Dear Ms Bounds:
As we discussed on the phone October 28, ^OGCC will be reassigning APl numbers for the wells
listed below. In order to accommodate the revision of Unocal's records, we will not announce these
changes to the public until the first week of December, or until you advise me that all the necessary
changes are made. Give me a call if you would like to discuss this matter further.

SUBJECT: Wellbore plugs
Unocal Nicolai Creek
Permit No. (~3-~ 9f
Exploratory
Sec 32,TllN,R12W,SM
Friday. September 6. 1991: I traveled to Nicolai Creek Unit to witness
the plugging of well #4. Two plugs had been set prior to my arrival.
Plug #1 was set through a 2-7/8" tubing cement retainer at 7009'
(perfs at 7083-87') up into 9-5/8" annulus with 108 sx of class
Plug #2 was also set through tubing retainer at 4240' and squeezed
through perfs at 4294-98' with 108 sx of class
I was met at the wellsite by Unocal representative Marry Lynch. After
replacing a packoff that had washed out, we were able to get 2000 psi
on the #2 plug saturday afternoon, but it bled down to 1850 psi in 30
minutes. The pressure had been applied through tubing and out an open
gas lift mandrel at 2054'. The mandrel was located below the old
surface plug and above the #2 plug. When we pressured up between the
two plugs, the 1000' surface plug broke dOwn and a small quantity of
gas and oil was observed at the surface.
Unocal perforated the tubing at 996-1000' and circulated one barrel of
crude oil. Number 3 plug was then set: a balanced plug from i000' to
50~ inside the 2-7/8" tubing with a coil tubing unit.. The plug (5.5
bbls of 15.8 ppg class "G" cement) was in place by 01:35 Sunday;
however, it would not set up. After several futile attempts, the plug
began to set and we were able to tag it with 1000 lbs at 357' after a
16-hour WOC.
.The #4 plug was set to the surface at 21:15 with 26 sx of class
cement. I saw it placed, but did not wait for it to set up. I asked
Marty to take photos of the P&A marker in place before they backfill
and send them to our office.
In summary, I witnessed that the abandonment procedures were performed
satisfactorily on Nicolai Creek #4 well. Location clearance will have
to be performed later.

Dear Lonnie:
As we discussed a more efficient way of abandoning the Nicolai
Creek #4 well would be with coiled tubing. Attached is a procedure
to reabandon the well. We have completed steps 1-11 at this time
and request permission to continue with the procedure.

SUBJECT: BOP Test
Unocal Nicolai Cr #4
Permit # 91-100
Sec 29 TllN R12W SM 1.
Workover
I traveled to the west side of Cook Inlet to witness a BOP test
on Grace Rig #211 which was preparing to drill out a surface plug
on Unocal's well Nicolai Creek #4.
When I arrived, the crew was just finishing rigging up. Once the
test was under way, things went fairly smooth with no failures
noted. There were no provisions made for reserve pit tankage,
and the blooey line was in the general direction of the inlet.
At my request, Mike McCall had the line changed, and it now
points down the location which is partially bermed. I was
assured that by the time the rig was ready to test again, there
would be tankage of some sort.
The location was quite clean and orderly, considering ..t~ e amount
of activity; and it appeared that the tool pusher, Mike Murray,
was attempting to anticpate all possible problems.
In summary: The BOP test Went well on Grace Rig #211 with no
observed failures.

Dear Bush:
Enclosed is the apProved application for permit to drill
authorizing re-entry of the above referenced abandoned well.
The permit to drill does not exempt you from obtaining
additional permits required by law from other governmental
agencies, and does not authorize conducting drilling
operations until all other required permitting
determinations are made.
The Commission will advise you .of those BOPE tests and
abandonment cement plugs that it wishes to witness.
