Marshall, Jr. Petroleum Geologist State of Alaska Department of Natural Resources Di~/sion of Mines and Minerals 800 L Street Anchorage, Alaska 99501 Dear Mr. Marshall: Forgive me for not acknowledging earlier your letter of October 16, 1964, which has since been in process of review by the Exploration and Producing Departments of Pan American Petroleum Corporation at their Home office in Tulsa. We concur with your general interpretation of Section 2008 of the Oil and Gas Conservation Regulations, that "suspension means the cessation of drilling, testing, completing and related activities directly pertaining to the use of a drilling rig over the hole" and to construe as the suspension date, that date upon which active well operations cease. However, we do feel that there should be a distinction between the situations whereby a rig is removed from a hole for reasons beyond the operator's control, such as a blow-out imperilifig' tke safety of personnel and equipment or w;eather conditions or other natural causes included generally in the concept of "force majeure", and the commonly accepted act of suspension by voluntarily removing a rig (regardless of the existence of in- tent to resume operations in the hole.) We think that it would not ordinarRy be questioned, but that a winter shut-down necessitating withdrawal of the drilling equip- ment would not be a "suspension'~ abandonment or completion of a well". We feel there is a parallel to be drawn between the relief well drilling operations on Cook Inlet 1-iA and the normal winter cessation of activity. While the hole for Cook Inlet IA was of necessity commenced at some distance from that of Number 1 it was drilled to intercept the original well, or as nearly so -- 2-- as possible, in order to effect natural bridging, or the use of whatever mechanical means could be employed to kill the blow- out. Accordingly, No. lA Well was merely a continuation of the original effort of No. 1 }Veil. In other words, the drilling of the original well and the relief well constitute one unified operation. Accordingly, it would be our view that the cessation of drilling operations which took place on November 5, 1963, following killing of the blow-out on October 23,' 1963, would commence the running of the two year period for holding the well information in a confidential status. If you concur, we would appreciate your holding in confidential status any well information relative to the Cook Inlet l-lA Wells, which has not, as of this writing, been made available to the interested public. Approval to abandon Cook Inlet No. 1 well is presently being withheld by your office pending testing of the interval 4,074-106' in the Cook Inlet iA well to insure that the blowout zone was effectively sealed. A representative of your office has recently witnessed two drill stem tests of the Cook Inlet lA well, and we believe these two tests conclusively prove that the blowout zone is effectively sealed. Your approval is. requested of the plugging record, State Form No. P-15, which was submitted to your office November 25, 1963. In review, the Cook Inlet No. 1 well blew out August 22, 1962, when drilling at a depth of 12,237 feet. The blowout was killed October 23, 1963, after drilling the IA relief well and pumping some 40,000 barrels of wat.er and mud from the iA to the No. 1 well. The following operations, including drill stem tests, have since been conducted in the lA well: 1. DST, of open hole interval 12,404-12,477' M.D. with packer set in 5" liner at 12,351', 2. The 4-1/8" hole was deepened to 12,676' M.D. and an E-log was run from 12,676-12,411~, then a GR-Neutron log was run from 12,676- 11,900~. The logs indicated that no further testing of the open hole was justified. 3. The open hole section 12,404' to 12,676' was squeeze cemented below a retainer set at 12,387 feet. Department of Natural Resources -2- July 28, 1964 4. The interval 12,300-305' was perforated and th~ squeezed through a retainer set at 12,250'. The retainer was milled and the cement drilled from 12,255-305' 5. The intervals 12,315-48' and 12,364-78' were then perforated and tested below a packer set at 12,280'. 6. The perforations 12,315-48' and 12,364-78' were squeezed. 7. The interval 10,927~47' was perforated and was tested. 8. To obtain better data the same interval 10,927 '-47' was tested again using a complete DST hookup. A review of the drill stem tests shows conclusively that the interval 12,40.4--477' has an unusually high bottom hole pressure in excess of 8,5-46 psi. This zone is correlated as the zone which blew out at 12,237' in the No. 1 well. Attachment No. 1 shows the correlation of all zones from the No. 1 to the No. lA well below 10,500 feet. You will note that the formation pressure of 8,546 psi givep a gradient of .698 psi/ft, at true vertical depth of 12,233.' and is 1~167 psi greater than the 11.6 lb./gallon mud in use in the No. 1 well at the time of the blowout. The interval 10,927-47' in No. iA (10,718k48' sand in No. 1) has a more normal formation pressure of 5,160 psi, giving a gradient of .471 psi/ft, at true vertical depth of 10,723'. This pressure was contained by the mud used in the No. 1 well. It is clearly evident on the basis of formation pressures alone that the zone penetrat.ed at 12,404-477' in No. lA was the cause of the blowout of the No. 1 well, and is effectively sealed off from the porous up-hole interval at 10,927-47'. A review of test fluids recovered adds further proof that the blowout zone is sealed. The interval 12,404-477' produced water having an NaG1 content of 18,000 to 20,000 ppm, along with some 3% oil of 39° API gravity. The producing rate was as high as 1,800 BFPD on a 1/4"' choke. On the next test, the intervals 12,315r48' and 12,364-78''flowed water with 18%, 39°API gravity oil at a maximum rate of only 48 BFPD' on a 1/4" choke. -The NaG1 content of the water was only 12,375 to 11,400 ppm during the latter part' of this test. Next, the interval 10,927-47' produced 56° A_PI oil and no water with a G0R of about 8,000. The flow rates ranged from 281BOPD and 2118 MGFD on a 1/4" choke to rates in excess of 554BOPD and 4700 MGPD on a 1/2" choke. The marked differences of the produced fluids conclusively show that there is no communication between the zones, and that the zone causing the blowout has been effectively sealed. Approval to abandon the Cook Inlet No. 1 well has been made contingent on a test of the interval 4,074-106' in Cook Inlet No. IA in lieu of a test of the interval 10,927-47' for reasons outlined in Mr. VonderAhe's letter of May 28, 1964. We believe the concern expressed in this letter regarding the test of the deeper zone (log correlation between wells and differences in bottom hole pressure) has been fully satisfied by data provided above and in the attachment hereto. Since you do not have the backlog of well history and technical data on this well our files afford us, we have taken the liberty of making minor adjustments in your procedure for mecMnical purposes only. Since the 9 5/8" casing set at 5,489' was cemented with 600 sx, and since we feel that 75 percent fill-up is the most that could be expected, we believe the top of cement behind the 9 5/8" casing could not be above 3,800'. To increase the possibility of testing in a sound primary cement Job, we will perforate the zone 4,075' to 4,108' (correlates to 4,013' to 4,045' in the No. 1), which is in the same basic group of sands as that suggested in your letter, 3,780' to 3,932' correlating to 3,740' to 3,892' in the No. 1. Your points concerning remedial cement squeezes between casing strings are well taken and will be performed prior to testing. We plan to: (1) Block squeeze over the interval 5,540' - 45 through perforations. (,.2) Perforate 4,600' - 05, 3,500' - 05, and circulate cement in the 9 5/8" - 7" annulus. The application is being forwarded in accordance with our discussion of November 13, 1963. A summary of operations conducted in the Cook Inlet 1-A well is shown in Attachment No. 1. You will note that 37,400 barrels of sea water were pumped into the blowout zone from September 28 to October 3,'1963. An additional 4000 barrels of mud and sea water were lost to the formation during operations to locate casing damage. The blowout died October 23, 1963 as a result of these operations. The drilling vessel was moved to the No. 1 well on November 5, 1963. A summary of operations conducted since that date is shown in At- tachment No. 2. Also attached are drawings of the subsea equipment, drill pipe, and casing, assuming no damage from the blowout. As you know, we have encountered evidence of extensive damage to casing and drill pipe. Attachment No. 3 shows the results of caliper surveys over sections of the hole which were cased. The 16-inch and 20-inch calipers were off-scale over considerable sections of the surface hole. It is planned to suspend the well immediately by placing cement in the surface hole. No additional work is planned for in the No. 1 well in view of the difficulties encountered and the risks involved in working on this well with no effective method of well control. The term "sus- pended'' will be applied to the well until communication tests are con- ducted in the 1-A well next summer; but even if communication is indicated, remedia~ operations will be carried out from the 1-A and not the No. 1 well~_.~The No. 1 well ~e classified as abandoned as soon as it is ~-shb~ that there is no communication in the 1-A well between the 12,237- foot (vertical depth) blowout zone and the porous section equivalent Department of Natural Resources Attention Mr. T. Dear Sir: Application for permission as hereby submitted to anchor a floating drilling vessel for the purpose of drilling an oil well in Cook Inlet approximately 8 miles east and 2 miles north of North Foreland. The actual location of the vessel will be C-NE-SW Section 6 TllN R9W Seward Meridian. The equipment will consist of a vessel which will contain the drilling equipment, derrick, tankage, supply space and crew quar- ters. Facilities will be provided to handle the disposal of waste material. No material will be discharged into the Inlet which will pollute the water. The drilling vessel is a vessel being 280' x 70' x 23'3". The top' of the derrick will be approximately 170' from the water 'level. Besides being conventionally anchored the vessel will be' attached to the well head which will be situated on the Inlet floor. The equipment is so constructed that drilling can be discontinued and the vessel can be completely removed from the location in a very short period of time, in the event a major storm arises. In this event the well is completely shut in and there is no danger of well fluids escaping 'into waters of the Inlet. If production is obtained from the well, a permanent well head will be constructed which will stand a maximum of 25' above the Inlet floor.' The water'depth at this point is approximately 96' at mean low low tide. Operations are scheduled to commence this spring as soon as ice conditions permit. Completion will be this fall before ice conditions present a hazard. As shown on the attached maps the work will be carried o~._~z a locatiov, completely surrounded by water and a considerable distance from shore.
