At 4:40 PM on Friday, I got a call at home from Tom saying Forest needed immediate approval (the rig was waiting on orders) to test a sand interval that lies below the 9400-foot sand in the West Foreland 2 well. Forest emailed the logs for West Foreland 1 and West Foreland 2 to my house for purposes of discussion. I independently verified Forest's correlations and depth picks using the logs provided by Forest. The 9400-foot sand is not developed in West Foreland 2, but Forest saw potential for gas in the next sand lobe below the 9400-foot sand. As you recall, Forest owns 100% working interest in the state lease within which West Foreland 2 was drilled. According to BLM's land administration case files, Forest owns 100% interest in this stratigraphic interval in the adjacent Federal Lease A-035017 to the stratigraphic equivalent of 9,624' measured depth on the West Foreland 1 Induction Electric log. Below that depth, Forest owns 60% interest, and ConocoPhillps owns 40%. The lowest perforation in Forest's potential West Foreland 2 test is 10,760' MD, which is 60 vertical feet above the base of Forest's 100% working and operating interest in the federal lease, and it will be separated and sealed from the base of their working interest in the federal lease by 25 vertical feet of mudstone and siltstone and 10 vertical feet of coal. ConocoPhillips correlative rights in the deeper portion of the federal lease will be protected. I gave Forest approval to test the zone. I also required Forest to notify ConocoPhillips of the well location prior to initiating regular production. BLM's land administration case file for that lease states that Forest has 100% working and operating interest ownership from the surface to the stratigraphic equivalent of 9,624' MD on the Induction Electrical log ("IEL") from the West Foreland No.1 well ("WF #1") . I also concur with Forest's opinion that 9,624' MD on the WF #1 IEL correlates with 10,862' MD (-9,434' tvdss) in WF #2. Forest's proposed bottom perforation at 10,760' MD in WF #2 will be 60 vertical feet above the base of Forest's 100% working and operating interest in adjacent Federal Lease A-035017. An interval of 25 vertical feet of mudstone and siltstone and 10 vertical feet of coal will lie between the bottom perforation and the base of Forest's 100% working and operating interest. Forest may perforate and test the interval from 10,725' to 10,760' MD in WF #2. However, pursuant to the Commission's request sent to you via email approximately four days ago, Forest must also notify ConocoPhillips Alaska, Inc. of the location of the well prior to initiating regular production. The new Alaska Solid Waste Reguiations. 18 AAC 60, became effective January. 28. 1996 and contains a chapter on inactive reserve pit closures ( t 8 AAC 60.440). The closure criteria in the new regulations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through srudv of contaminant release, exposure criteria, and conse=uence criteria. T'~e Denamment requests that further sampling and analyses of the resuired metal and hydrocarbon components listed in Table D (18 AAC 60.440) be performed at the site, utilizing analytical methodolo~ specified therein. At least one surt'ace water sample from location SW4, and three groundwater samples from M-W9, MWl7, and MW28 are resuested. Gilbreth, Jr. Petroleum Engineer SUBJECT: Pan American West Foreland Unit ti2 On Thursday, August 18, 1966, I traveled to the subject location with Mr VonderAhe and Mr. Marshall to inspect the general housekeeping arrangement and blowout equipment. We traveled by Pan American charter helicopter from Anchorage to location and return. ~ At the location, we found the housekeeping in good order with equipment clean and painted. Mr. Shakleford, the Pan American Drilling Engineer, guided us around the drilling location explaining various houkups and etc. During the course of the tour, we requested that the BOP's be tested as the crew had just completed pull&hq ~t a worn bit. The Hydril bag preventer was tested with a Joint of pipe in the hole and the double ram preventers were tested with pipe out of the hole. A flashlight was used to observe closing of the rams. All prevention The equipment and hookups operated satisfactorily, g double ra~reventers w~re of . the ~gtt[ hydraulic closing type and closed in approximately 10 seconds.j The only thing found wrong at thiS'location was the absence of the well sign and this was called to the operatOr's attention. · FOAM 4'70 P.
