IT APPEARING THAT:
1.By application dated September 8, 2023, Hilcorp Alaska, LLC. (Hilcorp), as the operator
of the Milne Point Unit (MPU), requested the Alaska Oil and Gas Conservation Commis-
sion (AOGCC) issue an amended order to expand the areal extent of Area Injection Order
No. 10B (AIO 10B) in conjunction with an expansion of the Kuparuk River Oil Pool
(KROP) in the MPU.
2.Pursuant to 20 AAC 25.540, the AOGCC scheduled a public hearing for November 7,
2023. On September 28, 2023, the AOGCC published notice of the hearing on the State of
Alaska’s Online Public Notices website and on the AOGCC’s website, and the AOGCC
electronically transmitted the notice to all persons on the AOGCC’s email distribution list.
On October 1, 2023, the notice was published in the ANCHORAGE DAILY NEWS.
3.The AOGCC received no comments or request to hold the proposed hearing.
4.The tentatively scheduled hearing was vacated.
FINDINGS:
1.Operators: Hilcorp is the operator of the MPU and all leased acreage within the proposed
Affected Area.
2.Owners and Landowners: Hilcorp, Eni Petroleum US LLC, Herbaly Exploration LLC, and
George Alan Joyce are the owners of the MPU. The State of Alaska, Department of Natural
Resources (DNR) is the landowner.
3.Affected Injection Strata: AIO 10B authorizes injection into multiple strata in the MPU. It
authorizes enhanced oil recovery (EOR) injection into the KROP (6,474’ to 6,880’
measured depth [MD] in the West Sak River State No. 1 well [API No. 50-029-20090-00-
00]), the Schrader Bluff Oil Pool (SBOP) (4,174’ to 4,800’ MD in the MPU Well No. A-
01 [API No. 50-029-20376-00-00]), and the Sag River Oil Pool (SROP) (8,810’ to 8,884’
MD in the MPU Well No. A-01).
4.According to Hilcorp, interpretation of seismic and well data suggest that the strata
authorized for injection in AIO 10B extend beyond the northern limit of the defined
Affected Area of AIO 10B.

CONCLUSION:
Geological and geophysical data support the interpretation that Hilcorp’s proposed expansion area
is part of the KROP, thus expanding the affected area is appropriate.
NOW, THEREFORE, IT IS ORDERED:
This order supersedes Area Injection Orders No. 10, 10-A, and 10B and all previously issued
administrative approvals except AIO 10B.006, AIO 10B.009, AIO 10B.010, AIO 10B.011, AIO
10B.013, AIO 10B.014, AIO 10B.017, 10B.018, AIO 10B.019, and AIO 10B.020 which remain
in effect. The findings, conclusions, and administrative record for these orders are incorporated in
this order. The following rules, in addition to statewide requirements under 20 AAC 25 (to the
extent not superseded by these rules), govern enhanced oil recovery injection operations in the
following area. This area corresponds to the leases held by the Milne Point Unit as of the effective
date of this order.

Rule 1 Authorized Injection Stratum for Enhanced Recovery and Authorized Injection
Fluids
Subject to the conditions and limitations set out below, EOR injection operations as described in
the operator's currently effective applications are approved for the KROP, SBOP and the SROP
within the above defined area. Authorized injection stratum and authorized injection fluids are set
out below for KROP (Part A), SBOP (Part B), and SROP (Part C).
PART A – Kuparuk River Oil Pool
1. Kuparuk River Oil Pool - Authorized Injection Stratum:
Authorized fluids may be injected into the stratum that correlates with the interval between
the measured depths of 6,474 feet and 6,880 feet in the ARCO Alaska, Inc. West Sak River
State Well No. 1.
2. Kuparuk River Oil Pool - Authorized Injection Fluids:
Fluids authorized for injection for the KROP:
a. produced water and gas from MPU production for purposes of pressure
maintenance and enhanced recovery;
b. source water from the Prince Creek Formation;
c. seawater to thermally fracture gas injection wells;
d. tracer survey fluid to monitor reservoir performance;

e. fluids injected for the purposes of stimulation per 20 AAC 24.280(2),
f. miscible gas injectant (including NGLs imported from the Prudhoe Bay Unit for
purposes of pressure maintenance and enhanced recovery);
g. freeze protection fluids;
h. boiler condensation; and
i. non-hazardous treated wastewater from the Milne Point Wastewater Treatment
Plant and non-hazardous water collected from MPU reserve pits, well house cellars
and standing ponds.
PART B – Schrader Bluff Oil Pool
1. Schrader Bluff Oil Pool Authorized Injection Stratum:
Authorized fluids may be injected into the stratum that correlates with the interval between
the measured depths of 4,174 feet and 4,800 feet in the Conoco MPU Well No. A-1..
2. Schrader Bluff Oil Pool Authorized fluids:
Fluids authorized for injection for the SBOP are:
a. produced water from MPU production for purposes of pressure maintenance and
enhanced recovery;
b. source water from the Prince Creek Formation;
c. tracer survey fluid to monitor reservoir performance;
d. fluids injected for the purposes of stimulation per 20AAC24.280(2);
e. polymer solutions;
f. freeze protection fluids;
g. boiler condensation;
h. non-hazardous treated wastewater from the Milne Point Wastewater Treatment
Plant and non-hazardous water collected from MPU reserve pits well house cellars
and standing ponds; and
i. Source water from the Ivishak Formation.
PART C – Sag River Oil Pool Discussion
1. Sag River Oil Pool - Authorized Injection Stratum:
Authorized fluids may be injected into the stratum that correlate with the interval between
the measured depths of 8810 and 8884 feet within MPU A-01.
2. Sag River Oil Pool - Authorized Injection Fluids:
Fluids authorized for injection for the SROP are:
a. produced water and gas from MPU production for purposes of pressure
maintenance and enhanced recovery;
b. source water from the Prince Creek Formation;
c. seawater to thermally fracture gas injection wells;
d. tracer survey fluid to monitor reservoir performance;
e. fluids injected for the purposes of stimulation per 20 AAC 24.280(2);
f. freeze protection fluids;
g. boiler condensation; and

h. non-hazardous treated wastewater from the Milne Point Wastewater Treatment
Plant and non-hazardous water collected from MPU reserve pits well house cellars
and standing ponds. Authorization to continue injection of these fluids is subject to
a report on December 31, 2003, confirming fluid compatibility with SROP.
Rule 2 Fluid Injection Wells
The underground injection of fluids must be 1) through a well permitted for drilling as a service
well for injection in conformance with 20 AAC 25.005; 2) through a well approved for conversion
to a service well for injection in conformance with 20 AAC 25.280; or 3) through a well that
existed as a service well for injection purposes on the effective date of AIO 10 (September 19,
1986).
Rule 3 Monitoring the Tubing-Casing Annulus Pressure Variations
The tubing-casing annulus pressure and injection rate of each injection well must be checked at
least weekly to confirm continued mechanical integrity.
Rule 4 Demonstration of Tubing-Casing Annulus Mechanical Integrity
A schedule must be developed and coordinated with the Commission that ensures that the tubing-
casing annulus for each injection well is pressure tested prior to initiating injection, following well
workovers affecting mechanical integrity, and at least once every four years thereafter.
Rule 5 Notification of Well Integrity Failure
Whenever injection rates and/or operating pressure observations or pressure tests indicate pressure
communication or leakage of any casing, tubing or packer, the operator must immediately shut in
and secure the well, notify the Commission on the first working day following the observation,
and submit a plan of corrective action on Form 10-403 for Commission approval. Additionally,
notification requirements of any other State or Federal agency remain the operators’ responsibility.
Rule 6 Notification of Improper Class II Injection
Injection of fluids other than those listed in Rule 1, above, without prior authorization is considered
improper Class II injection. Upon discovery of such an event, the operator must immediately
notify the Commission, provide details of the operation, and propose actions to prevent recurrence.
Additionally, notification requirements of any other State or Federal agency remain the operator’s
responsibility.
Rule 7 Other Conditions
a. It is a condition of this authorization that the operator comply with all applicable
Commission regulations.
b. The Commission may suspend, revoke, or modify this authorization if injected
fluids fail to be confined within the designated injection stratum.

By letter dated July 27, 2022, Hilcorp Alaska LLC (Hilcorp) requested the Alaska Oil and Gas
Conservation Commission (AOGCC) rescind Conservation Order 205 (CO 205) and its
administrative approval CO 205.001 and amend AIO 10C to add Kuparuk River Oil Pool (KROP)
injection well survey requirements modified from Rule 4 of Conservation Order 205 (CO 205).
On its own motion the AOGCC proposes to rescind Rule 3 of CO 205 and amend CO 816 to add
a reservoir surveillance report requirement that’s consistent with the requirements for the other
MPU oil pools.
It is recognized that all 4 rules of CO 205 have been superseded by subsequent AOGCC orders or
regulations or will be superseded by this administrative approval:
x The requirements of “Rule 1. Well Spacing” are covered by the current pool rules in CO
816, Rule 3.
x “Rule 2. Administrative Action” was superseded by regulation 20 AAC 5.556 (d).
x The requirements of “Rule 3. Milne Point Unit Waterflood Surveillance Program” will
be rescinded and replaced by this administrative approval.
1Note: AIO 10B was superseded by AIO 10C after Hilcorp’s request to amend AIO 10B was submitted. However,
the above-described changes to the injection well profile survey requirements were not incorporated into AIO 10C.
Thus, Hilcorp’s request to amend AIO 10B is considered a request to amend AIO 10C.

x “Rule 4. Injectivity Profiles” was restated in CO 205.001 and will be rescinded and
replaced by this administrative approval.
The AOGCC has concluded that the periodic follow-up injection well survey requirements of CO
205.001 are not required for multi-zone injectors. However, initial injection profile surveys for
multi-zone injectors are still required. Multi-pool injectors will require both initial and periodic
follow-up injection profile surveys.
NOW THEREFORE IT IS ORDERED:
CO 205 and its accompanying administrative approval, CO 205.001, are hereby rescinded.
AIO 10C is hereby amended with the addition of the following new rule:
Rule 9 Injection Well Survey Requirements for Kuparuk River Oil Pool:
A quantitative injection profile survey will be obtained on each multiple zone
injectorwithin 9 months of sustained injection. Single and multiple zone injectors may
besurveyed at the operator’s discretion if anomalous injection performance is evident
ormechanical damage is suspected or if required to obtain data for waterflood
management.Multiple pool injectors will require a quantitative injection profile survey
within 9 monthsof sustained injection. Follow-up surveys will be performed on a
rotating basis on one-third of the multiple pool injectors each calendar year. Completed
injection well profilesurveys will be filed with the AOGCC as part of the annual Milne
Point Unit Waterfloodand Reservoir Surveillance Report.
CO 816 is hereby amended to add the following rule:
Rule 9 Annual Reservoir Surveillance Report
An annual Kuparuk River Oil Pool Surveillance report is required by April 1 of each year.
The report shall include, but is not limited to, the following:
DProgress of enhanced recovery project implementation and reservoir management
summary including results of reservoir studies.
EVoidage balance by month of produced fluids and injected fluids and cumulative status
for each producing interval.
FSummary and analysis of reservoir pressure surveys within the pool.
GResults and, where appropriate, analysis of production and injection log surveys, tracer
surveys, observation well surveys, and any other special monitoring.
HReview of pool production allocation factors and issues over the prior year,
IFuture development plans.
JReview of Annual Plan of Operations and Development.

Dear Mr. Wellman:
By letter dated March 19, 2025, Hilcorp Alaska, LLC (Hilcorp) requested administrative approval
to perform a five-year Water Flow Log (WFL) on MPU J-16 to assure injection confinement from
newly drilled Schrader Bluff injection well MPU I-23.
In accordance with 20 AAC 25.556(d), the Alaska Oil and Gas Conservation Commission
(AOGCC) hereby GRANTS Hilcorp’s request.
The Area of Review (AOR), completed as part of a permit to drill for new Schrader Bluff produced
water injector I-23, identified that J-16 does not have sufficient cement isolation of the Schrader
Bluff formation. AOGCC agreed that the I-23 well could be placed on injection if the J-16 well
was monitored for potential out of zone injection. An initial (pre-I-23 injection) WFL of March
28, 2024, established a baseline and detected no flow across the Schrader Bluff formation at J-16.
To assure continued in-zone injection, Hilcorp shall perform repeat WFL on J-16 every 5
years. Accordingly, the AOGCC believes that the well’s condition does not compromise
overall well integrity so as to threaten human safety or the environment.
AOGCC’s approval to continue water injection only in I-23 is conditioned upon the following:
1. Hilcorp shall perform a WFLor oxygen activation log, across the Schrader Bluff formation
at J-16, every five years, and evaluate for communication or out-of-zone injection effects.
The next WFL is due before or during the month of March 2029.

Subject: Kuparuk PWI Injection Well MPJ-16 (PTD# 195-169) Request for Administrative Approval.
Dear Commissioner Chmielowski,
Hilcorp North Slope, LLC requests administrative approval for a 5 year Water Flow Log (WFL) on PWI injection
well MPJ-16 based on the findings from the Area Of Review (AOR) of PWI injection well MPI-23 (PTD# 224-012).
The MPI-23 AOR identified that MPJ-16 does not have sufficient cement isolation of the Schrader Bluff formation.
The PTD for MPI-23 was approved on 3/8/24 with condition of approval that the well would not be placed on
injection prior to an approved monitoring plan with the AOGCC for MPJ-16. A WFL was performed on MPJ-16 on
3/28/24 detecting no flow across the Schrader Bluff. The results were provided to the AOGCC and email approval
from AOGCC was received on 4/16/24 for injection into MPI-23 with agreement to perform a WFL on MPJ-16
every 5 years. PWI injection began on MPI-23 on 6/18/24.
Hilcorp Alaska, LLC requests to operate MPI-23 under administrative approval for continued water injection only
based on the following:

operator of the Milne Point Unit (MPU), requests that the Alaska Oil and Gas Conservation Commission
(AOGCC) expand the map extent of the Kuparuk River Oil Pool (KROP) in the MPU and expand the map
extent of Area Injection Order No. 10B (AIO 10B). On its own motion the AOGCC proposes modifying
the KROP affected area to conform to unit boundaries.
CO 432E defines the KROP, which extends from the Kuparuk River Unit (KRU) operated by
ConocoPhillips Alaska, Inc., into the MPU and prescribes rules for its development. AIO 10B authorizes
enhanced oil recovery injection operations for the KROP, Schrader Bluff Oil Pool, and the Sag River Oil
Pool in the MPU. Hilcorp proposes to amend these orders to expand the map extent of the KROP in the
MPU to include new acreage to be developed under the same rules as the rest of the KROP.
In addition to Hilcorp’s requests, the AOGCC proposes to contract CO 432E to contain only the portion of
it that is currently in the KRU and issue a new conservation order to contain the acreage contracted out of
CO 432E and, if approved, the proposed expansion acreage. Aside from some minor changes that will be
necessary to eliminate a rule that is specific to a unit from the rules for the other pool and some grammatical
changes to make clear the rule applies to a single unit instead of multiple units, the rules for the contracted
CO 432E and the newly established order establishing pool rules for the KROP in the MPU would be
essentially identical to the rules that currently exist in CO 432E. This would have the effect of allowing
each operator and each field to have its own set of pool rules that could be modified as needed in the future
for that field’s/operator’s specific purposes. This would also be consistent with how the AOGCC prescribes
rules for other pools, such as the Nanushuk Formation and Schrader Bluff Formation, for which the geology
crosses unit boundaries.

Hilcorp Alaska, LLC (Hilcorp), as Operator of the Milne Point Unit, hereby submits this
application for expanding the Affected Area of the Milne Point Unit Area Injection Order
1OB (AIO 1013).
Proposed Affected Area Expansion
Hilcorp requests to expand the Affected Area of AIO 1 OB to include T14N, R10E Sections
5-8 ("Expansion Area"), being the same lands that comprise State Oil and Gas Lease ADL
394167 and depicted in Figure 1. These lands will be targeted in the future, beginning as
early as Q4 2023. Hilcorp submits this application to the Alaska Oil and Gas Conservation
Commission (the "Commission") to expand the application of the rules of AID IOB to
include the Expansion Area.
Authorized Injection Stratum
The defined stratum authorized for injection subject to the conditions and limitations of
AIO 1 OB are defined as: '
Schrader Bluff Oil Pool (SBOP)
The stratum that correlates with the interval between the measured depths of 4,174
feet and 4,800 feet in the Conoco MPU Well No. A-1.
Kuparuk River Oil Pool (KROP)
The stratum that correlates with the interval between the measured depths of 6,474
feet and 6,880 feet in the ARCO Alaska, Inc. West Sak River State Well No. 1.
Saa River Oil Pool (SROP)
The stratum that correlates with the interval between the measured depths of 8,810
and 8,884 feet within the MPU A-01 Well.

Geology
Well data within the proposed Expansion Area does not exist at this time. Hilcorp has
submitted confidential seismic data to the Commission. Figure 2 depicts the location of
the north -south cross section of said data, beginning from known well control in the south
(MPF-33 Well) to the north (North Milne Point-1 Well), and extrapolates further north
into the Expansion Area outlined in red.
Review of this internal seismic data gives high confidence that the three authorized
stratum are present and that the confining intervals defined in AIO 1 OB are also still
present. Specifically, in the SROP, the Kingak and Shublik Formations will act as the
upper and lower confining layers respectively; In the KROP, the Colville mudstones and
Miluveach Shale act as the upper and lower confining layers respectively; In the SBOP,
the Ugnu Shales and Colville mudstones are the upper and lower confining layers.
As of the date of delivery of this application, and in accordance with 20 AAC 25.055(d)(1),
notice of Hilcorp's proposal to expand the AIO IOB Affected Area has been sent by
certified mail to those certain owners, landowners, and operators of property within Y< mile
of the proposed Expansion Area listed in Exhibit A. A copy of the notice and corresponding
certified mailing receipts have been attached to this application.
Pursuant to 20 AAC 25.055(d)(3), and attached as Exhibit B, is an affidavit executed by a
person acquainted with all pertinent facts of this application and verifying that all facts set
forth herein are true.
It is requested that the Commission schedule a public hearing to review Hilcorp's
application for expansion of AIO 1 OB in accordance with 20 AAC 25.540.

Hilcorp Alaska, LLC (Hilcorp), as Operator of the Milne Point Unit, will be submitting to the Alaska
Oil and Gas Conservation Commission (AOGCC) the enclosed application for expansion of the
Affected Area of Area Injection Order 1013 (AIO 10B).
Pursuant to 20 AAC 25.055(d)(1), all owners, landowners, and operators of all properties within
3,000ft of the lands subject to the application for which the expansion is sought must receive notice of
such application.
As an owner of certain property located within 3,000ft of the lands subject to its application, please
allow for this letter to serve as notice of Hilcorp's intent to submit the enclosed application, and its
request for the AOGCC to schedule a public hearing to review said application in accordance with 20
AAC 25.540.
Hilcorp is not proposing any changes to the rules of AIO IOB. The correlative rights of all affected
owners, landowners, and operators will not be adversely impacted by approval of this application.
