesel returns in vacuum tank. (See Figure 2). . Tested 20" X 13-3/8" and 13-3/8" X 9-5/8" annuli to 1400 psi. No pressure communication with 9-5/8" wellbore, but unable to bullhead down either annuli within pressure constraints imposed by conservative estimate of wellbore condition. Kavik Unit No. 3-Summary of Operations R.E¢I!iVEO . Nippled down BOP stack after completing displacement of diesel. Ran in hole to 160 ft. below grade with 1-1/2" steel pipe to set top plug. Mixed and set 15 ppg permafrost cement plug from 160 ft BGL back to surface. Took returns in vacuum tank. (See Figure 3). . Rigged down wellhead shelter and excavated cellar to 12 ft below grade. Progressively cut windows in casing strings until casing strings failed. Removed cement in annuli. Worked way into 9-5/8" casing after failing and removing sections in 30", 20" and 13-3/8" casing strings. (See Figures 4, 5, 6, & 7.) 7. Cut off9-5/8" casing and removed wellhead. (See Figure 8.) . Chipped cement and desiccated Arctic Pack out of 20" X 13-3/8" annulus to 6 ft. (maximum achievable depth). NOTE: Cement and desiccated Arctic Pack has made an effective plug. Ran in 13-3/8" X 9-5/8" annulus with 3/4" steel pipe to 94 ft. below grade (maximum achievable depth). Mixed and pumped 15.0 ppg permafrost cement from 94 ft. to surface. Returns allowed to overflow into 20" X 13-3/8" annulus until annulus full. Returns taken to vacuum tank thereafter. (See Figures 9 and 10.) . Trimmed up casing stubs and welded subsurface steel marker plate on casing stubs 8 ft. below grade. (See Figure 11.) 10. Backfilled excavation and cleaned up location. Backfill mounded slightly over cellar location to allow for settling and compaction after thaw. (See Figures 12 and 13.) 11. Demobilized from Kavik Unit No. 3 location to Deadhorse. Final site cleanup and inspection scheduled for summer 1995 aRer snow had melted. Job completed with no lost time or OSHA reportable accidents. KAVIK UNIT NO. 3 PTD 73-27/AP! #50-179-20004 PROPOSED WELL ABANDONMENT AND LOCATION CLEARANCE PROGRAM FAIRWEATHER/CATCO JOINT VENTURE BACKGROUND AND SUMMARY OF PROPOSED WORK The Kavik Unit No. 3 well was spudded on February 5, 1974, drilled to 5,850 ft. MD/TVD, and suspended on May 2, 1974. The well was drillstem tested through the interval from 4,935 to 5,070 ft. and several downhole plugs were set at the conclusion of testing operations. The shallowest plug is a 100 SX cement plug in the 9-5/8 inch casing at 2,115 to 2,333 ft. After setting this plug, drilling mud in the 9-5/8 inch casing was displaced with diesel from 2,022 ft. to surface. Arctic Pack was also set in both the 20 X 13-3/8 inch and 13-3/8 X 9-5/8 inch annuli during drilling operations. Attachment 1 shows the current status of Kavik Unit No. 3 well. The Kavik Unit No. 3 location is a remote site located approximately 60 miles southeast of Deadhorse in the Brooks Range Foothills. The site has mostly revegetated and the reserve pit had some standing water present as of August 1990. In order to abandon the well and location .in accordance with the current Alaska Oil and Gas Conservation Commission (AOGCC) regulations, the following tasks must be completed: 1. Displace the diesel in the 9-5/8 inch casing with kill weight brine (CaCI2, 10 ppg). 2. Set a 150 ft. surface cement plug in the 9-5/8 inch casing. . Set a 150 ft. or maximum achievable length, if less than 150 ft., cement plug in both the 20 X 13-3/8 inch and the 13-3/8 X 9-5/8 inch annuli. . Remove the cellar and wellhead and install a subsurface marker plate on the 30 inch conductor. 5. Pickup any remaining debris on location. The above specified work is required by 20 AAC 25.105(i)(2)(k), 20 AAC 25.120 and 20 AAC 25.170(a)(c). Attachment 2 presents a schedule for completing the proposed work. If any remediation of the reserve pit is required under ADEC regulations, it will be a separate project, and is not included under the scope of work defined herein. ADEC regulations dealing with inactive reserve pits are not yet finalized, and finalization may be Kavik Unit No. 3 1 RECEIVED MAR 1 ;~ ]995 Alaska 0il & Gas Cons. Commission Ntchora~.j~ further delayed by the change of administration in Juneau. It is recommended that any work on the reserve pit, except for the recovery of any obvious debris, be deferred until final ADEC regulations are in place. PROPOSED OPERATIONS PROGRAM . Obtain all required permits and regulatory approvals before starting the job. The Joint Venture proposed to secure all permits required for the project. Anticipated permits include the following: Application for Sundry Approvals, Form 10-403 (AOGCC) Temporary Water Use Permit (ADNR) Tundra Travel Permit (ADNR) Wastewater Disposal Permit (ADEC) Food Service Permit (ADEC) Arctic Slope Regional Corporation Letter of Non-Objection North Slope Borough Administrative Approval o Mobilize all required personnel and equipment to the Kavik Unit No. 3 location on an as needed basis via CATCO units. Remainder of program assumes any pressure can be bled off. Nipple up and test 5,000 psi WP 7-1/16 inch BOP stack. BOP's will consist of one set of blind rams and an annular preventer or a double ram stack with blind and shear rams (see Attachment Ii). The BOP stack will be tested to 1,500 psi. . Rig up mixing and pumping module. RIH with 1.5 inch open ended pipe to approximately 50 ft. Displace diesel in 9-5/8 inch casing with 10 ppg CaCI2 brine. Pump brine in small batches and allow brine and diesel to swap in wellbore. Monitor volumes pumped closely to confirm when the fluid swap displacement is complete. When complete, POH with 1.5 inch pipe. o Rig up pressure gauge on wellbore. Be sure hole is full of fluid and close in 9-5~8 inch wellbore using BOP. Using mixing and pumping module, rig up triplex pump on 13-3/8 X 9-5/8 inch annulus and attempt to bullhead into annulus with 10 ppg CaCI2 brine. Do not exceed 1500 psi. Monitor pressure on wellbore closely. If wellbore pressure rises more than the small amount expected from compression, cease pumping, bleed off annulus pressure and proceed to steps 5A and 5B. If able to bullhead into annulus without pressure communication, establish rate and pressure. Mix and pump a 150 ft. permafrost cement plug down the 13-3/8 X 9-5~8 inch annulus. Rig down mixing and pumping module. If unable to bullhead into annulus and there is no pressure communication, bleed off pressure on annulus and proceed to Step 6. 5A. If there is pressure communication between the 13-3/8 x 9-5/8 inch annulus and the 9-5/8 inch casing, bleed off any pressure on both the annulus and the wellbore. Open the BOP and rig up to circulate brine down the wellbore and up the annulus. Collect any waste arctic pack in waste tank. When CaCl2 brine returns up annulus, measure volume of recovered arctic pack and calculate approximate depth to casing leak. If leak is within 200 ft. of surface go to Step 6, otherwise proceed to Step 5B. Kavik Unit No. 3 3 RECEIVED MAR 1 5 199,5 Alaska ~Jii & Gas Cons. Commission Anchora~ bB. , . . . 10. 11. Rig up to pump cement down 13-3/8 X 9-5/8 inch annulus. Cement annulus with sufficient volume to reach casing leak +20 sx. Take returns up 9-5/8 inch wellbore. When ClP, close in wellbore and WOC as directed. Nipple down BOP stack. Rig up mixing and pumping module. Using 1-1/2 "open ended pipe, run in hole to 160 ft. Push "poor boy" cement retainer (i.e. wad of cement sacks) in hole ahead of pipe. Mix and pump a 150 ft. permafrost cement surface plug in 9-5/8" casing. Have plug witnessed by AOGCC representative. Excavate cellar to expose 30 inch conductor a minimum of 4 ft. below original tundra level. Cut and remove 30 inch conductor from well with the remaining 30 inch casing stub 3 ft. below original tundra level. Break out cement behind 30 inch casing to expose 20 inch casing. Rig up safety line on wellhead to prevent wellhead from falling into excavated area. NOTE: Conduct safety meeting prior to initiating Steps 7, 8, 9, and 10. Hot tap the 20 inch casing just above the 30 inch casing stub to drain Arctic Pack in 20 X 13-3/8 inch annulus. Rig up nitrogen supply to hot tap valve to provide nitrogen purge while cutting 20 inch casing. Cut and remove 20 inch casing window to expose 13-3/8 inch casing. Use caution when cutting 20 inch casing, since some compression may be present in 20 inch casing due to 13-3/8 and 9-5/8 inch casing strings hanging in the wellhead. Cut rectangular windows (3" wide by 3' long) in an oppositely opposed radial fashion to gradually relieve compression. Use an extended reach torch for this work and expect the wellhead to drop several inches when 20 inch casing window is removed. Repeat hot tap (if necessary) and casing cutting procedure for 13-3/8 inch casing to expose 9-5/8 inch casing. Cut 9-5/8 inch casing and remove wellhead for backhaul. If unable to bullhead into 13-3/8 X 9-5/8" annulus in Step 5, run in annulus with 3/4" steel pipe to 150 ft. or as far as pipe will go into the annulus. Notify AOGCC if 150 ft. depth cannot be achieved. Mix and set a permafrost cement surface plug. If the top job pipe does not go to the programmed 150 ft., Get AOGCC approval for whatever length annulus plug can be achieved. Repeat this procedure for 20 X 13- 3/8" annulus. Collect any displaced annulus fluids in vacuum tank and have AOGCC representative witness 9-5/8" casing surface plug, as well as both annulus plugs. Attachment III shows the post abandonment wellbore condition. Pick up any remaining debris on location and demob remaining personnel and equipment to Deadhorse. File Report of Sundry Well Operations with the AOGCC. Return to Kavik Unit No. 3 location the following summer to pick up any remaining debris, and to conduct a final location inspection with the AOGCC. WASTE DISPOSAL AND RESPONSIBILITIES FOR WASTE . All liquid wastes recovered in the abandonment program will be transported in secure tanks to CATCO's yard in Deadhorse. The recovery and transportation of these wastes will be accomplished by the Joint Venture in a manner satisfactory to ARCO. After transport to CATCO's yard, the wastes will be available for ARCO's contract hauler to transport the wastes to the Pad 3 injection facility. ARCO will be responsible for final disposal arrangements (injection). , . Solid waste (i.e., piling, wellhead, etc.) will be transported to the North Slope Borough Solid Waste Disposal Site for disposal. This will be accomplished by the Joint Venture. In the event that any hydrocarbon contaminated gravel and soil is identified during excavation, the materials will be segregated and staged on location. Sampling, transport and disposal of such materials will be at the direction of ARCO and costs for such services will be in addition to the fixed price well abandonment bid. REPORTING AND ARCO OVERSIGHT . ARCO will receive daily progress reports faxed to the Anchorage ARCO office during the term of the project. During periods when an ARCO representative is not on site, the faxed reports will be followed up by a phone call to the designated ARCO contact in Anchorage or on the North Slope. . The time that direct ARCO oversight of field operations is required is entirely at the discretion of ARCO. Transportation and camp space will be provided for the ARCO representative by the Joint Venture. Kavik Unit No. 3 RECEIVED MAR 1 3 1995 Alaska ~11 & Gas Cons. The applicable regulation is as follows: 20 AAC 25.110 sUsPENDED WELLS (a) Upon application by the operator under 20 AAC 25.105(e), the commission will, in its discretion, approve the suspension of a well if the well~ (1) encounters hydrocarbons of sufficient quality and quantity to indicate the well is capable of producing in paying quantities as reasonably demonstrated by well tests or interpretive formation evaluation data; or (2) is reasonably demonstrated to have future value as a service well. For each well on the attached lists of suspended wells, please provide data showing that the well meets the criteria of (1) or (2) above or advise as to your plans to abandon the well. Wells that meet the criteria of (a) above that you wish to maintain as suspended, as required by 20 AAC 25.110(e), must have well site inspections this year prior to snow covering the locations.
