(b) Equipment must be in good operating condition at all times and must be protected to ensure reliable operation under the range of weather conditions that maybe encountered at the well site. Reconsideration of the Proposed Amendment to commission regulation 20 AAC 25.527(d). With respect to the original proposal to amend that regulation there was a single comment was AOGA the Oil and Gas Association which supported the proposed change and stated specifically that proposed language maintains an appropriate minimum standard for well control training while affording the Commission some valuable flexibility in specifying now how that training can be obtained by an operator The change in the regulations is necessitated by changes in the federal regulations that the old regulation adopted by reference; this amendment as proposed would allow operators more options in how to meet the general requirement of well control training, which provides the opportunity for reducing the cost of complying with the regulations and the cost of implementing that regulation for required well control training is outweighed by the benefits and ensuring safe and proper operations and drilling and workovers. This seems to be consistent with comment that we received from AOGA and our staff. There are two proposals in front of you one (1) is Version A and one (1) is Version B. Version A contains the phrase "open hole" proceeding "drilling operations". Mike Bill -Relevant to the words "open hole", I have spoken with a representative of BP's Drilling and Wells group and also one of our Petroleum Engineers and their opinion is that the words "open hole" are redundant to the term "drilling operations" as it is defined in our regulations. In our • • regulations it states "drilling operations" means the "penetration of ground below the setting depth of structural or conductor casing, using a drilling rig capable of performing the permitted well work, and for purposes other than setting structural or conductor casing and then it goes on to includes some other items. So my understanding is that if the words "open hole" are in or out that this would apply to rotary rig drilling operations, it would apply to workover operations involving installation of removal of jointed tubular and it also applies to coil tubing drilling operations including milling a window by a nondrilling coil tubing unit or service unit. It would include all of these things whether the words "open hole" are included or not. Dan Seamount - I was going to ask if there were any regulatory definitions that apply, but it sounds like Commissioner Bill has answered that question. With that I have no further comments. Cammy Taylor -Any further discussion with respect to which version we should adopt? Mike Bill - I Agree. Dan Seamount - If you want to have better English maybe we should take the redundancy out. The subject of today's 7 hearing is the Commission's proposal to adopt a regulation 8 change. 20 AAC 25.527(d) is proposed to be repealed and 9 readopted to provide for training in well control and to 10 eliminate outdated references to the Code of Federal 11 Regulations. 12 For the record, I'd like to introduce the 13 Commissioners. To my left is Commissioner Mike Bill, to my 14 right is Commissioner Dan Seamount, I am Cammy Taylor, and our 15 Metro Court reporter today is Julie Gonzales. I will move that we repeal and 17 readopt subsection (d) of 27 AAC 25.527 to read as follows: a 18 tool pusher, driller, or functional equivalent, or person in 19 charge who participates in open hole drilling operations or in 20 workover operations involving the installation or removal of 21 jointed tubulars, must have received formal well control 22 training sufficient to ensure the competent performance of the 23 person's well control duties. Workover and Service Operations Dear Commissioners: The Alaska Oil and Gas Association (AOGA) appreciates the opportunity to assist the Alaska Oil and Gas Conservation Commission (AOGCC) in developing amended regulation language for 20 AAC 25.527, General Well Control Requiremers for Drilling, ComQletion. Workover and Service Operations. This amendment is driven by changes in the Minerals Management Service (1VIl1~IS) regulations, which result in the elimination of certification of well control training programs by the MMS. Currently, AOGCC regulation 20 AAC 25.527(d) specifically adopts by reference the MMS regulations in the Code of Federal Regulations dated 7/1/98, which states a requirement to attend an MMS certified well control training program. As you are aware, AOGA is a private, non-profit trade association. Its 18 member companies represent .the majority of oil and gas exploratioq productioq transportatioq refining and marketing activities in Alaska. Following discussions with AOGCC star members of AOGA's AOGCC Task Group prepared, for the Commission's consideratioq the following language to re-write 20 AAC 25.527(d): d) The toolpushers, drillers (or functional equivalent) or persons-in-charge of open hole drilling operations, orworkover operations irrvolvtng the installation and/or removal ofjointed tubulars must be trained and certified in a drilling well control curriculum specified by an internationally recognized well control standard, :such as, but not limited to, the Minerals. The language maintains an appropriate minimum standazd for well cornrol training and affords the Commission some valuable flexibility in specifying how that training can be obtained by an operator.
