MINUTES
of the
PUBLIC HEARING HELD BY THE ALASKA OIL &
GAS CONSERVATION COMMISSION AT ANCHORAGE,
ALASKA., AT 10:00 A.M., APRIL 21, 1959
The Public Hearing of the Alaska Oil and Gas Conservation Commission
was convened at 10:00 A.M.., April 21., 1959, in office building of the
Alaska Department of Mines,, located at 329 Second Avenue, Anchorage,
Alaska. The meeting was called to order by Mr. Martin Jasper., Mining
Engineer, Alaska Department of Minesj, the duly authorized designee of
the Director of the Alaska Oil and Gas Conservation Commission., Mr.
Phil R. Holdsworth. Mr. Jasper stated that, (1) the hearing was held
pursuant to the Application filed by the Union Oil Company of Cali-
fornia -(The) Ohio Oil Company on April 6., 1959 for an exception to
Rule 110,, Sections 110.1 and Sections 110.4., and (2) that formal
Publication Notices of the Hearing had been duly made pursuant to
law.
It is to be here noted that formal convening of hearing was delayed
until 10:30 A. M. to give an additional 30 minutes for opponents to
the Application to arrive,, but none appeared. The only persons at-
tending were Mr. Wm. Thompson and Mr. Harold M. Lian of the Union
Oil Company of California; Mr. Richard Porter of the Sinclair Oil
Company, as an observer; and Mr, Wm. E. Dyer of the Alaska Department
of Lands, as an observer* Mr. Dyer was appointed recorder of the
hearing.
Mr. Jasper called for comments from the floor,
Mr. Lian,, Alaska Division Geologist,, Union Oil Company of California,
asked to be recognized and was recognized by Mr. Jasper. Mr, Lian
made the following remarks:
(1) The Union Oil Company of California -The Ohio Oil Company had thor-
oughly explored the geologic petroleum possibilities of the Kenai Pen-
insula and, as a result, the companies had determined that the area .
in the vicinity of the SW 1/4 of Section 6, Range 11 West, Township 4
North., Seward Meridian, was favorable for a joint exploratory "wild-
cat"' well. Accordingly, the companies made a careful examination of
the surface of the area in order to find a suitable location for the
drill rig.

the most part, the sod appearing ground was merely solidified mus-
keg "flo .,Lting" o--i the other muslsey. The Companies found that there was
solid ground in the southwest corner of SW 1/4 of Section 6,Township 4
North, Range 11 West, Seward Meridian, which was capable of supporting
exploratory operations of a drill rig. All other surrounding areas
were completely unsuited because no firm sub -stratum could be found.
(3) The examination of the area included tests made to a depth of 50
feet by bulldozing and other means. The examination showed that exca-
vating and the filling of any other area in the vicinity of the SW if 4
of Section 6, Township 4 North, Range 11 West, Seward Meridian, would
result in prohibitive costs for a wildcat venture.
Therefore, Mr. Liars requested that the Alaska, Oil and Gas Conservation
Commission. grant Union. Oil Company of California -The Ohio Oil Company
permission to locate the proposed wildcat at a spot situated about 785
feet East and 285 feet North of the SW Corner of Section. 6, Township
4 North., Range 11 West., Seward Meridian, pursuant to -the Application
filed by those companies under authority set forth in Rule 110 of the
Commission's rules and Regulations.
Mr. Jasper thereafter called for ~a�ay further comments, suggestions, or
cib jections to the Application of Union Oil Company of California -The
Ohio Oil Company. After allowing 15 minutes for receipt of such com-
ments or objections, Mr. Jasper noted that no objections of any sort
were received nor were any further requests for recognition made by
any of the persons in attendance. A Motion for Adjourmaent was made
by Mr. Richard Porter of Sinclair Oil and :Refining Company. The
.Motion was duly seconded "by Mr. Wm. Thompson of the Union Oil ConTany
of California and was passed unanimously-. The meeting adjourned at
11.00 A. M.
