Sent: Thursday, June 15, 2017 9:16 AM To: victoria loeppftalaska eov Cc: Wyatt Rivard <> Subject: Planned Maintenance and Flaring at Northstar starting 7/1/17 Victoria, Hilcorp is planning facility upgrades that will require flaring up to 2.5 mmscf per day for a total flared volume of 7.5 mmscf over a three day period starting 7/1/17. A description of the project was provided by our engineer below: Hilcorp will be upgrading the gas lift system supporting NS -34A to increase the system pressure from 2000 psi to 3000 psi. The upgrade will allow us to lift the well from a lower gas lift station, provide better gas lift performance and increase overall recovery. The gas lift upgrades will require us to temporarily shut-in gas lift to both NS -33A and NS - 34A. During this time we would like to rout production from both streams through the low pressure test separator with the formation gas going to flare. Routing to the test separator provides less back pressure for the wells and minimizes the production impact due to the lack of gas lift support. Less back pressure will also help reduce the likelihood of the wells loading up and then falling off and requiring unloading to get back to steady state production. The facility will take appropriate measures to complete the upgrade as quickly as possible to minimize flaring. Can you please approve this flaring?
