Dear Gunkel'
September 6, 2001
The Alaska Oil and Gas Conservation Commission ("AOGCC") approved the following
referenced permit to drills. The AOGCC has a long-standing policy of releasing
cancelled or expired permits two years from the date the application was approved by the
AOGCC.

Re: Expired Permit Action
WELL: Prudhoe Bay Unit S-23AXX APl # 50-029-22088-95
Permit Issued: 01/08/1999
This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission h as caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal
procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active Well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is -95.
The well number for a cancelled or expired permit is modified with an appended XX.
EXPIRED PERMITS ARE RELEASABLE 2 years from the date on the application
was issued by the commission, unless the operator ask for extended
confidentiality.
AOGCC database has been changed to reflect these changes to this permit.

Dear Mr. Stone:
Enclosed is the approved application for permit to redrill the above referenced well.
The permit to redrill does not exempt you from obtaining additional permits required by law from
other governmental agencies, and does not authorize conducting drilling operations until all other
required permitting determinations are made.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035.
Sufficient notice (approximately 24 hours) must be given to allow a representative of the
Commission to witness a test of BOPE installed prior to drilling new hole. Notice ma3' be given
by contacting the Commission petroleum field inspector on the North Slope pager at 659-3607.

Drilling Hazards/Contingencies
· None
DRILLING CLOSE APPROACH:
INTERMEDIATE SECTION:
· The Kingak shale is considered mechanically unstable over 50° inclination. The
5787' intermediate section will be drilled at inclinations up to 32° with mud
asphalt products added for reduced shale reactivity.
· Gas cut mud has been observed in the Ugnu(3800' TVDss) and Kuparuk(6500'
TVDss) which will be controlled with appropriate mud weights. In addition, tight
hole conditions have been encountered in the Kingak shales at 7400' TVDss.
Mud weights as high as 11.0 ppg and the addition of shale stabilizers may be
required.
· The kick tolerance for the 8.5" open hole section would be 38 bbls assuming an
influx at 9687' TD. This is a worst case scenario based on a 9.0 ppg pore
pressure gradient and a fracture gradient of 11.0 ppg with a 11.0 ppg mud in the
hole.
PRODUCTION SECTION:
S-24Ai Permit to Drill
· Stuck pipe has not been recorded in the production interval but differential
sticking will be a problem if loss circulation is occurring.
· The kick tolerance for the 7" shoe would be an infinite influx(annular volume)
assuming an influx at the 12,403' TD. This is a worst case scenario based on a
7.2 ppg pore pressure and a minimum fracture gradient of 10.0 ppg with a 8.5
ppg mud in the hole.
Disposal
No annular injection in this well.
Cuttings Handling: Cuttings should be hauled to the ball mill at CC-2A.
Fluid Handling: Haul all drilling and completion fluids and other Class II wastes
to CC-2A for injection. Haul all Class I wastes to Pad 3 for disposal. In addition,
haul all cuttings from drilling operations to CC-2A for disposal, except any metal
cuttings which will be sent to the North Slope Borough.
SUMMARY SIDETRACK PROCEDURES
Pre-Riq Work:
,
Perform a cement P&A of 15.8 ppg class 'G' cement with adequate cement volume to cover the 7"
liner from PBTD at 11,582' to a minimum of 100' above the top perforation at 11,165' plus squeeze 5
bbls to the perforations. Estimated cement volume needed is 25 barrels. A full bore P&A is
recommended but is at the discretion of the Wells Group. There are no GLM's in the completion
string.
Note: Top of cement must be at a minimum of 9734' for AOGCC compliance. Top of cement may
extend into the tubing as long as it does not interfere with the tubing cutting operations.
2. Rig up slickline, tag and document top of cement.
3. Cut the 4 1/2,' L-80 tubing in the middle of a full joint of tubing at 4600'. This cut will not be fished and
is at the discretion of the Wells Group as to chemical or jet cut. The 4-1/2" tubing is internally
plastic coated TDS,
4. Test the FMC 9-5/8" mandrel packoff and tubing hanger seals to 5000 psi for 30 minutes.
5. Test the casing against the cement plug to 3000 psi for 30 minutes. Freeze protect top 2200' MD with
diesel. Ensure the cut is successful and communication exists between casing/tubing to avoid tubing
collapse.
6. Bleed tubing and annuli pressures to zero. Set a BPV in the tubing hanger and test from below to
1000 psi. Secure well.
7. Remove the well house and flowlines. If necessary, level the pad. Please provide total well
preparation cost on the handover form.
Riq Operations:
1. MIRU Nabors7ES
2. Circulate out freeze protection. Set TWC.
3. Nipple down tree. Nipple up and test BOPE.
4. Pull 4-1/2" tubing.
5. Make up an 8.5" bridge plug on drill pipe and set at 4200'.
6. Weight test the bridge plug and pressure test the casing to 3000 psi for 30 minutes.
S-24Ai Permit to Drill
7. Displace the well to milling fluid and spot a 18 ppg pill from the bridge plug to the milled section.
8. RIH with 9-5/8" Baker section mill assembly and mill a 50' window from 3900' to 3950'.
9. RIH with a mule shoe to 100' below the base of the section and spot a 17 ppg balanced cement plug
from 100' below the section to 200' above the section.
10. Kick-off drilling the 8-1/2" intermediate section to TSag @ _+9687' md(8744' TVD).
11. Run and cement a 7", 26# intermediate liner with a minimum of 150' liner lap in the 9-5/8".
12. Test the 7" and the 9-5/8" casing from the 7" landing collar to surface to 3000 psi for 30 minutes.
13. Drill the 6" production section building 34°/100' to horizontal targeting the Sag River sands(8744'
TVD) to an estimated depth of 12,403' md(8823' TVD).
14. Run a 4-1/2", 12.6# slotted production liner throughout the 6" wellbore. A Bonzai(solid/cemented and
slotted) liner will be a contingency dependent on the amount of drilled
15.
16.
17.
18.
19.
20.
21.
22.
Run a USIT / CBT on e-line as deep as possible logging the 4.5" and 7" cement bond for 1000' above
the top of the 4.5" liner.
Test the 4-1/2", 7" and 9-5/8" casing from the 4-1/2" landing collar to surface to 4000 psi for 30
minutes.
The 4-1/2" production liner will be perforated with DPC 2.75" guns on a 400 psi under balance.
Perforating intervals to be determined after reviewing logs.
Run 4-1/2" NSCT L-80 completion tying into the 4-1/2" liner.
Test the tubing to 3500 psi and annulus to 3500 psi for 30 minutes with 2000 psi on the tubing.
Nipple down the BOPE. Nipple up and test the tree to 5000 psi.
Freeze protect the well to ~2200' and secure the well.
Rig down and move off.
