BP subsequently protested this release by letter dated February 12, 1998. The Division has evaluated tho BP protcst and concluded that the Cascade well data are not significant to the valuation of the newly unleased acreage that just recently contracted out of the Milne Point Unit. Discussions with Mr. E.P. "Pete" Zseleczky of BP resulted in BP's concurrence with the Division's finding. Therefore, Cascade No. 1 and No. lA no longer qualify for extended confidentiality and should be immediately released. The unleased acreage, which justified extended confidentiality for these wells, was offered in Sale 86 and was leased by BP Exploration on November 17, 1997. Therefore, Cascade No. 1 and No. lA no longer qualify for extended confidentiality and the data should be released on February 17, 1998. This land was formerly under ADL 381300 which was segregated from former ADL 355012. Therefore, I am rescinding my February 2, 1996 letter which authorizes the release of the data from these wells on March 4, 1996. I will extend the confidentiality of Cascade No. 1 and No. lA until 90 days after the unleased acreage in former ADL 35501.2 is reoffered for lease. It is my intent to offer this unleased acreage in Sale 86, currently scheduled for June 1997. By copy of this letter I am requesting that the Alaska Oil and Gas Conservation Commission continue to hold the Cascade No. 1 and No. 1A wells under extended confidentiality until further notice. The gl Well was drilled in January, 1993 and the #la Well was drilled as a sidetrack in March, 1993. Both these Wells were plugged and abandoned in March, 1993. These Wells are located within a radius of three miles from unleased land. The Wells penetrated hydrocarbon bearing reservoir in the Schrader Bluff, Kuparuk River, and Sag River formations. The geological information interpreted from the Wells regarding the extension of depositional trends for these pervasive reservoirs, coupled with the presence of hydrocarbons in all of these formations, provide BPXA with significant information for evaluating nearby open acreage. Therefore, we believe the extended confidentiality is warranted. These plugs where for the sole purpose to collect hydrocarbon samples to test APl gravity and viscosity. The methodology required centrifugal extraction and subsequent testing. This centrifugal process was unsuccessful, thus no suitable hydrocarbon was removed and no tests where performed. The samples are currently in storage. The program has verbal approval from Blair Wonzell of the AOGCC. Please contact AOGCC slope rep. prior to abandonment as they are likely want to witness at least some part of the operation. ! AOGCC regs. require cement plugs to be laid in openhole from 50' below to 100' above all hydrocarbon bearing formations. Procedure will be to run in open ended and pump Class G balanced plugs over the following intervals. Intervals of cement plugs: (Gauge 9-7/8" hole has a capacity of 0.095bbls/ft, if no caliper Icg is obtained, use gauge plus 20% in calculating cement volume to pump) · 1st plug:- TD- 8750'MD · 2nd plug:- 8750'-8200'MD. Depending on exact TD depth amend figures to suit pulling even stands. Top of second plug be be no deeper than 8325'MD · 3rd plug:- 5100'-4550' MD. Set a heavy-weight polymer pill below this plug to prevent fluid swap-out. After reversing pipe clean. POH to shoe, WOC until cement has enough strength to set weight on (as directed by B J), RIH and tag cement top. Top to be no deeper than 4700'MD, if tag cement deeper another balanced plug will have to be set. . RIH with a 10-3/4" cement retainer and set at 2820'. Inject all waste mud downhole. Pump 30bbls of Class G cement through the retainer, unsting and dump 8bbls of Class G cement on top of the retainer. Pressure test plug with 1000psi surface pressure. . POH without filling hole to leave the top 185' of 10-3/4" casing empty. Push a 10-3/4" cement wiper plug to 185'. Fill top 185' with Coldset II cement (18bbls). Cement top must be within 5' of ground level and extend 150' below ground level. , Remove the wellhead - return it to stores. Casing must be removed to a depth at least 3' below original ground level. Remove cellar box. . . Install a well abandonment marker:- 4" diameter post (min.), 10' long (min.), welded to plate that is welded across top of surface casing. Post to extend 4'-6' above ground level. Post must be closed at top (weld closed). If required, bring in material from offsite to supplement the excavated material - its cheaper to do it with the ice road there than have to haul in by rolligon later. . The site should be left clean with any spills totally cleared-up. Check around all the pad, the outlying tundra and all snow piles on the site boundaries as far as is possible for waste that may be partially concealed. . Co-ordinate with Tool Service to have the road markers removed once the rig has been demobilized. Tool Service to document how many markers are frozen- in too bad to remove, these will have to be picked up in the summer.
