Hold 1000 psi on the tubing to prevent from collapsing the tubing. 8. MIRU E/L unit. RIH with jet cutter and sever tubing below anticipated side-track depth. A CIBP & whipstock will be set after the drilling rig removes the tubing. Jet cutter is acceptable as this tubing will not be fished. Note the depths of the GLM's in the 5 Y2" tbg string. Circulate clean seawater around IA and tubing. 9. Test the casing mandrel pack-off to 5000 psi and service lock down studs by backing out and re-torquing one at a time. Test the tubing hanger pack-off to 5000 psi and service each LDS. 10. Check with the 7ES Rig Supervisor regarding rig timing and determine if freeze protection to diesel will be required. Bleed tubing and annuli pressures to zero. Set a BPV in the tubing hanger and test from below to 3500 psi. Secure well with 0 psi on tubing and annulus. 11. Remove the well house and flow lines. Level the pad and dig out the cellar. Please provide total well preparation cost on the hand over form. The Diverter Systems Inspection Report is attached for reference. The function test began at 1:00 p.m. and went well. I found the rig to be in good condition. All components functioned properly. However, the Manually Operated Knife Valve on the right side vent line outside the rig substructure does constitute a potential danger and basically defeats the fail safe design intended by AOGCC Diverter Regulations 20 ACC 25.035(b)(1). As stated on the attached Diverter Systems Inspection Report only the starboard 10 3/4" hydraulically operated Knife Valve opens simultaneously when the Annular Preventer is closed. Should the need arise to divert to the port vent line, that 10 3/4" hydraulically operated Knife Valve can be opened with the Kill Line HCR Valve control signal. To stop the flow through the starboard vent line, rig personnel must manually close the Knife Valve outside the rig substructure. To further complicate the system, if the manually operated Knife Valve is in the closed position when the diverter is actuated, the entire diverter system is defeated. Jerry Herring and ! have discussed this problem area with both Nabors and BPX supervisors in the past (Jerry's Report 9/28/93 eirkixac.doc) and to date no corrections have been instituted. I brought this item to the attention of Nabors Toolpusher Lavern Linder and BPX representative Dave Bumgardner during this inspection. Dave contacted his supervisor, John Wilboughby and Lavern contacted his supervisor, Richard Larkin. ! was assured that a correction would be made, to the valve configuration, before drilling the next well with this rig. I would suggest that the inspection staff stay aware of this problem, and conduct additional Diverter Systems Inspections to ensure the problem is corrected in a timely manner.
