Well Bi-ll was replaced by Bi-llA (permit # 98-0034, API# 50-029-22829-01) when the permit was approved 11/19/97. The replacement well incorporates a deepening operation of the existing well bore. This extension, along with the original hole, will be used for production of hydrocarbons. A review of both well files indicates administrative abandonment of the originating well bore is appropriate according to current AOGCC procedures for wells where additional permitted extension is drilled from an existing well bore. 20 AAC 25.005(e) requires a Permit to Drill for each hole drilled below the conductor unless drilled to straighten the original hole, sidetrack junk, or correct mechanical difficulties. In addition, AOGCC data bases require each conductor has only one permit number and API number. Administrative abandonment of the original permit only eliminates duplication in the databases. Information for the original well and its replacement will be maintained in their respective files. The operator has been notified of this action. All future correspondence with the AOGCC should reflect the new permit number, APl number and well data. The AOGCC BOPE Test Report is attached for reference. The rig was found to be in excellent shape. The surrounding area has a tremendous amount of construction taking place. In light of all the construction/ all access areas were being kept clean and open. The BOPE Test went quite well with no failures observed. Summary: I witnessed the successful BOPE Test on Nabors 28E, test time 4 hours, 0 failures. The 20" conductor and cellar are already installed (all cellars and conductors were installed in winter 1997). Weld a starting head on conductor. 2. Prepare location for rig move. 3. MIRU Nabors 28E drilling rig. 4. Build Spud Mud. 5. Drill a 12-1/4" surface hole as per directional plan. Run Directional MWD from surface to TD. 6. Run 9-5/8" casing and cement to surface in two stages. 7. ND 20 diverter and NU 13-5/8" 10M BOPE. Test BOPE to 6000 psi minimum. 8. Pick up BHA. RIH, test casing to 3000 psi. Drill out Float Equipment and 20' of new formation. Perform LEAKOFF TEST as per SSD Standard Operating Procedure. Contact Badami Team Leader or SSD Superintendent with LOT results before drilling ahead. 9. Drill 8-1/2" hole to intermediate TD as per directional plan with MWD directional surveys. Run open hole logs. 10. Run 7" casing. Cement as per Cement Basis of Design. 11. Test casing to 5500 psig for 30 min. 12. Drill out shoe joint, perform a LOT (to leak off to obtain rock strength data), and drill to TD as per directional plan with MWD directional tool. Run LWD/GR on last bit trip. 13. Run open hole logs as per plan. Run SBT. 14. Run and cement 4-1/2" liner, displace cement with completion fluid (fresh water with corrosion inhibitor). Set liner hanger and liner top packer. Circulate mud and cement from hole with inhibited fresh water. 15. Pressure test casing to 5500 psi for 30 minutes. 16. Run 4-1/2" tubing completion. Freeze protect 4-1/2" 12.6# L-80 tubing and 4-1/2" tubing x 9-5/8" annulus prior to setting production packer. 17. ND BOPE, NU and Test Tree. 18. Test tubing to 5500 psi for 30 minutes. Test annulus above packer to 5500 psi for 30 minutes. 19. Rig down and move rig to next well. 20. AFTER RIG RELEASE: 21. Run SBT across liner.
