An MITOA failed on 7 -14 -04 and all subsequent MITOA's have failed. Flowline repairs kept 1F-08 SI 2004 to 2006, but then a 12 -5 -06 MITIA failed (LLR: 6 gpm at 2450 psi). A 2 -11 -07 LDL detected a packer leak at 6841' RKB. Well events show the packer leak may have been present since 1998. 1 F -08 was waivered for `PWI only' until it finally become LTSI in 2004. It is proposed that a cement packer be pumped to seal the packer leak. Cement packer squeezes have been done at Prudhoe Bay since the 1970's as an acceptable `non -rig' repair method for packer leaks. At least 22 cement packer squeezes have been done in Prudhoe wells. 1F-08 will be the first Kuparuk well where this technique will attempted. If the packer squeeze fails, it won't preclude performing a RWO option (cut tubing, run stacker packer). Procedure Slickline: 1) RIH to tag PBTD and obtain a current SBHPS & SBHT. 2) Set CA -2 Plug in 2.75" Nipple at 6879' RKB. MITT to 3000 psi to verify tubing & plug integrity.'' 3) Dump bail 79' of sand plug on top of the CA -2 Plug at 6879' RKB. Target TOS = 6800' RKB. 4) RIH & pull DV from GLM at 6768' RKB. Leave pocket open for cement displacement to IA. Coil Tubing: 5) MIRU CTU & RU to take returns from both IA and Tbg x CT annulus. RU to pump corrosion inhibited Seawater down tubing through open pocket and up IA to tanks to circulate until clean water is seen at tanks, then swap to 100 bbls of Diesel down tubing to FP tubing & IA to 2852' TVD, followed by Shutdown and SI of IA & tubing. Jumper tubing & IA together at wellhead and U -tube Diesel to equalize between tubing & IA. With wellbore fluid packed, RIH with cement nozzle on CT to perform a cement packer squeeze. Tag TOS at 6800' RKB. Flag coil for future reference during milling & FCO cleanout operations. PU & park nozzle at 6500' RKB (300' above TOS) to prepare to pump down coil at safe distance above TOS to minimize disturbance to TOS until cement reaches nozzle. Mix 15.8# CI G cement. Verify IA is SI and Tbg x CT annulus is open to tanks. Pump 5 bbls of Freshwater spacer down coil, followed by foam pig, followed by 3 bbls of Cement, followed by foam pig, followed by 5 bbls Freshwater, followed by 1 CT volume of Diesel displacement. When cement is a few barrels from the nozzle, slow pump rate down CT to minimum rate. RIH to park nozzle at 6790' (10' above TOS) as cement exits nozzle, then slowly PU spotting the remaining cement 1:1 while POOH. 3.0 bbls of cement fills -345' of 3.5" tubing, so we'll want the nozzle 345' above TOS at 6455' RKB as the last cement exits the nozzle, then SD pumping and PU the nozzle to park at 6155' RKB, which equals worst case TOC in tubing plus an additional 300' safety factor. • 1F-08 Cement Packer Shut -in tubing x CT annulus. Open IA to take returns to tanks, then pump minimum rate down coil to displace exactly 2.33 bbls of cement into the IA, followed by SI of the IA. TOC will be at -6733' RKB in both the IA and tubing if no cement passes through the very small packer leak (last LLR = 6 gpm at 2450 psi). TOC will be -35' above the GLM top, which leaves -103' of cement stacked above the packer in the IA. Slowly pressure up on tubing while monitoring IA to keep maximum IA pressure no more than 2000 psi, to apply a `soft' squeeze for 1 hour on the packer leak. Monitor tubing & IA pressure for any indication that cement is being squeezed away through the packer leak. With the unexpected event that any appreciable cement volume appears to be squeezing away, halt the squeeze so < 0.5 bbl of cement is squeezed away. If too much cement is allowed to squeeze away we may potentially leave the open GLM pocket uncovered by cement, which may require running a post- cement job tubing patch to isolate the open pocket, or we may have to pump another cement displacement to the IA to seal off the open pocket. POOH with CT while replacing voidage with Diesel pumped down coil to maintain a balanced wellbore. Swap out nozzle for cement milling BHA. RIH with milling BHA to TOC at -6733' RKB, and proceed to mill soft cement while taking returns from tubing. Mill down to cement / sand plug interface at 6800' RKB referencing flagged pipe. Do not mill deeper than -6840' RKB to prevent any potential damage to the CA -2 fishing neck. The CA -2 is set in the D Nipple at 6879' RKB. POOH with milling BHA. RD CTU. DHD: 6) Perform MIT -IA to 2500 psi and an IA DDT to check for any indication of a packer leak. Coil Tubing: 7) MIRU CTU. RIH with jetting nozzle to perform a sand plug cleanout on the CA -2 Plug set in the Camco D Nipple at 6879' RKB. . Slickline: 8) RIH & pull CA -2 from the Camco D Nipple at 6879' RKB. Kuparuk River Unit (KRU) well 1 F-08 exhibited pressure communication between the tubing and tubing-casing annulus due to a leaking packer. Approval to continue water only injection was contingent on CPAI implementing several conditions set out in the sundry approval. KRU 1F-08 has been shut in since June 2004. CPAI indicates that the well will remain shut in pending repairs to eliminate the tubing by tubing-casing annulus communication. No schedule was provided for the completion of repairs to KRU 1 F-08. Consequently, Sundry Approval 303- 308 no longer applies to operation of this well. Instead, injection in well KRU 1 F-08 will be governed by provisions of the underlying Area Injection Order No. 2B. Attempted to pressure up OA with diesel for MITOA, after pumping 2 bbls the OA was up to 1000 psi. Noticed a pressure drop at 1000 psi, continued to pump for another 5 min at 9 gallons a minute with no pressure increase. Shut down pump T/I/O=SI/1850/980. Kuparuk Well 1F-08 SUNDRY NOTICE 10-403 VARIANCE REQUEST 10/03/03 The purpose of this Sundry Notice variance request is for approval to continue water-only injection with a failed MIT. DS 1F-08 is an injection well that failed its 4-year UIC MIT on 9/8/00. The AOGCC was notified at that time of the failure and an action plan for diagnostics was approved. On 11/6/00 diagnostics were performed with the following results: · With the tubing at 1750 psi, an MITIA passed @ 2500 psi. The IA would not bleed down below 1500 psi post MIT, and stabilized @ 1750 psi within 5 minutes. · At tubing tail plug (TTP) was set in the nipple below the packer. · With the tubing at 550 psi, MIT pressures (initial, 15 minute, 30 minute) were 2500/2450/2350. The tubing pressure did not change. Again the IA would not bleed below 1500 psi and stabilized at 1750 psi. · An MIT-tubing (MITT) passed @ 2800 psi with the IA @ 1750 psi. Minimum'test pressure required was 1500 psi (0.25 x 5874' tvd = 1469 psi; 1500 psi minimum). The diagnostic tests indicate a leaking packer and competent tubing. There were no indications of Tubing x IA communication. Previous wellhead pack-off tests passed on both the tubing and production casing hangers. Since the original diagnostics were completed follow-up compliance diagnostics have been done. A MIT-tubing passed @ 3000 psi on July 7th 2002. The following Action Plan is proposed to support the variance request for continued injection: ACTION PLAN 1. Well will be used for water injection only (no gas or MI allowed); 2. Perform MIT-tubing every 2-years to at least 2500 psi; 3. Submit monthly reports of daily tubing & IA pressures and injection volumes; 4. Kuparuk Well 1F-08 SUNDRY NOTICE 10-403 VARIANCE REQUEST 11/19/00 The purpose of this Sundry Notice variance request is for approval to continue water-only injection with a failed MIT. DS 1F-08 is an injection well that failed its 4-year UIC MIT on 9/8/00. The AOGCC was notified at that time of the failure and an action plan for diagnostics was approved. On 11/6/00 diagnostics were performed with the following results: · With the tubing at 1750 psi, an MITIA passed @ 2500 psi. The IA would not bleed down below 1500 psi post MIT, and stabilized @ 1750 psi within 5 minutes. · At tubing tail plug (TTP) was set in the nipple below the packer. · 'With the tubing at 550 psi, MIT pressures (initial, 15 minute, 30 minute) were 2500/2450/2350. The tubing pressure did not change. Again the IA would not bleed below 1500 psi and stabilized at 1750 psi. · An MIT-tubing (MITT) passed @ 2800 psi with the IA @ 1750 psi. Minimum test pressure required was 1500 psi (0.25 x 5874' tvd = 1469 psi; 1500 psi minimum). The diagnostic tests indicate a leaking packer and competent tubing. There were no indications of Tubing x IA communication. Previous wellhead pack-off tests passed on both the tubing and production casing hangers. The following Action Plan is proposed to support the variance request for continued injection: ACTION PLAN 1. Well will be used for water injection only (no gas or MI allowed); 2. Perform MIT-tubing every 2-years to at least 2500 psi; 3. Submit monthly reports of daily tubing & IA pressures and injection volumes; 4. Shut-in the well should MIT's or injection rates and pressures indicate further problems; 5. Workover and/or repair the well prior to gas injection consideration with appropriate AOGCC notification. According to the available records, 1F-08 was converted to a water injection well in October 1985. It was converted to a WAG injector in August 1989. On September 8, 2000 the well failed the normal 4-year MIT. The Commission was notified and the well was converted to water injection. A diagnostics plan was agreed to and the well remained in service. The diagnostics were performed in early November 2000. The conclusion of the diagnostics was that there was a one-way packer leak. The well has tubing integrity and there was no evidence of a casing leak. On November 22, ARCO submitted a sundry notice (300-294) requesting to keep the well in service. 2. Apparently that sundry notice was never returned to ARCO, although I do remember working on this issue. The sundry was submitted at the time that the Commission office was being moved~ind ~at process some documents were lost. 3. ConocoPhillips and its predecessors did obtain email approval to keep the well in WATER ONLY service and has been operating the well according to the guidelines established for injection wells with known communication. The well most recently passed a MITT on July 7, 2002. 4. Chronological Review of files revealed: a. CO 173 originally (May 6, 1981), most recent order CO 432 B (December 12, 2002) b. AEO: EPA exempted all aquifers for the Kuparuk River oil and gas field [40 CFR 147.102(b)(3)]. c. AIO 2 (June 6, 1986) - Class II underground injection authorized within the KRU. The well is located within the authorized area. Note: There are differences in the well conversion date and the effective order date. Alaska was delegated primacy for the Class II UIC program in the state on June 19, 1986. d. MIT II was assessed December 23, 1987 and a determination of"MI indicated" was listed. e. The most recent information in the well file is dated August 22, 1989. , Technical Evaluation of Request - Submitted monitoring records indicate that ConocoPhillips has been operating the well within the guidelines for established for operating injection wells with known communication. There appears to have been a paper work "glitch" regarding the originally submitted sundry notice. Approving this 403 application will not promote waste or the movement of water outside of the intended injection zones. This is no fresh water to protect. Recommendation File Review indicates compliance with provisions of 20 AAC 25, CO, and AIO (as superceeded). Approval of ConocoPhillips' request is recommended subject to following conditions: a. The well may remain in WATER ONLY service. b. Submit monthly report of daily well pressures (T/FO) and injection rate. c. If monitoring data indicates any further integrity loss, the Commission must be notified and a new action plan determined. d. If ConocoPhillips believes that a determined integrity loss could result in fluids being injected into strata other than the Kuparuk formation, injection must cease and the well secured. e. In November 1985 the well was converted to water injection and had been injecting water until April 1989. In April 1989, well 1F-08 was converted to gas injection and began its first immiscible gas injection cycle. The duration of the gas cycle will be approximately 4-5 months. Well 1F-08 is a single completion with perforations in only the A Sand. The C Sand in faulted out and does not intersect the wellbore. Total injection into 1F-08 has averaged 3.0 MMSCFD. procedure 1. Pressure test all immiscible gas injection surface lines to 5000 psi. 2. Stop water injection and freeze protect surface lines with diesel. 3. June 4-6, 1983, well was stimulated with hydraulic fracture treatment using gelled-diesel and bauxite proppant. The well was treated with 39,760 gallons of gelled-diesel, 18,000 pounds of 12/20 bauxite, and 45,000 pounds of 16/20 bauxite. The average treating rate was 20 BPM. Maximum treating pressure was 4200 psig. All surface equipment was pressure tested to 5000 'psig prior to the treatment. Pre-stimulation rate was about 580 BOPD.
