The well was originally permitted for a TD of 8920' TMD With 9 5/8" casing set in 12 1/4" hole at TD. Hole conditions in the 12 1/4" hole at 8506' TMD necessitated that electric logs be run and 9 5/8" casing set. Logs were run on 10/1/77 and 9 5/8" casing was run and cemented at 8481' on 10/3/77. Evaluation of the electric logs has determined that an additional +2500' MD of hole could be needed to properly evaluate prospective zones of interest~ It is proposed to drill an 8 1/2" hole to ll,O00~ TMD below the 9 5/8" casing. The hole will. be logged and evaluated. Should sufficient evidence of potential production be formed, a 7" 29# N-80 liner would .be run and cemented from +300' inside the 9 5/8" casing to TD. No. 2 - Union's Pollution Contingency .Plan G£1;ERAL WELLSITE: Ti~e proposed surface location for the Pretty Creek Unit No. 1 is 3071' North and 261' l.:est of the Southeast Corner of Section 7, T13N, R9W, S.M. The surface location is on Shell - Socal's Lease A.D.L. #58815. A directionally controlled well course is required to position the well bore 1500' east of the west line of Union's Lease A.D.L. #58816 by the time the initial qas sands are penetrated. This surface location was selected during actual on-sit~ investigations with representatives of the Alaska Department of Fish and Game,' Alaska Division of Lands, and Alaska Division of Oil & Gas and was determined to be the most ecologically and environmentally sound location from which the well can feasibly be drilled. The location selected is in the borderline upland habitat approximately 1500' from the north bank of the Beluga River and two miles upstream from the mouth of the River. (See Location Plat No. 1, Location Plat No. 2 and Vicinity Map Plat No: 3). The summer or fall season has been chosen as the optimum time to. conduct .construction, drilling and especially clean-up operations. The surface location was positioned approximately one mile from existing permanent all-weather roads and would require minimal construction. ~ gravel pit is in use 'apProximately one mile from the surface location. Clean-up efforts are much more effi.cient during the thaw season and'could be completed immediately'upon 'completion of drilling operations .if the well was non productive.. All accumulated liquids, could be handled immediately 'instead of waiting, for thaw as in a winter operation.. The 'economic jus~if, ication of the well is greatly enhanced during 'summer operations. Brinkerhoff Drilling Company has Rig #58 stacked on the permanent road system approximately four miles from the proposed location. ' The a'bove mentioned factors indicate that a summer operation in'which a directional well is drilled in. lieu of a straight hole during a winter operation on the marsh land is much more economically, environmentally and ecologically favorable to all .involved parties. , , 'II. LOCATION AccEss: ,, Construction and'road equipment will be barged across the Cook Inlet and offloaded. .at the Beluga Gas Field staging area and' offload ramp. All equipment would then b~ moved on the permanent, road system.to the start of construction point approximatelY one mile from the .surface location. All support rig equipment and tools will be. barged across with, or immediately following, the construction equipment. This 'equipment will be staged on the permanent road system .until the location is completed and then moved onto lOcation by truck. An existing permanent gravel r'oad approximately. One-half mile in length connects the gravel pii~ in Section 6 ..to -the main road system (See Plat #3). It i's proposed to utilize this existing. road to the gravel pit and then continue the road beyond the gravel pit approximately one mile to the surface location in Section' 7. The routing shown on Plat #3 was chosen to remain on high ground and avoid crossing a.low-lying marsh .area north ofI th~ .proposed .location creating ami. nimal adverse environmental effect. III. LOCATION CONSTRUCTION: .'Location construction is proposed to' commence as soon as the Plan of Operations is approw.d, p.rovided that the rig and construction equipment are still available. , , ', - 1 - Road construction will begin at the gravel pit shown in Plat ~3. An area cleared along the routing is shown to the location site. Trees cleared from the new road area and location area will be used as fill material for the reserve mud pit during cleanup operations. Top soil stripped from the gravel pit will be stock piled for use as cover in the final cleanup operation should the well be abandoned. The surface drill site will be constructed as shown in Plat #4. Approx~imately 4' of gravel will be required over the original ground level. Gravel will be trucked'approximately three-quarter mile from the gravel pit and used to fill an area of approximately 200' x 300' which will constitute the actual drilling pad and support the rig along with associated supplies and materials. Foundation material protection and rig support will be provided by plastic sheeting and 3" x 12" board mattings plus the regular 6" rig support mats normally utilized under heavy loads. The reserve pit depicted in Plat No. 4 will be located and constructed to prevent the-possibility of contamination of surrounding terrain or drainage systems. The" reserve 'pit, 250' x 100' will be at the original ground level and a 6' high retaining.. berm will be constructed around the area. This will provide 2' of berm height above .actual location pad level~ The total volume based .on a maximum usage of 60% fill is 16,000 barrels. The reserve pit will be lined with a sealing layer of bentonite (gel) ' to prevent leakage. The entire location will be' encompassed by a 400' x 400' x'2' high berm constructed outside the location pad and.reserve pit as in Plat 'No. 4. The area inside of the berm or 1.ocation ring levee' would contain in excess of 26,500 barrels which exceeds by 500% any surface volume storage of liquids at the location. Upon completion o'f the operations,, the.area inside the ring levee will be filled with material used for construction of the'levee. The reserve pit will also be filled and leveled at this time. Any brush.'or trees 'that are removed'at the time of location construction would be utilized as fill.mater, iai for pit and sump abandonment, ', . , Fuel'. tanks fo'r the rig and boiler fuel (Arctic Diesel) contain a maximum capaCity of 1200 barrels. A ring levee of sufficient dimension shall' be constructed to adequately hold in excess' of 125% of the maximum fuel storage of the tanks in event of rupture. The fuel site will be sealed with'a special heavy-duty.polyviny.1 covering o.f. at, least '.lO mi'l thickness. 'Any leak or spillage will be contained within the levee until remo. ved. IV.. 'WATER SUPPLY: ' , , ,, A water well is propos'ed to be drilled at the rig location site as shown in Plat No. however, conditions in the area may prove to.be such that the hauling of water in skid mounted water tanks may prove to be the most economical means of meeting the .ri'g requirements.' Water. would be' taken 'from the' nearby Theodore River as supply was available.. Insulated and heated' Water haul trucks will be assigned to the .proj'ect and utilized during, the 'total operation per. iod for construction, 'rig' and' camp support..The.water well at' the camp site facilities will provide an alternate water source 'that could be used occasionally or ena. continuous basis as needed. - '2 - V. METHOD OF SUPPLY- The rig and operational equipment will be barged in from the Anchorage or Kenai area across the Cook Inlet to the Beluga Gas Field area. All proposed equipment to support the drilling and testing operations would be moved to the well site during the initial haul-in. Alternate supply means and routes would be to airlift to the Beluga Gas Field airstrip and trucking to location. VI. PERSONNEL SUPPORT & CAMP FACILITIES- This project will be supported by a 40 man camp facility presently located nine miles north of the drill site in Section 11, T14N, Rgw, SB&M. (Plat No. 3). Details of the camp layout are shown in Plat No. 5 (See letter from R&M Consultants to Kyle Cherry, A.D.E.C., dated 4/4/75 - Attachment #1). The potable water will come from the water well at the camp site. A complete water analysi's has been conducted to insure its acceptability for human consumption and to assure quality meets with U.S..P.H.S. drinking water standards. .~. '. ~ All non-salvagable materials will be incinerated at the campsite and all residue will be disposed of in a small earthen pit as'this camp.facility is 'not located · in a permafrost area, and thereby no undue detriment to the environment will result. All waste water and solid'waste will be.piped to a 5,000 gallon septic tank for physical processing. Biodegradable chemicals will be added, to the water in such concentrations that are necessary to assure complete decomposition of the solid waste. The effluence from the septic tank will. then be piped to a sewage lagoon for final disposal. This pit, and the residue pit, Will be located a .minimum of 150' from the 'Poi~able water supply well' and will be cleared and leveled upon completion of this project.. It is' anticipated that the Camp will be operationa] for a tOtal of 60 days during the construction and drilling phases of this project, with the number of men" utilizing the facility, varying .from .10 to 35. Camp waste disposal and domestic 'water will be 'provided in"a manner approved by the Alaska Department of Environmental' Conservation..sanitary facilities'will al'so 'have standby Chemical toilets available. These toilets .will be emptied periodically and the material..hauled and disposed of by.a State. approved sewa'ge collection company.. VII. 'DRILLING OPERATIONS- 'Drilling operations are proposed to begin on or about October l, 1977, and are 'a.nticipated to extend through the middle of November. A detailed Plan of. Drilling Operations is'on file with the Alaska Division of Oil and Gas; however' it is timely to note' that the drilling mud system to be utilized is a fresh water ':g.el.-polymer system devoid, of.diesel or oils and which contains no toxic materials. that are detrimental to the environment should accidental spillage occur. VIIi.. TESTING 'OP.ERATIONS- This will is exploratory in nature and any requi~ed.testing will be accomplished using approved industry techn.iques and in accor'dance with sound engineering · pr. actic~s as approved by the Alaska Department o.f Natural Resources. '- 3 - If commercial production of hydrocarbons is established at this ¥~ellsite, additional plans for development and surface ha~dling o'F production will be subi~litted. If this well is non-commercial, pluggin~.t and abandonment 'of the wellbore ¥~ill be in accordance with regulations established by the Alaska Department of Natural Resources. IX. I.OCATION & ROAD CLEANUP- In the event that Pretty Creek Unit No. 1 proves to be non-commercial, cleanup efforts will begin immediately and can be completed within two weeks on a summer operation. The reserve pit will be pumped clear of all' free liquids and injected into the well. The reserve pit will then be filled with all trees and brush removed during construction efforts, next the retaining berm and all excess gravel will b~ used to fill and level the area. As requested by the Department of Fish and Game', 4" of topsoil will be put over the location pad and new road construction so as to allow revegetation of tile area. The access road will be finally ditched in such a manner to prohibit vehicle travel. X. WELL BLOWOUT PREVENTION CONTROL: The rig is equipped with all standard blowout control equipment which will be 'installed and tested on a routine basis for working condition and pressure sealing capabilities as.required by the Department of Natural Resources, Division of Oil ' and Gas. In the event that abnormal formation pressures, were encountered while drilling, the BOPE.would be used to "shut-in" tile well immediately and confine the pressure ~.~ithin a closed system.. Union's wellsite representative in. charge h'as had "extensive training and on-site experience in controlling and killing well "kicks". His expertise and.the most modern technology ¥~ould be utilized at this time to restore the well..to a normal operating condition. Union's representative would be supported by well-trained drilling crews which are required to conduct first line defense and support operational drills on a daily b~sis. Automatic and.manual monitori equipment will be installed .to detect any abnormal variation of the mud system or. drilling parameters that might indicate a change 'in formation li'thology or fluid content of varying pressure gradients. A comprehensive engineering study of the .'.geology of tile area has been conducted and parameters for a safe, efficient operati.°n have been programmed for operations of this well. - 4'- P~ CREF~ UNIT NO. 1 LAT. = 61°13' 58.85" N.
