The shut in pressure (Pr) at the perforations was changed due to the interpretation of the pressure gradient data generated by the pressure bomb. (Enclosed) INTRODUCTION Walakpa No. 6 was the third well drilled in the Walakpa Gas Field Development Program and was drilled in March, 1991. This development program was designed to drill as many as eight wells in the Walakpa Gas Field during the 1990-91 and 1991-92 winter drilling seasons. The field is located about 18 miles south- southwest of Barrow and was accessible by an ice road connecting with the Barrow Gas Field road. This well is located 978 feet from the north line and 1519 feet from the east line of Section 28, Township 20 North, Range 19 West, Umiat Meridian, Alaska. The latitude is 71 degrees 03' 43.79" North and the longitude is 156 degrees 52'29.89" West. Alaska Plane Coordinates are: x = 633,736 and y = 6,239,497, Zone 6. The Kelly Bushing elevation of this well was 41 feet above sea level. All depth measurements in this report are in reference to this datum unless otherwise specified. The Walakpa No. 6 well was drilled 2 miles east of Walakpa No. 3. The No. 6 well is the easternmost well of the four wells in the 1990-91 drilling program. Structurally, Walakpa No. 6 is located updip from Walakpa No. 2 and downdip from Walakpa No. 3. Both of these wells tested gas in the Lower Cretaceous (Neocomian) Walakpa Sandstone, therefore No. 6 well was also expected to encounter gas in the Walakpa Sandstone. The objectives of Walakpa No. 6 were to test and develop the Walakpa Sandstone. The prognosis depth to the top of the Walakpa Sandstone was 2443'. The productive zone was forecast to be 34 feet thick. Walakpa No. 6 was spudded on March 10, 1991, and was drilled to a total depth of 2570'. On April 4, 1991, the well was completed as a gas well, with perforations in the Walakpa Sandstone, from 2442' to 2474'. The well is presently shut in awaiting pipeline facilities. The Department of Industrial Development of the North Slope Borough supervised and directed the drilling and support operations for this well through their Barrow Gas Field Development Project. All engineering and drilling operations were managed by Allen and Crouch, Petroleum Engineers. Geological matters were supervised by Arctic Slope Consulting Group. All other tops from wireline data. Walakpa Sandstone 2443' - 2473' Cuttings sample intervals and !ithologic descriptions focused on the Walakpa Sandstone, the objective formation of this well. In Walakpa No. 6 the Walakpa Sandstone consists of light brown, fine- to very fine-grained, moderately hard sandstone. Grains of the sandstone are predominantly subrounded to subangular quartz. White and black chert pebbles, pyrite, glauconite, and shell fragments comprise the accessory grains, which amount to less than 5% of the sandstone. Clasts in the sandstone become more angular and coarser toward the base, and the matrix becomes harder, finer-grained, and more glauconitic. The gamma ray log of the No. 6 well indicates sandstone from 2443' to 2473'. Log porosities of this interval average 17%. The formation density/neutron porosity logs are plotted four feet too high, according to the other logs. This discrepancy is probably caused by a miscalculation in the tool spacing measurements. Log picks from the formation density/neutron porosity logs have been shifted four feet downward to compensate for this discrepancy. The formation density porosity logs show porosities greater than 18% from 2444' to 2463' and from 2465' to 2471' The formation density/neutron porosity logs show crossover throughout the sandstone, except for 2463' to 2465', and from 2471' to the base of the sandstone. In these two intervals, density porosity decreases sharply from about 22% to less than 15%, and neutron porosity values remain about the same. These low porosity intervals are interpreted to be zones of increased water saturation, possibly caused by a fining of the sandstone matrix and/or increased cementation. This decrease in the reservoir qualities of the sandstone results in more bound water, preventing a high degree of gas saturation. 5 In general, resistivity measurements of the Walakpa Sandstone in Well No. 6 decreases toward the base, as does the degree of separation between the shallow and deep resistivity log curves. Cuttings analysis indicated very good visible porosity at the top of the Walakpa Sandstone, decreasing to good to fair visible porosity toward the base. The basal portion of the sandstone is interpreted to be non-productive, due to a lack of permeability and a high degree of water saturation. Engineers · Arcmtects · Sc~enbsts · Surveyors STRUCTURE Introduction The Walakpa Sandstone reservoir is located on the south side of the Barrow structural high, often referred to as the "Barrow high". This subsurface high marks the northern edge of the Colville Basin which trends northwest from Prudhoe Bay, extending through Barrow and on into the Chukchi Sea. In general, strata on the south side of the Barrow high are south-dipping and relatively unfaulted. In the Walakpa Gas Field area, strata dip to the south at about 2 degrees. Walakpa Nos. 1 and 2 were drilled on this regional south- dipping structure by Husky/ONPRA in 1978 and 1981, respectively. Both of these wells encountered the gas-bearing Lower Cretaceous Walakpa Sandstone, and identified a minimum gas column of 550 feet, if reservoir continuity is ~sumed. The 1991 North Slope Borough dri].l_ing program followed a progressive step-out, both laterally and updip, from Walakpa No. 2. Of the two original Walakpa wells, this well showed the most favorable conditions in the Walakpa Sandstone. Structural Position Walakpa No. 6 is located near shotpoint No. 260 on North Slope Borough seismic line 57-89. This line trends east-west and ties into line 61-89, on which Walakpa Nos. 2, 3, and 4 are located. The inferred "top of Walakpa Sandstone" reflector at the Walakpa No. 6 location was shown to be 32 milliseconds higher than at Walakpa No. 2. Walakpa No. 6, like Walakpa No. 2, is located south of any significant inflections in the seismic reflectors which mark the Walakpa Sandstone interval. The uniformity of reflectors is interpreted to indicate near uniform south-southeast dips at this structurally lower part of the Walakpa Sandstone reservoir. The prognosis depth to the top of the Walakpa Sandstone in Walakpa No. 6 was 2443', as was the actual depth. Structurally, Walakpa No. 6 is 154 feet updip from Walakpa No. 2 and 281 feet downdip from Walakpa No. 4. Therefore, no hydrocarbon shows above the pay zone in the mud or the cuttings were recorded. Gas shows were anticipated in the Walakpa Sandstone, but were not detected. The cuttings from the Walakpa Sandstone interval gave off pale to bright yellow fluorescence under ultraviolet light. Productive Zones The gamma ray log of Walakpa No. 6 indicates good sandstone development in the Walakpa Sandstone from 2444' to 2473'. Two tight zones within the sandstone have been picked from porosity logs at 2463' to 2465', and 2471' to 2474'. These zones are interpreted to be nonproductive. The remainder of the Walakpa Sandstone is interpreted from porosity logs to be gas-bearing and porous. Continuous perforations covered the following interval: KB DEPTH NET THICKNESS SHOTS PER FOOT 2442'-2474' 32' 12 10 CONCLUSIONS The objective formation of Walakpa No. 6, the Walakpa Sandstone of the Lower Cretaceous (Neocomian) 'pebble shale', was encountered at 2443' KB. This formation was found to be gas- bearing and Walakpa No. 6 was completed as a gas well, with perforations of 12 shots per foot from 2442' to 2474'. No other productive zones were encountered in this well. At Walakpa No. 6, the Walakpa Sandstone was found to be fine- to very fine-grained, moderately- to poorly-sorted sandstone. The unit has a gross sand thickness of 30 feet, with 25 feet of net pay. Log porosities of the perforated interval average 17%. Walakpa No. 6 confirmed the eastward continuity of the Walakpa Sandstone reservoir within the Walakpa Gas Field. Due to inclement weather, I arrived into Barrow late in the afternoon. I travelled to and performed a RIG/BOPE inspection the following morning. I found the rig and surrounding location to be clean and neat with the only discrepancy being that the diverter legs were not anchored. I brought this to the attention of the toolpusher who immediately remedied this problem. I did a visual inspection of the accumulator and found all previously noted problems remedied such as the remote panel has had the proper lines added to permit complete BOP control from either station. The high pressure bypass line had been added as well as two more accumulator bottles and a larger capacity hydraulic pump with a larger motor. The gas detection system had been installed and was operational. All else appeared to be operating normally. In summary: Jade rig #2, with the exception of the diverter line anchors, was in compliance with state regulations. Two valves on the choke manifold failed. One had a slow leak and the other, although holding pressure, refused to open after testing. Both valves were greased and subsequently passed the test. We stood by while the rig tripped in the hole so we could test the pipe rams and annular preventer which held satisfactorily. All else was tested and passed. McIntyre #9 well into the Kuparuk Formation of the Pt. McIntyre #6 well e Notice of Public Hearing on the application was published in the Anchorage Daily News and the Anchorage Times on December 14, 1990 in accordance with 20AAC25.540 3. No protests to the application were flied with the Commission. FINDINGS: · The underground injection of hydrocarbons for purposes of storage is permissible under Alaska's Underground Injection Control Program. · Criteria for casing, cementing and tubing an injection well are outlined under 20 ACC 25.412 e Pt. McIntyre #6 was completed on March 28, 1990, it meets the casing, cementing and tubing criteria of 20 ACC 25.412. Storage Injection~Order No. 1 January 15, 1991 Page 2 4, Cement bond logs from the Pt. McIntyre #6 indicate isolation between the injection strata and the remainder of the wellbore. 5. The mechanical integrity of Pt. Mclntyre #6 shall be demonstrated prior to injection per 20 ACC 20.252 (d). e The Kuparuk Formation is the same zone from which the test fluids from Pt. Mclntyre #9 originate. 7. The proposed injection will not initiate or propagate fractures through the confining zones. CONCLUSIONS: The injection of crude oil into the Pt. McIntyre #6 well for the purpose of storage will not promote waste, will not jeopardize correlative rights and will not endanger underground sources of drinking water. NOW, THEREFORE IT IS ORDERED: The Commission hereby approves the injection for storage, of limited volumes of crude oil from the testing of the Pt. McIntyre #9 well into the Pt. McIntyre #6 well. (a} The Secret, .fy of the Interior (hereinafter "the Secre- tary"} shall convey to the North Slope Borough the subsurface estate held by the United States to the Barrow gas fields and the Walakpa gas discovery site, related support facilities, other lands, interests, and funds in accordance with the terms and conditions of the agreement, including appendix numbered 1, between the Sacra. tary of the Interior and the North Slope Borough dated ,September 22. 1983 (hereinafter "the NSB Agreement"), on file with the Senate Energy and Natural Resources. Committee and the House Interior and' Insular Affairs Committee, which is hereby incorporated into this Act. (b) Upon conveyance, the North Slope Borough is authorized, notwithstanding any other provision of law, to explore for, develop, and produce fluid hydrocarbons within the lands and interests granted: Provided, That section 301(a) of the NSB Agreement shall not reduce revenues which would otherwise be shared with the State of Alaska under the provisions of Public Law 96-514 by providing f,~or..t.h.e disposition of gas at less than the value referred to m section o.uila~ o! the NSB Agreement or as a result of the crediting pray(- mans of section 30l(aX3)of the NSB Agreement, (c) The Barrow gas fields and related support facilities shall continue to be exempt from the Pipeline Safety Act, title 49 of the Code o.f Federal RegulatiOns, and all other rules and regulations govermng the design, construction, and operation of gas pipelines, wells, and related facilities. (d; The provisions of the National Environmental Policy Act shall apply to any land conveyance under section 203(b) of the NSB ~.r,eement; Du.r.!ng the N. EPA process, the North Slope Borough snail consult w~th the Umted States Fish and Wildlife .~ervice, t~e Alaska Department of Fish and Game, and the National Park Service concerning the fish, wildlife, cultural, and historic values of hee ar.e.a to .be selected. The Secretary is authorized to approve or ny toe selection. If denied, the North Slope Borough shall be entitled to identify an alternative site, which shall be subject to the review process set forth in this section. ia) The North Slope Borough shall not make a selection under section 203(b)of the NSB Agreement in areas designated by the Congress or the Secretary under section 104(bi of the Naval Petro- leum Reserves Production Act of 1976 for the Protection of surface values, as depicted on the map set forth on page 125 of the "Final Environmental Impact Statement on Oil and Gas Lea~ing in the National Petroleum Reserve in Alaska" dated February 1983, or 98 STAT. 468 July 17 BARROW GAS FIELD within the boundaries of the Kasegaluk Lagoon Potential Natural Landmark .as identified in study report numbered 2 prepared pursu- ant to scat(on 105{c) of that Act, or within any area withdrawn or designated for study pursuant to section 604 of the Alaska National Interest l~nds Conservation AcL (fl Notwithstanding the time limit specified in the NSB Agree- ment,.the North_Slope Borough shall have ten years from the date of this Act to make its selection under section 2034b) of the NSB Agr~.ment` If, within ninety days of the expiration of the ten-year period, or after the expiration of such period, the Secretary denies any se] .ec.t. ion, the North Slope Borough shall select an alternative site within ninety days of such denial. If an alternative site is denied, the selection and review process in this subsection shall be repeated until a site is approved by. the Secretary. Transition Peri°d The PeparUrent of Interior will continue to operate the Barrc~ 9as fields during a pe_riod of transition extending to midnight September 30, 1984. During this period the North Slope Borough .ill be guaranteed access to examine an~ assess gas field facilities, equlpTent and ~tcrials, staffing, training, operating procedures, record keeping and other facilities or functions germane to the operations of the Barrc~ gas fields and also will be allowed to conduct orientation and training programs on the lands and within the facilities of the Barrow gas fields upon the approval of the Department of Interior. Furthermore, the De~t of Interior will assist the North Slope Borough in developing a North Slc~e Borough operations program for as~ption of the ~ gas fields on~r 1, 1984. b'ECTION 203. Transfer of Other Lands an~ Interests {a) {1! Rs soon as possible, the Secretary shall convey to North Slope ~orough all right! title and interest of the L~ited States to the surface estate of the Cape Simpson DES{ site. This conveyance shall also include the right to sand and gravel within the Cape Sfmpson D~W site so long as the sar~ and gravel are used on lands within the exterior boundary of North Slope Borough and are not used for purposes of commercial sale. ' {2) In making the conveyance directed in subsection ia} [1} of this section, the Secretary shall r~serve to the United States a 3.7 acre site easement for, and an access easement to, a icier administered by the United States Coast Guard and the right to maintain, operate, repair or improve the tower so long as the tour is ,ceded or used for or by. the United States after which time such easement shall m~rge with the surface estate of the North Slope Borough. The tower is located at approxinmte latitude 70' 03' 23.6" N., lopgitude 154' 43' 36.4' W. The site easement is 400 feet by 400. feet with the tower located in the oenter. The access easement is located along the existing route fr~m the air strip to the tc~r. (b) During a period of three years after the date of enactment of this Act, North Slope BoroUgh shall have the right to select the surface estate to one parcel of land not to exceed 320 acres. Use of Other Sources of Gas for Neat.inq and Electricity {al ~or purposes of ordinal7 con~i~ for heating and electricity by the ~illage populati~ of the North Slope {l} The Secretary shall make available to North Slope Borough at the ~ellbead portions of royalty gas .receive~ by tJ~ ~ecretaz~ frown Federal oil ar~ gas leases witht~ the National ~serve-Alaska (NPR-A), at a pric~ determined by the gross proceeds received by the Federal lessee at the wellhead. (2! The North Slope Boro~h is authori~ed to exploit and use gas and entrained liquid hydrocarb~ from lands included within terminated, expired or s~ Federal ~nshor~ oil and gas leases within NPR-A. If the lands ax~ leased again by the Secretary for oil and gas ~evelo~nt, use of gas and entraine~ ~'~ liquid ~lrocarbms shall be governed by subsections ,1)m~l (3)of this section. . {~) The North Slope Borough is authorized, with the consent ' of the lessee and under mutually agreeable terms and conditions, to exploit and use gas and entrained liquid hydrocarb~s -on-pv0ducing wells capable of production, including capped wells, in Federal oil and gas leases within NPR-A. (4) The North Slope Borough is authorized to exploit and use gas and entrained liquid hydrocarbcms fzum Federal test w~lls in NPR-A so long as the w~lls ax~ not incb~ in tracts actually leased by the United States for oil and gas. Use of gas and ~ntrained liquid hy~lro~ from test wells in tracts under lease will be governed by subsect/crm {1) and {3) of this section. This formula uses the esale price for gas char~ t~ Anchor, Alaska, adjusted by ,roport~onal factors for average monthly ~ge per worker, anmml s~_rage ar~unt of gas ccns~, average nurber of workers per household, and the co~t of living index, all for the village using the gas. The ~olesale price to b~ paid by tha North Slope Borough is determined by this sub~-tic~ and is ~onstder~d a ceiling pric~ or maxim~. SECTIGN 302. Natura/ Gas to Federal Age~-y Users The North Slc~e Borough shall provide c~ & nondiscriminatory basis natural gas supplies to Federal agency users including, but ~ot 1/mited to, the Public Bealth Service, Federal activities at the forn~r Naval Arctic Research ~aboratory, and the Un/ted States A/r Force, at the rate for gas approved by Alaska Public Utilit/es Ccm~lssi~, or at rates  %~9ed to cc~parable classes of users an~ at a locatio, a7~ to by ... \_ United States and th~ North SIM Borough. · SECTION 303.
