DOC R Memorandum State of Alaska Oil and Gas Conservation Commission Re: Cancelled or Expired Permit Action EXAMPLE: Point McIntyre P2-36AXX API# 029-22801-95 This memo wffi remain at the front of the subject well ~e. Our adopted conventions for assigning AP! numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting reddils and or muttilaterais in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to ddll. The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbenng methods described in AOGCC staff memorandum "Multi-lateral (wellbore segment) Ddiling Permit Procedures, revised December 29, 1995. DIVERTER SYSTEM The diverter system will consist of a 29-1/2"x 500 psi annular preventer, a 30" x 500 psi riser, and two 16" diverter lines each equipped with a 16" hydraulically actuated full-opening ball valve. A preselected diverter valve will open automatically and simultaneously when the annular is closed. The direction of flow can be changed without opening the annular. BLOWOUT PREVENTERS The blowout preventer stack will consist of a 16-3/4" x 5000 psi Hydril type GK annular preventer, a 16-3/4" x 10000 psi Hydril double gate ram type preventer outfitted with blind rams in the bottom and pipe rams in the top, a 16-3/4" x 10000 psi drilling spool (mud cross) equipped with a 4-1/16" x 10000 psi outlet and a 3-1/16" x 10000 psi outlet, and a 16-3/4" x 10000 psi Hydril single gate ram type preventer outfitted with pipe rams. A 16-3/4" x 5000 psi riser will be utilized between the blowout preventers and the casing spools. The choke manifold will be rated 3-1/16" x 5000 psi. It will include a remote hydraulic actuated choke and a hand adjustable choke. Also included is a poor- boy gas buster, and a vacuum-type degasser.
