Good Morning David,
This is definitely a fishing expedition, and I fully realize Hilcorp may not retain the data, but I
figured it didn’t hurt to ask. I’m trying to find any information on the drill stem tests conducted in
Itkillik Unit 1. The AOGCC well history file is very sparse, only 29 pages long. And I’m in Texas so I
can’t go review the logs, but the data list seems complete with no mention of any drill stem test
info.
From the 10-407:
I appreciate any assistance you can provide. And if Hilcorp doesn’t retain the data, any suggestion
of someone else I can ask would also be appreciated.

`� by the expansion of the air in the tools and drilling string
due to the rise in temperature.

The Alaska Deparun_*nt of Environmental Conser~'ation ('.&DEC) has received correspondence
from Mr. Dave Lowe. dated January 22. 1995, concermug a recent list of inactive reserve pit
closures. The list was addressed to your office and dated January, I2. 1995. Four sites were
inadvermnttv omitted by ADEC ~om the list of closure approvals, and two additional omissions
were identified by the Department while reviewing Mr. Lowe's letter. Furthermore, four sites
recei:,ed conditional closure status contingent upon surfac~ rehabilitation: three or. her locations
were mentioned, as candidates for further remedial action. Surface work is complete or in
pro~ess ar these latter sites and the/r stares is now subject :o further review bv the Department.
This corres~)ondence describes our review procedures, puts forward the Department's f'mdings,
and takes action upon the closure requests.
The sites have been reviewed in accordance with the ,4JDEC Interim Site Assessment Guidance
for Inactive Drilling Waste Sites. June 1991. The third draft of Alaska's new Solid Waste
Regulations. i 8 AAC (50. is currently under review, and this third draft contains a chapter on
Inacuve Reserve Pit closures. The closure criteria in this proposed re~m~lation parallels the closure
criteria in the 1991 Guidance Document. Closure under the 1991 Guidance Document should
constitute closure under the proposed Solid Waste Regulations. The review procedures include
an evaluation of the risk screening assessment required in the 1991 Guidance Document. and is
summarized in our previous correspondence ~'Januar),' !2. 19953. Briefly, the significance of risk
to local receptors is evaluated through study of contaminant release, exposure criteria, and
consequence criteria.

proposed Solid Waste Regulations if they are adopted as current drafted.
The Review Procedure
The cmaiitative risk screening procedure required in the above referenced document
determines whether a site presents negligible levels of risk. or if it is a significant risk
generator. A decision scheme is then employed to establish { 1') whether or not there is a

basis of concern, and (2') whether or ntt a. waste site :s iikeiv to sresent si2nificant risk to
human or environmental receptors.

The first step in this screening criteria is establishing a basis of concern:
"If the waste site has released contaminants or there are.mechanism for potential releases and
there are receptors nearby, then. there may be cause for concern, and the waste site should
be studied further." and "If there is no release of contamination or no mechanisms for
potential releases and there are no recestors nearby, then there is not a basis for concern and
the waste site should be considered ciosed."
The criteria that are measured a: a waste site to sausfv :ne above lo~ical ar_*uments are:

If either of the first two criteria and the last criteria are met. there is a basis for concern, and
before proceeding with Step" a corrective action plan shall be prepared for the site which
shall idenufy alternative wavs to correct or mitigate the basis o~' concern, prevent its
recurrence, and seiect a srefe,,-red approach. Corrective action alternatives shall be described
at a conceptual level, and the seiection or' a preferred approach shall be based on balancing
protectiveness with imstementabiiitv and cost-effectiveness.
The second step determines whether contamination at a waste site present a risk to receptors
that is si2nificam, tf risk is found not to be significant, it is considered to be "negligible."
The finding or"-si2nificant risk is based on the likelihood of exposure and the likelihood of
adverse consequences of exposure:
"For risk to be considered significant, the receptors must be vulnerable to exposure, and the
consequences of exposure must be 'adverse' to human or animal health or the environment."
and. conversely, "If exposure is unlikely or the conseauences of exposure are not 'adverse.'
then the risk is negligible.

Exposure Criteria:
Receptor exposure is considered to be likelv when:
Contaminant release mechanisms are iud~ed ~:znificant . or
Containmem migration is judged significant.
One or more contaminants are envirorumenrzily persistent.
If exr~osure is found to be uniikeiv, a findin*_ of ne_~i.i~ible risk is made on the basis of
absence of a iikeiv exaosure item and the action aian is evaiuated under the Impact/Benefit
Evaluation stea. The purpose of this step is to dete,,'-:'nine whether the benefits of taking a
corrective action would be greater than the impacts of taxing such a corrective action.
If any one of the exposure criteria are met. a finding is made that exposure is likely. Further
screening then continues to evaluate Consequence CNteria.
Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits
are considered to be likeiv when:
ia} The duration or freauencv of exposure is sufficient to cause adverse health and
environmental effects. This is evaluated bv reviewing human and wildlife use patterns at a
given waste site, waste site accessibility, and ground and surface water uses, and either;
(b) The quanti~' or concentration of one or more contaminants exceeds pertinent
federal or sate water cmalitv criteria or standards protecting health and/or the environment.
Measured contaminant concentrations in the water will be compared with health and
environmental standards and criteria for each target contaminant, to identify' exceedances.
When only human populations are at risk. health criteria are used. When only populations at
risk are nonhuman {e.g., z~sh, wildlife, vegetations, environmental criteria and standards are
used, or:
(c) One or more contaminants e,'daibit high acute toxiciw. The NIOSH toxicity rating
system [NIOSH 1974¢ will be used to identify contaminants highly toxic to mammals. This

If the duranon and freauencv of exposure is insufficient to cause adverse effects, there is no
need to evaluate the other two conseauence criteria, and a findin2 of netiihible risk is made.
If the duration and freauencv term is sufficient, but neither of the other two conseauence
criteria are met. a finding or' negiigible risk is made. The action plan is then evaluated under
the imaact.'Benefit Evaluation step.
If the duration and freauencv of exposure is dete~,'-mined to be sufficient to cause adverse
effects aha e:~qer or' the other two conseauence criteria are satisfied, then a finciint is made
that adverse conseauences are iikei,,,, and the risk at a waste site is said to be si_onificant. If
the screemng indicates that r:sk is significant, then the responsible part3.' shall rroceed with

Drill to approximately 240' & run & cement 13-3/8" csg. Install BOP. Drill to 1600' & run &
cement 9-5/8~ csg. Both strings will 'be cemented to surface. Drill to total depth & run 7~
csg. if shows so warrant such action. Drilling fluid - XP-20/Spersene mud with 8-1~ diesel.
Significant shows of oil & gas will be tested. A mud logging unit will be employed. Various
electric logs will be run to total depth, Subsequent reports will be filed as required.
