The closure applications provided the required i.nfo~ation describing the histo~ of the reseme pit(s), the present condition of the reseme pits(s), results of any required water sampling and an assessment of the potential risks posed by the drilling waste to human health and the environment. At these locations, the reserve pits are backfilled and there is no exposed drilling waste. ADEC coordinated severfl field inspections of the sites with the Alaska Depmment of Fish and Game and the Alaska Department of Natural Resources. Public notice requesting comments on the closure requests was published September 20 and 21, 2001 in the Anchorage Daily News and posted on the state web site September 21,2001. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pk:'at this site meets the closure requirements of 18 AAC 60.440. Haque~ Our representative inspected this w~ll site on August 5, 1983 and it was found that the cleanup for a suspende~ well was satisfactory except that the area where the reserve pit was filled was in a rough condition. Subsequentl~ on. October 4, 1983, ~m. Reggie Elkins of your Anchorage office delivere~ photographs of the reserve pit area showing the pad was properly gra~.ed and leveled. Consequently this cleanup is satisfactory for a suspended well. A subsequent lns~ection will be necessary by August, 1984. Locations LiSted Below. Friday, August 5, 1983 I traveled this date to Cities Service's ~l'-~is River"Df1 and Lewis River No. 1 and inspected the loca- tions and well markers. Lewis River D-1 - suspended. As the attached pictures show, the well sign is posted, the well head secure and part of the pad is smooth. Mr. Elkins informed me that M~r.. Barrett with the Department of Fish and Game requested the area where the reserved pit was be left in a rough condition so planes could not land. He said he had a letter to confirm this. E. Lewis'River 50. i - plugged and abandoned. As the pictures show, the pad area is smooth and the pits are filled. The well marker post is not welded to the well head/casing. I told Mr. Elkins that this would have to be done before an approval of final P & A of this well. Lewis River D-1 -suspended, The photographs taken October 2, 1983, show that the area left in a rough condition has been satisfactorily graded and leveled. It is believed this well is satisfactorily cleaned up for a suspended location. E. Lewis River No. 1 - abandoned. The photographs taken October 2, 1983, show the abandonment marker which by statement by Mr. Elkins has been welded to the conductor casing. The yellow marking were put on the marker by surveyors. With the subsequent plugging of the well, approved by the AOGCC, a continuation of the suspension status was granted by your office till August, 1983. We have not yet completed full analysis of our reservoir evaluation data on Lewis River well D-1. Hence, we would like to request continuation of suspension ~status of the Lewis River well D-l, untill August, 1984. The well was prOperly marked and surrounded by..'mOose'- pro- tection fencing and pits covered with fresh baCkfill. The well is ready for inspection by your petroleum inspection staff, at your convenience, to confirm implementation of proper environmental safeguards. Upon arriving at the location I met Steve Hardesty, Cities Service representative, who informed ~ he was still swabbing fluid from the tubing. Fri~d~y 9gtober. 2, !981 - A 9 5/8 Halliburton E-Z Drill cement retainer' was run in the hole on 5" D.P.. and set at 2811 feet. After shearing out of the E-Z Drill with 40,000 lbs. of pull the D.P. was stung back in and 38,000 lbs. of weight was set on it. One hundred and seventy bbls. of excess drilling fluid was then pumped into the perforations between 2868' and 3072 feet. The D,P. was then unstung from the E-Z drill and 21 sacks of Class G ~ 4.4 bbls of 15.8 ppg slurry was spotted on top of the E-Z drill. The D.P. was then pulled up out of the cement and the drilling fluid was reverse circulated out the D.P. to clear any.~. excess cement. No excess was received at surface. In summary, I witnessed the cement plug setting on Cities SerVice's Lewis River D- 1. The BOPE test started at 3..30 p.m. June 2, 1981. I finished witnessing the BQpE tests at 9~00 p.m. There was one failure, the door seal in t~,e upper gate leaked. I filled out an A.O.G.C.C. report (attached). In summary, I witnessed an adequate BOPE test on Cities Service well no. D-1. During normal operation the piston is held in the forward position, sealing off the diverter line opening, by air pressure slightly greater than the pressure inside the ~irve pipe. Any significant increase of the pressure inside the drive pipe will move the piston back, and allow the pressure to escape out of the diverter line. A nitrogen bottle and regulator are located on the rig floor near the BOP Control Panel. The regulator is set to maintain slightly more air pressure on piston of the valve than the hydrostatic pressure of the drilling mud column from the diverter valve to the bell nipple. A three way dump valve is installed such that whenever the bag type preventer is closed all air pressure is removed from the piston. With all air pressure removed, any pressure inside the drive pipe will force the piston back and open the diverter line. If for any reason the dump valve does not dump the air pressure, the valve will open before excessive pressure is reached due to the high compressibility of air. The diverter valve is checked for operation while drilling or circulating by simply adjusting the regulator so that the air pressure to the piston is reduced to the point that the hydrostatic pressure of the drilling mud opens the valve and flows out the diverter line. Once flow is detected in the diverter line the regulator is reset. Valve and line size utilized in this well is ? -- inches. OFFSHORE FRONTIER REGION DESIGN WELLHEAD PRESSURE GUIDELINES Well. equipment is a very critical consideration during drilling, completion, and producing operations. It must be designed to withstand all surface pressures that might be encountered during the life of the well in order to maintain complete well control. Data collection and analysis are extremely important. Data that should be collected include: 1) Geological information such as formation tops, thicknesses, etc. 2) Past drilling histories including bit records, mud records, and morning reports. 3) Logs of nearby wells. 4) Seismic data. Design Wellhead pressure is defined as the maximum anti- cipated surface well pressure to be exposed to a casing string and its related wellhead equipment. Design wellhead pressure will take into account the anticipated drilling, completion and producing conditions. It will consider mud denSities to be used below various casing strings, fracture pressures of the exposed formations, casing setting depths, total well depth, formation fluid type and any other pertinent conditions. True vertical depth will be employed to calculate the hydrostatic pressure at any point in the well. Offset well information and seismic data will be used to the fullest extent possible in predicting anticipated well conditions. Nearby wells located on similar strike and trend to the planned well should provide maximum planning information. In addition, seismic velocity profile data will be utilized to predict pore pressures and aid in determining geopressured zones.
