BOX 100360 ANCHORAGE, ALASKA 99510-0360 December 29, 2006 Mr. Tom Maunder Alaska Oil & Gas Commission 333 \Vest ih Avenue, Suite 100 Anchorage, AK 99501 SCANNED JAN 1 6 2007 /J.J1o \C\1:I~ () Dear lVlr. Maunder: Enclosed please find a spreadsheet with a list of wells from the Kuparuk field (KRU). Each of these wells was found to have a void in the conductor by surface casing annulus. The voids were fIrst fIlled with cement to a level of approximately 1.0 foot. The remaining volume of annular void respectively was coated with a corrosion inhibiter, RG2401 that was engineered to prevent water from entering the annular space. As per previous agreement with the AOGCC, this letter and spreadsheet serves as notification that the treatments took place and meets the requirements of form 10-404, Report of Sundry Operations. The cement top-fill operation was completed on December 16, 2006 and the sealant top was completed on December 27,2006 for IH-Pad and December 28, 2006 for ID-Pad. Schlumberger Well Services mixed 15.7 ppg Expando cement in a blender tub. The cement was pumped into the conductor bottom and cemented up via a hose run to the existing top of cement. The 2401 sealant was pumped in a similar manner. The attached spreadsheet presents the well name, top of cement depth prior to filling, and volumes used on each conductor. Please call myself or M.l Loveland at 907-659-7043, if you have any questions. Sincerely, ~-/cO~ Jerry Dethlefs ConocoPhillips Problem Wells Supervisor . . ConocoPhillips Alaska Inc. The permit to drill does not exempt you from obtaining additional permits required by law from other governmental agencies, and does not authorize conducting drilling operations until all other required permitting determinations are made. Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035. Sufficient notice (approximately 24 hours) of the BOPE test performed before drilling below the surface casing shoe must be given so that a representative of the Commission may witness the test. Notice may be given by contacting the Commission petroleum field inspector on the North Slope pager at 659-3607. Sincerely, Original Signed By David W. Johnston David W. Maximum anticipated surface pressure is calculated using a surface casing leak-off of 13.5 ppg EMW and a gas gradient of 0.11 psi/ft. This shows that formation breakdown would occur before a surface pressure of 2,546 psi could be reached. Therefore, ARCO Alaska, Inc. will test the BOP equipment to 3000 psi. The nearest well to 1H-11 is 1H-10. As designed, the minimum distance between the two wells would be 24' @ 775' MD. The wells would diverge from that point. Incidental fluids developed from drilling operations will be hauled to the nearest permitted disposal well or will be pumped down the surface/production casing annulus of the last well drilled. That annulus will be left with a non-freezing fluid during any extended shut down (> 4hr) in pumping operations. The annulus will be sealed with 225 sx of cement followed by arctic pack upon completion of fluid pumping. *Spud mud should be adjusted to a FV between 55-75 sec/qt to drill gravel beds. Adjust FV to 45-55 sec/qt below gravel beds. RECEIVED MAR 0 1 !99 Alask~t Oil & 6as Cons.
