When providing notice for a representative of the Commission to witness any
required test, contact the Commission's petroleum field inspector at (907)
659-3607 (pager).
As provided in AS 31.05.080, within 20 days after written notice of this
decision, or such further time as the Commission grants for good cause
shown, a person affected by it may file with the Commission an application
for rehearing. A request for rehearing is considered timely if it is received by
4:30 PM on the 23rd day following the date of this letter, or the next working
day if the 23rd day falls on a holiday or weekend. A person may not appeal
a Commission decision to Superior Court unless rehearing has been
requested.

Revised 3/8/06
Well Status: Ugnu State #1 was drilled & completed in Jan thru May of 1969. The well
was P&A'd in Jan/Feb of 1986. Current records indicate that all casing strings were cut-off
below pad level, cement slurry pumped to the top of the 30", a Y:z" steel plate welded to
the top of the 30" casing and a 10' permanent abandonment marker installed. Drilling has
been asked to verify the well status when the remediation begins and modify the P&A
marker as needed.
1. Notify AOGCC 48 hours in advance of pad/well inspection.
2. Remediation contractor will excavate around well to top of welded plate and notify
Rig Field Supervisor at 659-7726.
3. Rig Field Supervisor will inspect location to verify:
. Type of P&A Marker-should be a post welded to a 12"x12" plate welded to the
30" top plate
. Verify that the casing strings are cut and capped below top of Tundra
4. Cut post at top of 12"x12"plate.
5. Weld X" thick cover plate (18" in diameter) over the existing welded plate with the
following information bead welded into the top (no weep hole required).

Re: Location clearance inspection of three Nodh Slope wells
Dear Mr. Prestridge:
On Augusl 19, 1993, our inspector, John Spaulding, visited several of ARCO's abandoned well
locations on lhe North Slope.
He was unable lo recommend location clearances for three wells: ~n.u~WPT:#~I, West Sak
River Slate #16, and West Sak River State #17.
In his repod on lhese wells, Mr Spaulding noted that "the area around the location marker had
sunk down about 2' below pad grade;" the pit liners had not been removed; and pits had not been
filled.
Please advise as to your plans for these wells.

Dear Mr. Ruedrich:
A review of our records shows that final location clearance for
the above referenced Well has not been· approved. The well bore
of this well was plugged and abandoned in February, 1986.
In compliance with Section I70(a) of our regulations, "It]he
location of an aba~ndoned well onshore or upon a historically
stable island must be cleared within one year following well
abandonment or .... " Section 170(b) provides the means for an
extension of time if a valid reason exists.
The clean-up of this location was discussed with Mr. Mike Winfree
on September 9, 1986. If you require additional time to clean up
the location, please submit Form 10-403, "Application for Sundry
Approval" for an extension.

Airline$'~to P~0~'Bay arriving at 9:10 AM and UGNU St. No. 1 at
11:00 ;uM. I stayed at the well site until approximately 11:30 PM.
The B. & J. cementers were just hooking-up lines to the UGNU State
No. 1 and pumped 60 sacks of Cold Set I, 15.3 PPG cementdown 9 5/8" x
7" annulus, receiving returns from the 13 3/8" x 9 5/8" annulus. The
initial pressure was 250~ PSI and 300 PSI was the final pressure.
After this I- left the location and B. & J. was to hookup cement lines
to the 13 3/8" x 9 5/8" annulus, with the 9 5/8" by 7" annular valves
closed, and pump more cement.
I filled out an A.O.G.C.C. caseing schematic which is attached.
also collected an ARCO Report and received pictures taken by Kem
Tengberg, the Company representative.
In summary, the portion of the cementing of the UGNU State Well No. 1
which I witnessed was satisfactory (down the 9 5/8" x 7" annulus).

ARCO Alaska, Inc., proposes to plug and abandon Ugnu State #1. The procedure will be as follows:
1. RU slickline. Run gauge rings to tubing plug to determine ID restrictions.
2. RU electric line. RIH and perforate tubing above cement plug. Circulate kill weight brine around.
3. Set a ±1000' balanced cement plug in 2-7/8" tubing and 7" x 2-7/8" annulus.
4. Perforate tubing @ ±3000'. Circulate hot brine to thaw out all annuli.
5. Bullhead cement down 9-5/8" x 13-3/8'' annulus.
6. Cut off wellhead and casings below pad level.
7. Place a cement surface plug. Dump cement across all casing stubs.
8. Weld on abandonment plate and marker. Fill in cellar.

NOTE: If unable to get slickline down tubing, further non-rig operations will be cancelled and a Sundry Notice
will be submitted for rig operations.

A 13-5/8", 5000 psi, SRRA BOP stack will be used on well work. BOP equipment will be tested weekly and
operationally tested each trip. A non-freezing fluid will be left in all uncemented annuli within the
permafrost interval. A 5000 psi WP wireline lubricator will be used and tested on all wireline work.

Preliminary Procedure
1. ' Build ice road to location.
2. Rig up slickline.. Dete~m.~n~e ID and chip ice as necessary. /~ ~q~g~ ~ ~~
3. Rig up electric line. Run in hole and perforate tubing above cement plug.
Circulate brine around.

AFFIDAVIT
TO the best of my knowledge and based on records of the
Alaska Oil and Gas Conservation Commission, the Sinclair Oil
COrpporation ~1 Sinclair-BP Ugnu well (now known as B.P. Alaska
Inc. #1 Ugnu~ was drilled to a total depth of 9428 feet between
February 27, 1969 and MaY 9, 1969, and the well was completed as
an oil well, flowing 1056 BOPD from perforations between 6160
feet and 6182 feet. There were minor amounts of oil produced
during the testing of the well but there has been no sustained
production from this well or the lease. The lease on which the
well is located, ADL 25633, is not committed to the Prudhoe Bay
Unit.

Cuts are to be made only out of those bags in which the volume of cuttings or
core material is greater than 10 cc. No cuts are to be extracted if the
volume of material in the State set is less than 10 cc. Even though the
above intervals may overlap intervals within which thin sections are
currently on file in the State collection, no thin sections will be prepared
that duplicate the specific footages coverud by existing slides. CITCO will
provide the State with a list of the specific sample and core footages sampled.
CITCO shall assume all costs entailed and will provide the Alaska Oil and Gas.'
Conservation Commission with a complete set of all thin ~ections and return
all remaining sample and core residues. No sample or core material is to be
retained by CITCO. All thin sections prepared from.these cuts are to be
receive~by the Commission no later than June 1, 1980.
It is mutually understood that the Starers well sample'library is public
property and that granting CITCO permission to extract ~ortions of the
materials from this library for the purpose of preparing thin sections is in
the publi~ interest..

There is a house over the well head. The well location is pretty level. The
pit looks clean like a small pond. The location needs a general cleanup; that
'~ is, pick up and burn or remove boards and small trash. There are a large number
of pilings ~'n the rig and camp areas exposed 6" to I' above the ground. These
pi lings were cut off flush with the ground when the well was completed and
,subSidence has since eXPosed them. When the operator returns to put this well

After it ha~been confirmed that there was no' pressure on the well,
1~ od Wireline Tools were run in past the tubing restriction at 95'
to a depth of 2705' where a bridge was encountered. Repeated attempts
were made to run below this point without success.
The tubing was topped up with diesel oil and pressure tested. No leaks
were evident. After dumping ethylene glycol on the bridge, the obstruction
was cleared by chipping 30' to 2735'. Tools were then run cleanly to the
XX plug at 5952'.
Sand was dumped from 5952' - 5888' (64') then Cal-Seal cement from
5888' - 5861' (27'). It was also confirmed that a 1-3/4" drift could not
be run below 95'. No surface pressure was encountered at the wellhead at
any time.
The operation required a total of 11 days of which 6 were lost due to bad
weather.

Pursuant to the State of Alaska Oil & Gas Leasing
Regulations, Atlantic Richfield.Company, as Operator
for itself and on behalf of BP Alaska Inc., its
co-owner, does hereby make claim for discovery royalty
on State of Alaska Lease No. ADL-25633 described as
Sections 15, 16, 21 and 22 (Block 5) of Township 12
North, Range 9 East, UM. This is the drillsite lease
for the ARCO-BP Ugnu #1.
Attached is a swo~n statement by Mr. L. D. Brockett,
District Geologist, for Atlantic-Richfield Company
which has been prepared in accordance with the provisions
of the Regulations under Section 505.742 for the purpose
of establishing priority as to time and date of discovery
of oil and/or gas in commercial quantities.

L. D. Brockett, an employee of Atlantic Richfield Company,
being first duly sworn, deposes and says:
1. That in the course of drilling the Ugnu No. 1 well
'located on State of Alaska Conditional Oil and Gas Lease ADL 25633 at
the following location:
2532 feet from the west line and 1938 feet
from the north line of Section 22, Township
12 North, Range 9 East, Umiat Principal
Meridian, Arctic Slope, Alaska,
oil and gas was tested in such well in sufficient quantity to cause
Atlantic Richfield Company and BP Alaska Inc., to complete the said well
in the discovery zones therein, as hereinafter specified, so that such
well can produce oil or gas in commercial quantities.
2. Evidence'of first discovery was secured by Drill Stem
Test beginning on April 7, 1969, at 1:35 PM, at an estimated rate of 1212
barrels of oil per day, 98.4 MCF of gas per day and no water. This
estimate is based on a one hour flow test in which the test interval
flowed 77 barrels of oil through a one-half inch choke. The interval of
said test was from 6158 feet to 6178 feet, through which hydrocarbon shows
were encountered.
3. The well was Subsequently completed through perforations
in the interval 6160 feet to 6182 feet as evidenced by State of Alaska
Completion Report P-7 filed with the Oil and Gas Conservation Committee
on June 16, 1969. A flowing production test was made on May 9, .1969, at
an estimated rate of 1056 barrels of oil per day, 189 MCF of gas per day
and no water. This estimate is based on one hour flow test in which the
test interval flowed 44 barrels of oil through a one-inch choke with a
flow tubing pressure of 75 PSI.

4. The intervals in the well bore having hydrocarbon
shows as indicated by drill cuttings or co~es are as follows:
2540' to 5100'.- -March 6, 1969 to March 26, 1969
5360' to 5660' -March 28, 1969
5950' to 6250' -March 30, 1969 to April 8, 1969
6790' to 6870' -April 9, 1969
8120' to 8160' -April 16 and 17, 1969
8325' to 8380' -April 18 and 19, 1969
5. Said well is located on a geological structure on
which to date said test well is the first well to discover oil or gas
as stated above.
6. Substantiating evidence in the form of a Core Lab
Grapholog and a Dual Induction-Laterolog and sample cuttings were
submitted on June 13, 1969, to the Oil and Gas Division, Department of
Natural Resources, State of Alaska.
7. The Ugnu No. 1 is p'resently completed as a shut-in
oil well. This affidavit can be supplemented later if conditions
justify such actions.

On March 21, 1969, Homer Burrell and I travelled from Sa~won to Sinclair's Ugnu ~1
by charter aircraft. We arrived on location at 10:45 a.m. and met Mr. Charld~
Work, Sinclair's representative, and Dave Emench, the drilling contractors
rep,esentative. Operator was drilling aF'~30', having~i~nsiderable a~ount
of trouble with an open DV collar. ~hey were getting ready to log and had
20~ just below 300'; 13 3]8" at 2,500*.
Checked operation of the hydrill and piperams and they worked o.k. Checked
kelly cock and it closed satisfactorily. Operator has double pipe rams,
with blowoff lines and mudkill lines containing adjustable and positive
chokes. We found everything in satisfactory working order, with outside
appm~x~ne~:.bging good, neat, and orderly. Mr. Work was very cooperative.
In the course of the conversation he advised that no firearms had ever been
permitted in their camp, contrary to statements made by the Fish and gam~
Department that their rig was guilty of poaching game.

Sinclair Oil Corporation, operator
In reference to the sUbject well, the Alaska Department of Fish and
Game requests the following wildlife stipulations be attached to the
permit to drill:
1. Prior to the beginning of drilling, a sump of sufficient size
to contain all waste fluids will be constructed. The sump
must be lined with material impervious to oil at all seasons
during the year.
2. Prior to the beginning of drilling, adequate ditching shall
surround the area, taking advantage of the natural topography
of the land to insure that any spill that might occur will be
drained into the sump.
3. Prior to abandonment of the site, the sump must be cleared of
all oil, and covered.
4. The operator must dispose of all refuse, waste, debris~ garbage,
pallet board, visqueen, barrels, etc., by being burned and
buried.
