Enclosed please find a spreadsheet with a list of wells from the Kuparuk field (KRU). Each of
these wells was found to have a void in the conductor. These voids were filled with cement if
needed and corrosion inhibitor, engineered to prevent water from entering the annular space. As
per previous agreement with the AOGCC, this letter and spreadsheet serves as notification that
the treatrnents took place and meets the requirements of form 10-404, Report of Sundry
Operations.
The cement was pumped August 15~' and 23`d 2009, and the corrosion inhibitor/sealant was
pumped August 27~', 28;~ and 29~' 2009. T'he attached spreadsheet presents the well name, top
of cement depth prior to filling, and volumes used on each conductor.

We have some new information regarding the liner lap in the Kuparukinjector
sidetrack, 1R-03A. This past weekend we ran the seal assembly in the liner
top to isolate the lap itself. Pressure dropped from 1500 psi to 1330 psi
in 20 minutes (did not run test longer due to freezing concerns). The rig
pulled the seal assembly and repeated a combined pressure test on the liner
and lap. Pressure dropped from 1650 psi to 1480 psi in 15 minutes. No
injectivity can be established. These results are somewhat better than the
previous test noted in my first e-mail. It is possible we had a bleed back
in our surface equipment previously.
Based on this new information and the other pertinent information listed
below, we propose not installing a liner top packer at this time:
1) the KOP is still in the Kuparuk formation and is only 14' above the
abandoned C-sand perfs in the old well
2) the old well was also an injector with no evidence of communication
problems
3) since injectivity could not be established in the pressure tests, risk
of injection behind the liner top is minimal.

Kuparuk well 1R-O3A CTD sidetrack failed its 2-3/8" liner lap test. The
pressure bled from 1200 psi to 400 psi in 30 minutes. A cement bond log
indicates good quality cement in the openhole wfth poorer quality in the
lap section. As we discussed, the plan forward is as follows:

The permit to redrill does not exempt you from obtaining additional permits required by law
from other governmental agencies, and does not authorize conducting drilling operations until all
other required permitting determinations are made.
The blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035;
and the mechanical integrity (MI) of the injection wells must be demonstrated under 20 AAC
25.412 and 20 AAC 25.030(g)(3). Sufficient notice (approximately 24 hours) of the MI test
before operation, and of the BOPE test prior to drilling new hole must be given so that a
representative of the Commission may witness the tests. Notice may be given by contacting the
Commission petroleum field inspector on the North Slope pager at 659-3607.

Dear Mr. Smith:
The Commission has completed its review of your February 23, 2000 Permit to Drill Application
for the Kuparuk Unit 1R-03A injection well and supplemental information presented by ARCO
Alaska, Inc. (AAI) representatives at a meeting with Commission representatives on March 2,
2000. Rule 1, Conservation Order 198B (CO 198B) specifies "The pool may not be opened to a
well bore within 500 feet from the Kuparuk River Unit boundary nor closer than 1000 feet to the
pool opened to the well bore in another well." Rule 2, CO 198B specifies that the Commission
may administratively amend these rules to enhance the efficiency of EOR projects so long as the
change does not promote waste nor jeopardize correlative rights and is based on sound
engineering principles.
Increasing water throughput in the compartmentalized Kuparuk reservoir by placing 1R-03A at
AAI' s proposed location Will potentially accelerate recovery of reserves from existing and
planned offset.production wells. Placing the well outside of the 1000 foot close approach limit
to the existing 1R-04 injection well could jeopardize the well due to geologic considerations.
Based on information presented and responses to questions during the March 2, 2000 meeting,
AAI's proposed placement of the 1R-03A well bore is based on sound geoscience and
engineering principles.
The Commission concludes that granting exemption to Rule 1 of CO 198B for the 1R-03A
injection well will not promote waste nor jeopardize correlative rights. The Commission
authorizes the drilling and completion of the Kuparuk Unit 1R-03 A well.

P&A well with 15.8 ppg cement. Install mechanical whipstock in straddle
interval. Mill window from mechanical whipstock. Directionally drill a
horizontal well from the existing wellbore. Complete with 2-3/8" cemented
liner. Perforate appropriate intervals.
Intended Procedure:
P&A existing perfs and place cement behind straddle interval. Install
mechanical whipstock.
Mill window from whipstock in straddle interval through both the 3-1/2"
tubing and 7" casing at 6970' md. Drill 10' of formation and perform
leak-off test to 14 ppg, 0.5 ppg above the highest anticipated equivalent
mud weight.
Direcfionally drill a 2-3/4" (3" bi-center) well using dynamically
overbalanced drilling techniques. Planned TD is -9300' md'.
· Run 2-3/8" blank liner to TD, cement in place.
· Perforate, place on production.
Drilling fluids will be injected into disposal well 1R-18.
Dynamically overbalanced drilling techniques will be employed to address high
reservoir pressure. Plans are to use -10 ppg drilling fluid in combination with annular
friction losses and applied surface pressure to maintain overbalanced reservoir "
conditions. A hydraulic choke for regulating surface pressure will be installed between
the BOPE choke manifolding and the mud pits and will be'independent of the BOPE
choke. At least two times hole volume of kill weight fluid will be on location as a
contingency. Frequent monitoring and rolling of the kill weight fluid will be done tO
ensure proper weight distribution.

No I-I2S production is anticipated.
BHP: 4500 psi @ 6402' TVD, 6320'ss (13.5 ppg EMW) estimated pressure. Reservoir frac
gradient is estimated at -0.85 psi/ft or 16.3 EMW, 5500 psi
Plans are to drill with less than kill-weight fluid, or dynamically overbalanced. 10 ppg mud
will result in a hydrostatic pressure that is -1175 psi less than reservoir pressure. Maintain at
least 1300 psi WHP for well control when not circulating. Pressure loss associated with
circulating (ECD) is expected to be less than 1300 psi so applied WHP will be necessary
while circulating. Monitor return-line flow rate and pit volume continuously~ If crude
enters the pits, take all returns to an outside tank first.
Have on location ' at least two times wellbore volume, 13.5 ppg Kill Weight Fluid. Frequent
monitoring and rolling of the kill weight fluid is required to ensure proper weight
distribution.

Maximum anticipated WHP w/full column of gas: -3860 psi assuming 0.1 .psi/ft gas
gradient. However, no gas .saturated intervals are anticipated.
