It was suspended and there may have been intentions of reentering the well but was never done as the 30" stub is cut 5' above the mudline to facilitate it. (Note a Mudline system (MLS) was used) Downhole plugs are fine but there is no surface plug in the inner 9 5/8" casing string that is within 10-30 ft of the mudline. The closest cement is at about 1500 ft below mudline in the 9 5/8" (not tagged) . The 13 3/8" x 9 5/8" annulus is likely not cemented to mudline either and has a 13 3/8" cap installed on the MLS (which is below the mudline) That being said the well is likely safe as is and would be extremely risky to go back in to set a surface plug in the 9 5/811. The well is located within the boundaries of the Cosmopolitan Unit, operated by Pioneer Natural Resources (Pio- neer). Attached to your letter was one from ExxonMobil which stated: As with your records, we understand that the Starichkof St 1 well was operated by Pennzoil, not by ExxonMobil or predecessor company, and the lease and well currently is within the Cosmopolitan Unit operated by Pioneer. While the ExxonMobil statement is true, it does not address the ownership of the well. Pioneer believes the well belongs to Devon Energy Corp., successor in interest to Pennzoil. This conclusion comes from a review of conveyances and a title opinion in our files. The original lease was effective September 1, 1962 with The Superior Oil Company as the Lessee. The Starichkof State No. 1 spud January 13, 1967 and was completed April 1, 1967. The State of Alaska approved an assignment of undivided 75% interest from Superior to Pennzoil Company May 18, 1967. In the title opinion we see reference to, but not a copy of, a farmout agreement dated November 23, 1966, between The Superior Oil Company and Pennzoil Company. Such agreement was also referred to in the assignment by PennzEnergy Exploration & Production, LLC to Devon Energy Production Company, L.P. dated August 28, 2001, and approved by the State of Alaska on September 1, 2001. Pioneer is operator of the Cosmopolitan Unit and owns all the working interest in the leases, but the ownership in the Starichkof State No. 1 well has never passed to us. We are not familiar with the terms of the above referenced farmout agreement or any subsequent transfers of interest in the well, but believe the request for information about the Starichkof State No. 1 well is better addressed to Devon Energy Corp. The lists of Suspended and Shut In Wells attached contained a total of eleven wells. We have no revisions to the information for the Kuparuk 28243 1 well which is located within the Kuparuk River Unit operated by ConocoPhillips. (b) An Application for Sundry Approvals (Form 10-403) must be submitted to and approved by the commission before plugging operations are begun in a well for which suspension is proposed, except that oral approval may be obtained from the commission if it is followed within three days by the submission of an Application for Sundry Approvals for final approval by the commission. Approval will be conditioned as necessary to protect freshwater and hydrocarbon resources. We held Lease Sale 78, Cook Inlet on October 31, 1994. Bids were submitted for two tracts immediately to the north (78-103, 78-104), and a nearby onshore lease to the east (78-100). We would like to advise that it is our judgment that our #1 Starichkof State is capable of producing oil and gas in commercial quantities; however, it is very unlikely that there is a sufficient oil and gas reserve underlying our lease to justify the very substantial investment that would be involved in constructing and setting a production platform. It is our conclusion that the drainage or producing radius of a production platform located near the northwest corner of our lease, at the location of our discovery well, would likely encompass ufileased State and/or Federal acreage some of which may be involved in current liti- gation. Hence,our effort to obtain a market for production' in this area is directly related to, and to a great extent dependent upon our obtaining additional lands. To date, this has not been possible; however, progress has been made and the time is drawing nearer when · this problem can be resolved. Because of the unique land situation in this area briefly des- cribed above, our plans for future exploratory and development drill- ing are tentative. Nevertheless, we desire to do additional explora- tory drilling and we feel confident that sufficient oil and gas re- serves can be defined to justify the very substantial investment that will be required to exploit this prospect. --.,. Huddlestan Subject: Viscosity Measurements Special Project A-1 Well Our File Number: RFL 4352 Gentlemen: Presented on the following pages are the results of viscosity measure- ments performed on a sample of crude oil which was collected and sub- mitted to our Dallas laboratory by the Pennzoil Company. When the sample was received in our laboratory it was observed that the fluid contained a large amount of basic sediment and water emulsified with the crude oil. In order to obtain a representative sample of the crude oil for the viscosity measurements it was necessary to separate the oil from the BS & W. The separation was performed using a high- speed centrifuge, during which it was observed that the sample was approximately Z5 per cent crude oil and 75 per cent BS & Wo After cent. rifuging the samples for four hours, it was found that complete separation of the crude oil and BS & W could not be achieved; therefore, the crude oil which was recovered still contained a small amount of water. For this reason, we were unable to perform an ASTM distilla- tion as requested. The gravity of the crude oil which was recovered by centrifuging was measured to be 24.0° API at 60° F. The pour point of this crude oil was measured to be. 15° F. Presented on page one are the results of viscosity measurements performed at atmospheric pressure on a sample of this crude oil over a temperature range of 130° F. down to 35°F. We were unable to obtain viscosity measurements below 35 o F. The' viscosity of this mixture was then measured at I30° F. over a pressure range of 3000 psig to 1000 psig. The results of these measurements are presented on page two of the report. We would prefer that the analysis of the sample of the crude recovered not be made public. I am having a detailed analysis run and would be happy to furnish you with a copy of the results, however, if you desire to use the U. S. Bureau of Mines Lab, I would suggest that they not be given the origin of the oil other than, perhaps, state that it was produced in Cook Inlet. I am not familiar with their procedures, however, I feel that they would probably analyze a sample with no more identification than this. Gilbreth, Jr. DATE : March 22, 1967 SUBJECT; Field Trip Report March 21 & 22, 1967 Starichkof State #1 Pennzoil Company, Operator On Tuesday, March 21, 1967, I left Anchorage by PNA morning flight to Homer. At Homer, I caught a crew boat and arrived at the subject lo- cation at 1:15 p.m. This trip was made to witness a drill-stem test. The information contained in this report is confidential and is not to be released. The drill-stem test covering the interval 4534-64 was underway when I arrived, having started at approximately 1:00 p.m. The tool was opened after a one hour close-in pressure. .A strong blow was observed immedi- ately decreasing to dead in 30 minutes. The tool was closed and the annulus re-filled and tool opened again. A strong blow was noticed immediately, rapidly decreasing to dead at end of 30 minutes. The tool was closed and opened again with the same results. It was felt 'that tool might have been plugging. Pipe was pulled to top of fluid. Had approximately 3850' net rise. DST charts didn't show any additional information. Net rise consisted of gas cut cement contaminated clabbered mud and no water. Operator pulled out of hole and went into squeeze perfs as communication had been indicated prior to opening the test tool. After the communica- tion is corrected, well will be re-perforated and test re-run. I left location at 5:00 a.m. by crew boat and returned to Anchorage by PNA. K, Gilbreth, Jr. ~ DATE :March 21, 1967 SUBJECTs Field Trip Report - Test Pennzoil's Starichkof No. 1 On Saturday March 18, 1967, I left Anchorage by early morning PNA Flight to Kenai. At Kenai, I transferred to a company chartered helicopter and traveled to Pennzoil's Starichkof No. 1 near Anchor Point. I arrived on location at 10:45 A.M. Mr. Ken Huddleston of Pennzoil advised that the DST tool was open and had been for over 8 hours. A 3' flame was visible from the gas vent line on the test apparatus. The test was made with the packer set at 6728' and perforations 6782-92; 6800-20; 6830-40; 6850-60; 6918-28 open beneath the packer. A permanent bridge.plug was located below the perfs at 6928'. Tool was opened for a ten minute initial flow then closed in for a one hour I.C.I.P. Well was then opened at 1:00 a.m. 3-18-67 for 24 hour test. Tool was closed at 1:00 a.m. 3-19-67 for a six hour final close-in pressure. At 7:00 a.m., reverse circulated to top of fluid and-found a net rise of 4752' in 16.60# drillpipe. Waited on barge for five hours account of high winds and waves, Displaced 10 bbls. mud and recovered 58.5 bbls. mu4 cut oil. Corrected g=avity ~,5° A.P.I. and last S/O 10% BS, mud, and drilling water. Started pulling out of hole. I returned by company chartered heli- copter and plane to Anchorage and met you at airport to discuss paying quanities test. The calculated minimum quanity to qualify for "paying quanities" was de- termined as follows: Estimated oil selling price at Nikiski or Homer $2.38/bbl.-based on 20-22 gravity. The dirty oil corrected out above 21° several times but entrained gas made accurate determination impossible. Estimated terminal charge $0.10/bbl, transport charge wellhead to terminal $0.20/bbl., royalty $O.119/bbl., tax $0.02/bbl. which leaves a wellhead price of $1.94/bbl. A Gulf coast type caisson completion is anticipated with no platform and only lines running.to shore. The well probably will have to be pumped by subsurface pump early in the life. Operating and treating expenses are estimated to be $3,000/well/month. Based on a net price of $1.94/bbl., this indicates an economic limit of 51.6 BOPD. Since the economic limit is so close to the volume recovered on test, we flew to Anchorage and discussed the results and information with you. It was decided that the well would produce in "paying" quanities and Mr. Huddleston was so advised. At that time, future testing plans were un- decided. We are to be furnished with pressure information from the test later. A three quart sample of the oil was obtained. I returned home at 9:10 p.m. 3-19-66. Gilbreth, Jr. ~ DIVISION OF MINES AND MINERALS DATE : February 23, 1967 SUBJECT: Field Trip to Pennzoil's Starichkof No. 1, February 21 On February 21, I traveled by PNA' to Homer with Mr. Ernie Naron, who is a dril- ling supervisor representing Pennzoil Oil Company. We left Anchorage at 8:30 a.m. and traveled by company crew boat from Homer to the subject location arriving there at approximately 12:30 p.m. This trip was made for the purpose of check- ing operation of the blowout preventers. Operator had been making hole and ad- vised that he would be unwilling to put any pressure on the formation while tes- ting the BOPs. Considerable difficulty had been experienced recently in hole stability in this well. I advised Mr. Naron that a check of operation of the blowout equipment would be satisfactory. While coming out of the hole, operator pulled into the intermediate pipe, and operation of the Hydril and pipe ram sec- tion of the blowout preventers was witnessed. Due to high viscosity of operating fluid, preventer movement was s~uggish initially, but operated satisfactorily before they were completely closed. A pressure of 750 psi was applied to the outside of the Hydril with no leakage indicated; 3000 psi were applied to the pipe rams with no leakage indicated. Operator advised that the preventers.'had been checked with'complete pressure test approximately one week before. In view of the apparent satisfactory operation at this time with a recent pressure test indicating no problem, it appears safe to assume that these preventers are oper- ating satisfactorily. High pressure kill and bleed lines were installed with one segment of the bleed line holding two adjustable chokes on the rig floor. It appears that operator has taken adequate safety measures to protect against a blowout in this well. Total time on this trip was 13 hours and five minutes, with approximately one hour being spent in testing, four hours waiting time, and eight hours and five minutes travel time. Marshall, Jr. Gentlemen: We Plan to drill an exploratory test well in search of oil and/or gas offshore in South Cook Inlet at the location shown on the attached plat. Also attached are Application for Permit to Drill, Form P-l, in triplicate, and our draft in the amount of $50.00. We will use Placid Oil Company's Rig ~66, which is a jack up type drilling platform to drill this well. We plan to commence our operations on or about January 3, 1967, and expect to complete operations April 1, 1967. You will note that this lease is owned by Superior Oil Company and we have secured their permission to drill this lease under a Farmout Letter Agreement. This date we are also requesting approval from the Corps of Engineers, Federal Avaiation Agency, Coast Guard and Fish and Game Commission.
