Supervisor FROM: John Spaulding, ~I~ SUBJECT: Petroleum Insp. FILE NO: pw91bjcd.doc Perforation Plug BPX MPU C-22 Mine Point Unit Friday 'FebruarY 10,1995: I witnessed the setting of the cement retainer and cementing of the perforation interval on well C-22 at BPX's Milne Point Unit. The workover rig on C-22 was attempting to unsuccessfully fish an Electric Submersible Pump (ESP) from the well. The fishing tool was lost in the hole so the decision was made to abandon the bottom hole location and re-drill the well. Below the ESP is an unknown fill material. The cement retainer was set at 8580' and 35,000# string was set down on the retainer, 35,000'# was also pulled on the retainer to establish integrity. Thirty (30) barrels of cement was squeezed below the retainer and after allowing a set up time of 5 hours the retainer and cement squeeze were pressure tested to 2500 psi for 30 minutes. I received very short notice and believed this operation to be of high priority. Summary: ! witnessed the successful plug and abandonment of the perforation interval on well C-22, BPX MPU. The permit to drill does not exempt you from obtaining additional permits required by law from other governmental agencies, and does not authorize conducting drilling operations until all other required permitting determinations are made. Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035. Sufficient notice (approximately 24 hours) of the BOPE test performed before drilling below the surface casing shoe must be given so that a representative of the Commission may witness the test. Notice may be given by contacting the Commission petroleum field inspector on the North Slope pager at 659-3607. Sometimes the annulii are kept open by ensuring that an adequate volume (+60 bbls) is injected every 6-12 hours. This practice is more economical than pumping 60 bbls of diesel freeze protection every time the pumps are shut down; however, if this practice is used, it is important that the injection frequency into the annulus be adequate to prevent freeze ups -- the drillers must communicate to each other the last time the annunlus was injected into to avoid freezing.
