Box 196612 Anchorage, Alaska 99519.6612 (907) 561-5111 MAR 10 2015 Subject: Notification of Potential Elevated Flaring at Flow Station 2 Dear Commissioner Foerster: BP Exploration (Alaska) Inc. (BPXA), as operator of the Greater Prudhoe Bay (GPB) Unit, is writing to notify The Alaska Oil and Gas Conservation Commission (AOGCC) of elevated flaring at Flow Station 2 (FS -2). The flaring will occur as part of a project to replace the compressor seals on the Stock Tank Vapor - Intermediate Pressure (STV -IP) compressor. Flaring the STV -IP gas stream will be necessary to maintain stable facility operations at FS -2 during the compressor seal replacement. The only other alternative to flaring would be to shut down major equipment and operations at FS -2, which would introduce process and operational risks during the shutdown and start-up. In addition, shutdown and start-up of the facilities requires extensive use of the flare system, which would result in more gas being flared than would otherwise occur during the limited flaring that is scheduled to take place during this maintenance work. The GPB Flow Stations 1, 2, and 3, were each originally configured with two STV -IP compressor trains, one running and one on standby, each powered by a Dresser-Rand GT51 power turbine driven by a GE -LM -1500 gas generator. The STV -IP compressors were originally placed into service in the mid-1970s and were designed to handle 15 and 54 MMSCFD of STV and IP gases, respectively, and to boost the gas pressure from 15.2 to 675 psia. Due to field production decline, the STV -IP compressors are a poor fit for their current process conditions. As compared to when they were first put into service, the STV compressors are receiving a 69% lower flow rate of gas with a 12% lower molecular weight. The IP compressor is receiving an 80% lower flow with an 8% lower molecular weight. It is predicted that gas flow rate and molecular weight will continue to decrease over time.
