This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to ddil. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
if a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
reddils and or muitilaterais in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to ddil.
The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (wetlbore segment) Ddiling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Enclosed is the approved application for permit to drill the
above referenced well.
The permit to drill does not exempt you~ from obtaining
additional permits required by law from other governmental
agencies, and does not authorize conducting drilling
operations until all other required permitting
determinations are made.
Sufficient notice must be given to allow for a
representative of the commission to witness the BOPE
installed on the surface casing and a test of same prior to
drilling out the surface casing shoe.

Dear Sir:
Attached is a Permit to Drill for Niksik #1, an Exploratory well we propose to
drill South of Prudhoe Bay this Winter in the Kuparuk Uplands area. There
is no close approach data included as the nearest well is 9.5 miles away.
Also attached as part of the permit is a letter concluding the results of
shallow gas surveys in the area indicate no shallow hazard.
At this time, we do not have a certified survey of the location. We expect to
have this work done within 10 days, at which time a copy of the plat will be
sent to the Commission.

Dear Sir:
The following information concerning the mud system is supplied to
supplement the Permit to Drill for well Niksik #1.
SURFACE HOLE (0-2500'): freshwater spud mud with mud weights 8.7-9.8
PPg.
FINAL HOLE (2500-TD)' fresh water-lightly dispersed gel mud with mud
weights 8.8-10.4 ppg. No overpressured zones are expected. No H2S
has been encountered in the area, nor is it expected in this well.
Full mudlogging facilities will be on location during the drilling phase.
Sufficient equipment will be in place and practices will comply with
regulation 25.033.

PROPOSED DRILLING AND COMPLETION PROGRAM
NIKSIK #1
Objective:
It is proposed to drill Niksik #1 as an Exploration well during the
winter months of 1990-91. The well is to be drilled from an ice pad
to be built approximately 35 miles southwest of W-Pad in the Eileen
West End area. An ice road from W-pad will provide access.
The well will be a deviated hole to approximately 9225' TVD BKB
(9325' MD BKB). No overpressured zones are expected and seismic
data indicates no shallow gas pockets.
Operation:
Install and cement 80' of 20" conductor to surface.

Drill 17-1/2" hole vertically to 2500' and cement 13-3/8", 68#/ft,
NT8OCYHE, ERW, Buttress casing to surface.
Install blowout prevention equipment consisting of 5000 psi W.P.
pipe rams, blind rams, and annular preventer. Maximum expected
bottom-hole pressure is 4730 psi at 9000' TVDss. Maximum
possible surface pressure is 3640 psi based on a gas column to
surface.
Drill a maximum of 10' of new hole and perform a formation leak-off
test. Drill, and core an 8-1/2" hole vertically to TD at
approximately 9325' MD. Run open hole logs and seismic. If testing
is required, run 7", 29#/ft, L-80 TKC casing from TD to surface and
cement using Class G cement. Any testing will be done with the rig
on location.
Clean out to 7" float equipment. Change over to 10.2 ppg NaCI
completion fluid. Test casing to 3000 psi. Rig up test facilities and
flow test the well through drill pipe or tubing.

Suspend or abandon the well with the appropriate plugs and markers
according to AOGCC regulations. Move the rig and equipment from
location and clean the pad and the ice road access area.
Non-hazardous waste fluids incidental to the well will be trucked
from the location to an approved disposal site or pumped down the 7"
x 13-3/8" annulus. If the well is suspended, the 7" x 13-3/8"
annulus and the inside of the 7" casing will be adequately freeze
protected.

Subject: Overpressured Gas Survey for Kuparuk Uplands 'E' Well
In compliance with the Alaska state permitting requirements, the potential for
overpressured gas in the Kuparuk Uplands 'E' well was checked. The analysis
consisted of examining interval velocity records from seismic stacking velocities
across the well site (see attachments) looking for anomalous Iow velocity zones
not penetrated in surrounding wells (Wolfbutton 25-6-9 & Toolik Fed. #2). None
of the intervals at the proposed well site showed this character. One minor
anomaly does occur about 4 miles to the SE of the drillsite on line WG83-42 in
the MBK50 interval, but the uniqueness of this point and the small velocity drop
(2000 FPS) suggest that this is not an overpressure zone. Because of these
results, and the lack of overpressure in other nearby wells, we conclude that
there is no evidence of an overpressured zone in the Kuparuk Uplands 'E' well.
The shallow gas requirements for this well are discussed in an exploration
memo dated November 20,1990 which checked all the Kuparuk Uplands
locations. That survey concluded that this location contains no shallow gas
risk.

SUBJECT: Shallow Gas Survey for 1990-91 KuDaruk Uolands Drilling
In Compliance with the Alaska state permitting requirements, the potential for
shallow gas sources in the first 2000 ft. of each permitted well site (Kuparuk
Uplands 'A' through 'F') was checked. The analysis consisted of examining
CDP records across each well site (see attachments)looking for the following
effects: anomalous high (or Iow) amplitude reflectors, velocity pull-downs, or
phase changes. None of the proposed well sites showed any of these features.
in addition, interval velocities near the drill sites showed no anomalous lows
which might indicate gas zones. Because of these results, and the lack of
shallow gas in other nearby wells, we conclude that there is no evidence of
shallow pressured gas on any of the Kuparuk Uplands wells.
