Sunday Aoril 22, 20.0t: I traveled to BPXs MPU J & ! Pads and witnessed the semi
annual safety valve system testing.
As the attached AOGCC Safety Valve System Test Report indicates I witnessed the
testing of 17 wells and 34 components with no failures. Lee Hulme performed the
testing today; he demonstrated good test procedures and was a pleasure to work
with.
I also inspected the well houses on these pads during the SVS testing. All
the welihouses were very clean and the equipment appeared to be in excellent
condition.

This memo will remain at the front of the subject well file.
Our adopted conventions for assigning AP! numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The ,APl number and in some instances the well name reflect the number of preexisting
reddlls and or muitilaterais in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to ddil.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the AP! numbering methods described in AOGCC staff
memorandum "Multi-lateral (weilbore segment) Ddlling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Dear Mr. Johnston:
Attached are the Applications for Permit to Drill (Forms 401 and attachments) requesting
approval to drill Milne Point Unit wells J-5, J-6, J-7 and J-8, located in tract 14 of the Milne
Point Unit. Well J-5 will be drilled as a horizontal well to continue development of the
Schrader Bluff Pool in Tract 14 of the Milne Point Unit. The rig to be utilized to drill these
wells is the Nabors Alaska 27-E. Drilling of these wells is scheduled to commence in early
August 1991 and continue through mid September.,1991. If there are any questions

The 13-3/8" conductor will be set at 80' below ground level
then cemented to the surface with ±600 sacks Permafrost type

The 9-5/8" surface casing will be set approximately 500' below
the base of the permafrost at 2,452' MD/2,400' TVD and
cemented to surface. The cement slurry will consist of a lead
slurry of approximately 650 sacks Permafrost Type "E" followed
by a class "G" tail of approximately 300 sacks. A top job
utilizing Permfrost Type "C" cement will be performed if
cement is not circulated to surface.

The 7" production casing will be set at 4,852' MD/4,451' TVD
or approximately 300' below the base of the Schrader Bluff "O"
series sands. Class "G" cement (approximately 300 sacks) will
be circulated from the 7" shoe to 500' above the top of the
Schrader Bluff "K" series sand. After the 7" casing is set,
the drilling rig will move off and the well will be completed
using a work over rig.

III. Drilling Program
Conoco Inc. proposes to drill MPU well J-8 to continue
development of the Schrader Bluff Pool at Milne Point. The
mud system will consist of a fresh water spud mud (9.0 - 9.2
ppg) from the surface to the 9-5/8" casing point at
approximately 2,452'. A low solids, non-dispersed system (9.2
- 9.4 ppg) will be used from 2,452' to the 7" casing point at
4,852' T D.
Single shot surveys will be taken at the 9-5/8" and 7" casing
points. MWD surveys will be taken every 30' in the build
interval and every 100' in the vertical and slant sections.
A gyro survey will be run from T D to surface at the
completion of the well. All surveys will be referenced to the
Section Grid System and corrected for magnetic declination.
A complete set of open hole logs will be run from T D through
the top of the Schrader Bluff interval.
A 20", 2,000 psig diverter will be installed on the 13-3/8"
conductor for drilling surface hole. A 13-3/8", 5,000 psi
RSRRA BOPE stack will be nippled up to the surface casing for
drilling the production hole. Pressure tests and function
tests will be performed on the pressure control equipment as
per State Regulations. Maximum downhole pressure is estimated
at approximately 1,950 psig and based on initial reservoir
pressure. Maximum surface pressure is estimated at 1,850
psig, based on an unexpanded gas bubble with temperature
effects not taken into account.
The closest wellbore is MPU well J-4 with 159' of closure at
1480' MD/1480' TVD. Approximately 400 sacks of Permafrost
Type C cement displaced with dead crude and/or diesel will be
pumped down the 7" x 9-5/8" annulus for final arctic pack and
freeze protection after disposing of excess drilling fluids.

1. The hydraulic control syste~ will b~ in accordar.ce with AP1
specifications and A4Z~ requirements.
a. The HCR valve will' open when the-preventer closes. A single
I0" relief line will run off of the drilling spool HCR valve
and will have a targeted downstream tee for downwind
diversion. Valves on both sides of the te~ will b~ full
opening and linked together to enabl~ on~ to always be o[)~-~n
