We have completed our review and Commissioner Foerster has given her oral approval should the plugging be
necessary. Let me know on Monday was occurs aver the weekend on this well. Also, as discussed; if the P&A is
necessary the new "leg" will be an "A" rather than an L1. No additional permitting is needed. We will handle the
name and API # changes next week if necessary.

To answer your question, there is very little value in the parent E-34 well. The wail reached marginal GOR in
April of 1997 and has been a cycle welt since then. It has a current on-time of 15°Iff. The slotted liner completion
in the parent well severely limits any possibility of remedial work. The parent well currently has expected reserves
of only 30 MBO. The proposed sidetrack has risked expected incremental blank oil reserves of 521 MBO. The
risked incremental separator lilquid production expeced from this sidetrack is 946 M13O.
I have also attached an amended summary fior the sundry application that has the requested information. This
summary will be used by Terrie Nubble at BP to prepare the application for sundry should it be needed next
week. Please let me know if you need any additional information.

Dear Mr. Maunder,
I have a question for you about drilling operations on well E-34L1. This is a planned CTD sidetrack that the
rig will be moving to tommorrow evening (11-30-2009). The parent well is a horizontal Sag river slotted liner
producer, and the sidetrack plan will drill an Ivishak Zone 4 well. The sidetrack well has been permitted (PTD#
208178), but no sundry has been issued to abandon the existing parent wellbore. This was reviewed with you via
email by Ron Phillips, on November 12, 2008. Ron was the engineer that did the origional sidetrack planning.
The sidetrack plan is for the parent well perforations to be isolated behind the proposed CTD sidetrack liner, but
are not planned to be abandoned by cement (See Schematic Attached). The plan does not include any
production from the parent well Sag River slotted liner, but parent well production could potentially be restored at
some future point by a cut and pull of the CTD liner. For that reason the new sidetrack lateral was named E-34L1
instead of E-34A, and no sundry to abandon the perforations was applied for.
My question for you is about possible contingencies that could arrise this weekend. We intend to follow the
plan for drilling that was covered by the permit to drill issued 11-21-2008. However, we may run into a couple of
difficulties that may require us to pump cement on the parent well slotted liner. These situations are;
1 -The whipstock will be set in slotted liner. If the first whipstock fails to anchor properly in the slots, it may get
pushed downhole by the window milling BHA. Window depths are critical on this well. Should the first whipstock
slip downhole, the rig would need to set a second one. At that point cement would need to be pumped to lock the
whipstock in place. Due to wellbore geometry, we would need to bring the cement up to 9,400' in the parent well.
This would still leave open slotted liner from 9,400'-9,360'. So in theory there would still be access to the parent
well production interval. Realistically, we would probably end up cementing all the slots up. A sundry would be
required in this case.
2 -The parent well perforations are so prolific that we can't keep the hole full of mud. On the pre rig preperation
work, a service coiled tubing unit was able to inject KCL brine into the slotted liner at 4.5 bpm with only 100 psi
wellhead pressure. This indicates very good infectivity. With mud in the hole we may still have high losses which
would make the well too difficult to drill. At this point the only alternative would be to P&A the parent well slotted
liner prior to drilling the sidetrack.
We will not know if either of these scenarios will occur until we begin operations on the well, which will
happen on Friday. Should one of these situations occur over the weekend, may I have preliminary approval from
the AOGCC to pump cement and abandon the parent well slotted liner on this well should it be necessary. In
either case I will contact the AOGCC on Monday and also file the Sundry request on Monday should this be

On October 28, 1998 you requested an update from Shared Service Drilling regarding Annular
Disposal Records from July 25, 1995 through present time. We compared your list with our
records and are able to provide you with the following data:
· Individual Annular DiSposal Logs from the SSD database which coincide with the approved
wells on your attached AOGCC Annular Log. The SSD records are provided to you in the
same order as listed on your log.
· There were some wells on your list which were not injected into. These wells are identified
as folloWs:
· Endicott wells 1-037P-16, 1-65/3t-25, 1-59/0-24
· Exploration well Pete's Wicked #1
· Milne Point wells E-22, E-23, F-O1, L-16, J-19, L-25, F-30, L-21, K-38, NMP #1 &/t2,

· The reason many of these annuli were not used is because the waste materials generated from
these wells were injected into other approved annuli. Hopefully the injection logs submitted
with this letter will clarifY this. In addition, please note that our records show:
· The wells listed above in italics were permitted but not used for annular disposal.
· The wells listed above in BOLD were not permitted for annular disposal. Wells drilled
after June 6, 1996 were required by SSD procedure to be permitted with a Sundry
' Approval (10-403) form. Our records show that no Sundry Approval for Annular
Disposal was filed for these wells. Wells drilled between July 25, 1995 and June 6, 1996
were automatically approved for annular disposal with the Permit to Drill.
We also provide you with a cumulative report from our database of records from July 25,
1995 through the present. From those records, we show the following wells not listed on
your report were used for annular disposal:

Please find attached a copy of the Form 10-403 to temporarily suspend this well as per AOGCC 20-
AAC 25.110. As discussed this morning we propose setting three plugs in this well as detailed in the
attached form. This will allow us to retain the wellbore for potential future sidetrack or service well
use.
We would like to keep the well's 9-5/8" x 7" annulus available for the injection of liquid 'wastes. There
are no other well annulii on this pad for injection. The annulus for MPB-24 was approved for injection
as part of the permit dated 25 January 1996. The annulus will be freeze protected before moving the
rig.

DATE, 1993: I traveled to BPX's E - 34 and witnessed the BOPE test on rig 9.
As the attached BOPE Test Report shows~there was one failure. The pressure
sensor on the choke manifold would not operate properly. This is to be repaired
and a AOGCC inspector notified.
The rig was clean and orderly - ali tools hung up, floor clean and no tripping
hazards. The related drilling tools were stacked in an orderly manner on the
location and the loader was working clearing snow and since the wind has
been blowing for a month, that is a full time job.
Summary: I witnessed the BOPE test on Doyon 9 - test time 2 hours - 1
failure. .

DATE, 1993: I traveled to BPX E-Pad in the Prudhoe Bay Field to witness the Diverter
function test on Doyon rig #9.
When I arrived, the crew was just finishing nippling up the Diverter line, this line
terminated within thirty feet of the rig and at my request another fody feet was added to
it. As the pit was filled with snow from the recent blow and would require extensive
snow removal to extend it any further, I allowed the rig to proceed with this length vent
line.
The annular preventer was a 21 1\4" Hydril type MSP with a single 14" vent line. When
functioned, the diverter completed it's cycle in 24 seconds which is a good time for this
size assembly. I made a tour of the rig and found it to be in good shape. The rig was
passed to drill surface hole at this point.
Summary: I witnessed the Diverter function test on Doyon rig #9..

authorize conducting drilling operations until all other required

Blowout prevention equipment (BOPE) must be tested in accordance with
20 AAC 25.035. Sufficient notice (approximately 24 hours) of the BOPE
test performed before drilling below the surface casing shoe must be
given so that a representative of the Commission may witness the test.

1. MIRU drilling rig. N/U diverter and function test same.

Drill 13 1/2" hole to surface casing point. Run and cement surface casing. Nipple up
BOPE and function test same to 5000 psi.

PU 9 7/8" BHA and RIH. Test casing to 3000 psi for 30 minutes. Drill 10' of new hole
and perform leak off test.
4. Drill 9 7/8" intermediate hole with MWD to intermediate casing point.
5. MU and run 7-5/8" casing string and cement as per well plan.

RIH with 6 3/4" BHA and MWD and drill out cement to float equipment, test casing to
3500 psi for 30 minutes. Drill 10' of 6 3/4" hole.

Convert to Ml's FIo Pro® mud system. Drill remaining 6 3/4" hole to TD while logging
with MWD tools.
8. Make 7 5/8" scraper and 6 3/4" hole opener run to TD. Circulate hole clean.

Run 4-1/2", L-80 slotted liner assembly with horizontal packer. Set packer and
circulate out FIo Pro® mud from liner with sea water. POOH.

PU tubing tail, a 7 5/8" x 3 1/2" production packer, and 3 1/2" tubing, RIH
to desired depth, displace seawater with seawater and corrosion inhibitor.
11. Set packer and test integrity of tubing.
12. ND BOPs, NU tree and test same.
13. Freeze protect well thru shear valve located in the top GLM station.
