BP Exploration (Alaska) Inc. (BPXA), as operator of the Prudhoe Bay Unit (PBU), is writing to notify
The Alaska Oil and Gas Conservation Commission (AOGCC) of the elevated flaring at Flow Station 3
(FS3) that began January 16, 2016 at approximately 11:00 am and ended on January 29 at
approximately 6:00 p.m. The total volume of gas flared was 86476 MMSCF. The flaring occurred as
part of an operational condition due to the failure of the 1802 turbine that drives the single Stock Tank
Vapor - Intermediate Pressure (STV -IP) compressor.
The 1801 turbine had previously been removed from service at FS3 as part of an optimization project
to replace the two LM -1500 units with one new single -train motor (electric) driven centrifugal
compressor. Due to the removal of this unit in preparation for the installation of the electric
compressor, there is not currently any redundancy. Therefore, flaring the STV -IP gas stream was
necessary to maintain stable facility operations at FS3 during the turbine failure investigation and
follow-up actions to repair the system. The only other alternative to flaring would have been to shut
down major equipment and operations at FS3, which would have introduced unacceptable process
and operational risks given the winter temperatures and dangers associated with freezing lines,
wells, vessels etc.
BPXA made every reasonable effort to minimize flaring at FS3 during the STV -IP compressor outage
and repair, consistent with maintaining safe and reliable operations and in accordance with good oil
field engineering practices. BPXA respectfully requests that the AOGCC recognize the flaring activity
was necessary for facility operations, repairs or upgrades, and not waste, under 20 AAC 25.235(d).

(MSCF). The event lasted for 1440 minutes and was due to Flaring STV and IP gas due to 1802 STV/IP
compressor malfunction and inability to compress these gases to get into the residue gas train. Still flaring as
investigation continues. Path forward is to install the spare FSI Gas Generator turbine at FS3 to get the STV/IP
back online.
A flaring event occurred at FS3 starting at 01/29/2016 00:00 and stopping at 01/29/2016 18:00 with a volume of
4875 (MSCF). The event lasted for 1080 minutes and was due to Flaring STV and IP gas due to 1802 STV/IP
compressor malfunction and inability to compress these gases to get into the residue gas train. The event
stopped when the Gas Generator turbine from FS1 was reconnected and the FS3 1802 compressor train was
started up.

of 5 (MSCF). The event was Intermittent. The event was due to The LP Flare valve FV-608UC was open
intermittently for a total cumulative time of 25 minutes in the 24 hour period. This flaring event is related to the
Flare system purge rate and cannot be avoided.
A flaring event occurred at GC 1 starting at 03/5/2016 00:00 and stopping at 03/5/2016 23:59 with a volume of 7
(MSCF). The event was Intermittent. The event was due to The LP Flare valve FV-608UC was open
intermittently for a total cumulative time of 25 minutes in the 24 hour period. This flaring event is related to the
Flare system purge rate and cannot be avoided.
A flaring event occurred at GCI starting at 03/6/2016 00:00 and stopping at 03/6/2016 23:59 with a volume of
17 (MSCF). The event was Intermittent. The event was due to The LP Flare valve FV-608UC was open
intermittently for a total cumulative time of 60 minutes in the 24 hour period. This flaring event is related to the
Flare system purge rate and cannot be avoided.
A flaring event occurred at GCI starting at 03/7/2016 00:00 and stopping at 03/7/2016 23:59 with a volume of
17 (MSCF). The event was Intermittent. The event was due to The LP Flare valve FV-608UC was open
intermittently for a total cumulative time of 60 minutes in the 24 hour period. This flaring event is related to the
Flare system purge rate and cannot be avoided.
A flaring event occurred at GC 1 starting at 03/8/2016 00:00 and stopping at 03/8/2016 23:59 with a volume of
14 (MSCF). The event was Intermittent. The event was due to The LP Flare valve FV-608UC was open
intermittently for a total cumulative time of 50 minutes in the 24 hour period. This flaring event is related to the
Flare system purge rate and cannot be avoided.
A flaring event occurred at GCI starting at 03/11/2016 14:00 and stopping at 03/11/2016 19:30 with a volume
of 70833 (MSCF). The event lasted 330 minutes. The event was due to a complete power loss and shutdown at
CGF, which caused high transit gas pressure. The flaring event was stopped from cutting rate on wells across
the entire GP13 field, all well pads and Drill sites were cut back on rate to lower the transit Gas pressure and
CGF got started back up.

flaring event stopped when enough production was shut in to stop flaring from the slug catcher.
A flaring event occurred at FS3 starting at 06/12/2016 14:20 and stopping at 06/12/2016 16:20 with a volume of 942
(MSCF). The event lasted for 120 minutes and was due to 1803 LPS TC crank cool down of the turbine to allow the
control power to be turned off to fix the analog card. The flaring event stopped when the crank cool down was
completed.
A flaring event occurred at FS3 starting at 06/25/2016 05:00 and stopping at 06/25/2016 07:00 with a volume of 8231
(MSCF). The event lasted for 120 minutes and was due to depressurization of the Artificial Lift header from FS3 to FS2
drill sites for line lifts. The flaring event stopped when pressures dropped below the target 500 psig pressure for line lifts.

hour replacement. The flaring event continued into the next day.
A flaring event occurred at FS3 starting at 06/16/2016 00:01 and stopping at 06/16/2016 23:59 with a volume of 6500
(MSCF). The event lasted for 1438 minutes and was the continuation of the 4000 hour replacement work for STV/IP 1802
as well as IGV issues during start up. The flaring event continued into the next day.
A flaring event occurred at FS3 starting at 06/17/2016 00:00 and stopping at 06/17/2016 14:15 with a volume of 3,860
(MSCF). The event lasted for 855 minutes and was due to the continuation of the STV/IP 1802 IGV issues upon restart.
The flaring event stopped when the IGV issues were corrected and 1802 was restarted.

A flaring event occurred at FS3 starting at 07/07/2016 11:30 and stopping at 07/07/2016 13:00 with a volume of 96
(MSCF). The event lasted for 90 minutes and was due to depressurizing common line 6D for installation of temporary
pigging kit. The flaring event stopped when depressurization was complete.
A flaring event occurred at FS3 starting at 07/08/2016 07:45 and stopping at 07/08/2016 11:00 with a volume of 98
(MSCF). The event lasted for 195 minutes and was due to re -depressurizing common line 6D for installation of temporary
pigging kit after valves and leaked and repressurized from the day before. The flaring event stopped when
depressurization was complete and valves were confirmed to hold.
A flaring event occurred at FS3 starting at 07/08/2016 12:40 and stopping at 07/08/2016 15:00 with a volume of 17
(MSCF). The event lasted for 140 minutes and was due to depressurizing common line 6D after completing a pressure
build up test for the temporary pig kit installation. The flaring event stopped when depressurization was complete.

A flaring event occurred at FS3 starting at 08/18/2016 04:00 and stopping at 08/18/2016 19:00 with a volume of 5728
(MSCF). The event lasted for 900 minutes and was due to STV/IP T/C 1802 shutdown due to a problem associated with
the filter housing. The flaring event stopped when the repair was completed and the compressor brought back online.
A flaring event occurred at FS3 starting at 08/24/2016 12:00 and stopping at 08/24/2016 18:00 with a volume of 1317
(MSCF). The event lasted for 360 minutes and was due to shutting down STV/IP T/C 1802 to repair a lube oil leak. The
flaring event stopped when the repair was completed and the compressor brought back online.
A flaring event occurred at FS3 starting at 08/26/2016 03:40 and stopping at 08/26/2016 12:00 with a volume of 1514
(MSCF). The event lasted for 500 minutes and was due to FS3 helping depressurize the EOA Artificial Lift (A/L) system
for planned maintenance repairs. The flaring event stopped when the depressurization was completed.

A flaring event occurred at FS3 starting at 09/03/2016 20:30 and stopping at 09/03/2016 23:59 with a volume of 2552
(MSCF). The event lasted for 209 minutes and was due to depressurization of the Artificial Lift (AL) pipeline from
DS6/13/14 to FS3 for the re -instatement of the AL system after the FS1/2 AL Pipeline Anchor remediation project. The
flaring event stopped when depressurization of the pipeline was completed for isolation.
A flaring event occurred at FS3 starting at 09/04/2016 22:30 and stopping at 09/04/2016 23:59 with a volume of 166
(MSCF). The event lasted for 89 minutes and was due to DS14 AL requiring re -depressurization due to pressure buildup
on the FS1/2 AL isolation. The flaring event stopped when depressurization was completed.

A flaring event occurred at FS3 starting at 12/04/2016 13:17 and stopping at 12/04/2016 15:25 with a volume of 401
(MSCF). The event lasted for 128 minutes and was due to depressurizing DS14's artificial lift system to install a sleeve on
a damaged section of line. The flaring event stopped when depressurization was completed.
A flaring event occurred at FS3 starting at 12/12/2016 09:51 and stopping at 12/12/2016 16:44 with a volume of 2187
(MSCF). The event lasted for 413 minutes and was due to idling STV/IP Compressor 1802 to make some cutovers for the
new STV/IP compressor and calibrate shutdown switches. The flaring event stopped when the cutover work was
completed and the compressor was reloaded.
A flaring event occurred at FS3 starting at 12/15/2016 11:36 and stopping at 12/15/2016 12:40 with a volume of 284
(MSCF). The event lasted for 64 minutes and was due to shutting down STV/IP compressor 1802 to repair a stripped bolt
from the turbine that was leaking air. The flaring event stopped when the work was completed and the compressor
reloaded.
