Each of these wells was found to have a void in the conductor. These voids were filled with cement if needed and corrosion inhibitor, engineered to prevent water from entering the annular space. As per previous agreement with the AOGCC, this letter and spreadsheet serves as notification that the treatments took place and meets the requirements of form 10-404, Report of Sundry Operations. The cement was pumped January 18th and January 24th, 2009. The corrosion inhibitor/sealant was pumped February 21St through February 23rd , 2009. The attached spreadsheet presents the well name, top of cement depth prior to filling, and volumes used on each conductor. Attached is a copy of the Inspection Report. Regulation at 20 AAC 25.265 in conjunction with Conservation Order 348 requires all wells in the Kuparuk River field to be equipped with a Commission approved fail-safe automatic surface SVS capable of preventing uncontrolled flow by shutting ofT flow at the wellhead and shutting down any artitìciallift system where an overpressure of equipment may occur. If installed, a subsurface safety valve must be maintained in working order and is subject to performance testing as part of the SVS. An SVS component failure rate of 15 percent was identified during the above-noted inspection. Commission test interval requirements provide that the testing frequency will be increased when a failure rate exceeds 10 percent. Effective October 2, 2005 and until an acceptable level of performance is achieved, the safety valve systems associated with wells located on KRU 2W must be tested every 90 days. When testing is scheduled, you must notify the Commission Field Inspector (907-659-2714) at least 24 hours in advance to provide an opportunity to witness the SVS test. Describe proposed program: ARCO Alaska, Inc., proposes to drill a Kuparuk River Field development well to approximately 8027' MD (6298' TVD). A 20", 2000 psi annular diverter will be installed on the 16" conductor while drilling the surface hole. The 9-5/8" casing will be set through the West Sak sands at approximately 3699' MD(3105' TVD). A 1~-5/8", 5000 psi, RSRRA BOPE stack will be installed on the 9-5/8" surface pipe. It will be tested upon installation and weekly thereafter. Test pressure will be 3000 psig (1800 psi for annular). Expected maximum surface pressure is 2807 psi. Pressure calculations are based on latest reservoir pressure. Surface pressure is calculated with an unexpanded gas bubble at surface, including temperature effects. Selected intervals will be logged. The well will be completed by the workover rig with 3-1/2", 9.2¢, J-55, 8rd tbg. Non-freezing fluids will be left in uncemented annuli through the permafrost interval. Selected intervals will be perforated within the Kuparuk formation and reported on subsequent reports.
