This memo will remain at the from of the subject well ~e.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
reddlls and or muitilaterais in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the AP! numbering methods described in AOGCC staff
memorandum "Multi-lateral (weilbore segment) Ddiling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Permits to Drill issued to your engineering group (permits for which no form 10-407 has been
received by this office).
Please review this list to determine if any of the wells were drilled in 1993. If so, please note the well
name, total measured depth, and class (development, service or exploratory). If any wells were
drilling as of 12/31/93, estimate the depth at 12:00 midnight.
We would appreciate your reply by the end of January if possible. Thank you for your cooperation

Dear Mr Schmidt:
Enclosed is the approved application for permit to re-drill the above
referenced well.
The permit to re-drill does not exempt you from obtaining additional
permits required by law from other governmental agencies, and does not
authorize conducting re-drilling operations until all other required
permitting determinations are made.
Blowout prevention equipment (BOPE) must be tested in accordance with
20 AAC 25.035. Sufficient notice (approximately 24 hours) must be
given to allow a representative of the Commission to witness a test
of BOPE installed prior to drilling a new hole. Notice may be given
by contacting the Commission at 279-1433.

3. CIRCULATE THE DIESEL OFF THE TOP 92'.
4. RUN A CBL TO VERIFY THE TOP OF CEMENT.
5. TAG TOC AT 3350' TO ENSURE ABANDONMENT PLUG PLACEMENT.
6. CUT AND RECOVER THE 7" CASING TO 2300'.
7. UNDERREAM TO 15" FROM 2037'-2300'.
8. LAY A KICK OFF PLUG FROM 2000'-2300 '
9. DRILL 8-1/2" HOLE TO 8366' MD, 5786' TVD (450'/day).
10. LOG FROM 2000' - 8366'.
11. CIRCULATE AND CONDITION THE HOLE.
12. RUN AND CEMENT 7" CASING.
13. CHANGE THE WELL OVER TO BRINE.
14. PERFORATE THE STERLING SANDS WITH TCP GUNS.
15. RUN A 2-7/8" COMPLETION WITH TCP DROP OFF GUNS ACROSS THE
BELUGA SANDS. SEE SCHEMATIC.
16. RUN A 2-3/8" HEATER STRING TO 3000'.
17. CHANGE THE TOP 3000' OVER TO GLYCOL/WATER HEATER STRING

Dear Mr. Douglas:
Per our recent telephone conversation, Union Oil Company of California (Unocal) has
previously submitted for your approval, Application for Sundry Approval form 403 for
abandonment of the bottomhole location of the 14-31 well. Unocal would like to drill
another well to a new bottomhole location, 689' FSL, 576' FEL of section 36, T14N, R9W,
SM, as referenced in the enclosed Permit to Drill form 401.
In accordance with the provisions of 20 ACC 25.005, I have enclosed check number
11216 dated December 22, 1992 in the amount of $100.00 to cover the application fee
for Permit to Drill Ivan River. In as much as field rules do not exist and Statewide spacing
applies, we hereby ask for a spacing exception to 20 AAC 25.055 to allow this well to be
opened to the well bore closer than 1,500 feet to the governmental section line, and
produce closer than 3,000 feet to other wells capable of producing from the same pool.

2. INSTALL 13-5/8", 5000 PSI BOPE AND TEST TO 3000 PSI.
3. CIRCULATE THE DIESEL OFF THE TOP 92'.
4. RUN A CBL TO VERIFY THE TOP OF CEMENT.
5. TAG TOC AT 3350' TO ENSURE ABANDONMENT PLUG PLACEMENT.
6. CUT AND RECOVER THE 7" CASING TO 2300'.
7. UNDERREAM TO 15" FROM 2037'-2300'.
8. LAY A CEMENT PLUG FROM 2000'-2300'.

IT APPEARING THAT:

UNOCAL Corporation submitted an application dated December 22,
1992 requesting ~.exception to 20 AAC 25.055 (a)(4) to allow
drilling the Ivan Ri~er-~t :14-31 RD No. 1 gas development well
closer than i500~ feet.i~m ~the boundary of a. drilling unit and to
within 3,000 feet O~ :~ther _well capable of producing from the same
pool.
Notice of hearing was published in the Anchoraga Daily News on
December 29, 1992 pursuant to 2Q~ ACC 25.540.
3. No protests to the application were received.
FINDINGS:
1. The Ivan River Unit 1:4-31 RD No. 1 well as proposed will be
directionally drilled from a proposed surface location 727 feet from
the south line (FSL) and 757 feet from the east line (FEL) of Section
1, T13N, R9W Seward Meridian (SM). The proposed bottomhole
location is 689 feet FSL and 576 feet FEL of Section 36, T14N, R9W

of the well.

CONCLUSION:
Granting a spacing exception to allow drilling of the Ivan River Unit 14-31
RD No. 1 well as proposed will not result in waste nor jeopardize
correlative rights.
NOW, THEREFORE, IT IS ORDERED:
UNOCAL Corporation's application for an exception to 20 AAC 25.055 for
the purpose of drilling of the Ivan River Unit 14-31 RD No. 1 well is
