The NCo 4 well is located in the southeast quarter of Section 18, Township 20 North, Range 19 West, Umiat Meridian. The well was spudded on February 24, 1991 and was completed as a gas well on April 26, 1991, with perforations in the Lower Cretaceous (Neocomian) Walakpa Sandstone from 2163' to 2189' (KB). Mud logging services for the No. 4 well were provided by the U. S. Geological Survey. The mud log data is from two sources, a total ditch gas detector which was in operation at the wellsite, and from canned mud and cuttings samples which were later analyzed for hydrocarbon concentrations. (Enclosed) INTRODUCTION Walakpa No. 4 was the second well drilled in the Walakpa Gas Field Development Program and was drilled in February, 1991. This development program was designed to drill as many as eight wells in the Walakpa Gas Field during the 1990-91 and 1991-92 winter drilling seasons. The field is located about 18 miles south- southwest of Barrow and was accessible by an ice road connecting with the Barrow Gas Field road. This well is located 438 feet from the south line and 1476 feet from the east line of Section 18, Township 20 North, Range 19 West, Umiat Meridian, Alaska. The latitude is 71 degrees 04' 49.65" North and the longitude is 156 degrees 57' 49.11" West. Alaska Plane Coordinates are: x = 623,082 and y = 6,246,004, Zone 6. The Kelly Bushing elevation of this well was 42.6 feet. All depth measurements in this report are made in reference to this datum unless otherwise specified. The Walakpa No. 4 well was drilled one mile north of Walakpa No. 3, which tested gas in the Lower Cretaceous (Neocomian) Walakpa Sandstone. Structurally, Walakpa No. 4 is located updip from the No. 3 well; therefore, this well was also expected to encounter gas in the Walakpa Sandstone. The objectives of Walakpa No. 4 were to test and develop the Walakpa Sandstone. The prognosis depth to the top of the Walakpa Sandstone was 2180'. The productive zone was forecast to be 20 feet thick. Walakpa No. 4 was spudded on February 24, 1991, and was drilled to a total depth of 2300'. On April 6, 1991, the well was completed as a gas well, with perforations of 12 shots per foot in the Walakpa Sandstone, from 2163' to 2189'. The well is presently shut in awaiting pipeline facilities. The Department of Industrial Development of the North Slope Borough supervised and directed the drilling and support operations for this well through their Barrow Gas Field Development Project. All engineering and drilling operations were managed by Allen and Crouch, Petroleum Engineers. Geological matters were supervised by Arctic Slope Consulting Group. Jade Drilling Company, Ltd. was the drilling contractor. Ail other tops from wireline data. seismic Walakpa Sandstone: 2164' - 2190' Cuttings sample intervals and lithoiogic descriptions were focused on the Walakpa Sandstone, the objective formation of this well. In Walakpa No. 4 the Walakpa Sandstone consists of light- brown to light-gray, firm, fine- to very fine-grained, moderately sorted sandstone. Grains of the sandstone are predominantly subrounded to sub-angular clear quartz. Accessory grains include white tripolitic and gray chert pebbles, glauconite and pseudomorphs of pyrite after Inoceramus. Clasts in the sandstone become more angular and coarser toward the base. The gamma ray log of Walakpa No. 4 indicates sandstone from 2164' to 2190'. Log porosities of this interval average 21%. Formation density logs are greater than 18% in the interval 2165' to 2188'. Formation density/neutron porosity logs show continuous crossover conditions from 2164' to 2188', except for a one foot interval between 2181' and 2182'. Porosity measurements from the density porosity log gradually decreases toward the base of the sand, probably corresponding to an increasing amount of water saturation. In general, the resistivity measurements of the Walakpa Sandstone in well No. 4 decrease toward the base, as does the amount of separation between the shallow and deep resistivity log curves. This decrease in resistivity with depth is interpreted to represent a decreasing permeability and increasing water saturation toward the base of the sandstone. The lowermost 3 feet of the sandstone appear to be tight and nonproductive, according to resistivity and porosity logs. The Walakpa Sandstone in well No. 4 has a gross sand thickness of 26 feet. This subsurface high marks the northern edge of the Colville Basin which trends northwest from Prudhoe Bay extending through Barrow and on into the Chukchi Sea. In general strata on the south side of the Barrow high are south-dipping and relatively unfaulted. In the Walakpa Gas Field area, strata dip to the south at about 2 degrees. Walakpa Nos. 1 and 2 were drilled on this regional south- dipping structure by the Husky/ONPRA in 1978 and 1981, respectively. Both of these wells encountered the gas-bearing Lower Cretaceous Walakpa Sandstone and identified a minimum gas column of 550 feet, if reservoir continuity is assumed. The 1991 North Slope Borough drilling program followed a progressive step-out, both laterally and updip, from Walakpa No. 2. Of the two original Walakpa wells, this well showed the most favorable conditions in the Walakpa Sandstone. Structural Position Walakpa No. 4 is located 2.1 miles north-northwest of Walakpa No. 2, at shotpoint 185 on North Slope Borough seismic line 61-89. This seismic line ties the Walakpa No. 4 to Walakpa Nos. 2 and 3. The inferred "top of Walakpa Sandstone" reflector at the Walakpa No. 4 location was shown to be 74 milliseconds higher than at Walakpa No. 2. The seismic reflectors of the Walakpa Sandstone interval in the vicinity of Walakpa No. 4 are relatively shallow-dipping to the south. This inferred shallow-dipping domain continues northward beyond Walakpa No. 1. Walakpa No. 4 was drilled as an updip stepout from Walakpa No. 3, testing the reservoir quality of the southern edge of this inferred shallow-dipping domain. The prognosis depth to the top of the Walakpa Sandstone was 2180'. The actual depth to the top of the Walakpa Sandstone is 2164'. Structurally, Walakpa No. 4 is 435 feet updip from Walakpa No. 2 and 205 feet updip from Walakpa No. 3. However, total ditch gas was recorded from the base of surface casing (1212') to 1750'. Since the ditch gas recording stopped above the Walakpa Sandstone, this method of gas detection provided no assistance within the objective gas zone. Mud samples were caught and canned for later hydrocarbon analysis. These sample were collected at 30 foot intervals beginning at the base of the surface casing. Sample density was increased to 5 foot intervals near the pay zone. Gas sampling and mud analysis services were provided by the U.S. Geological Survey. For information on the mud log results, see the accompanying U.S. Geological Survey report on Walakpa No. 4. Gas shows were anticipated in the Walakpa Sandstone, the objective horizon. Gas "pops" in the mud were detected while drilling the Walakpa Sandstone from 2164' to 2190'. Productive Zones The gamma ray log of Walakpa No. 4 shows good sandstone development in the Walakpa Sandstone from 2164' to 2190'. The formation density/neutron porosity logs Show good porosity and probable gaseous hydrocarbons from 2165' to 2188'. The interval 2188' to 2190' is interpreted to be tight and nonproductive. Continuous perforations covered the following interval: DEPTH NETTHICKNESS SHOTS PER FOOT 2163' - 2189' 26' 12 No other productive zones were encountered in this well. CONCLUSIONS The objective formation of Walakpa No. 4, the Walakpa Sandstone of the Lower Cretaceous (Neocomian) 'pebble shale', was encountered at 2164'. This formation was found to be gas-bearing and Walakpa No. 4 was completed as a gas well with perforations of 12 shots per foot from 2163' to 2189'. No other productive zones were encountered in this well. At Walakpa No. 4, the Walakpa Sandstone was found to be a fine- to very fine-grained, moderately-to poorly sorted sandstone. The formation has a gross sand thickness of 26 feet, with 23 feet of net pay. Log porosities of the perforated interval in this well average 21%. Resistivity logs and cuttings sample analysis indicate continuous permeable sandstone through the pay zone. Structurally, Walakpa No. 4 is 205 feet updip from Walakpa No.3, located about ! mile to the south. Walakpa No. 4 is one of the structurally highest wells in the Walakpa Gas Field. A mimimum gas column of 465 feet has been established between Walakpa Nos. 2 and 4. Walakpa No. 4 confirmed the updip lateral continuity of the Walakpa Sandstone reservoir. Field Transfer SECTION 1. The following may be cited as the "Barrow Gas Field Ac! of 19~4 AIm~ka. Transier Act of 1984". SEc. 2. ia) The Secretary of the Interior (hereinafter "the Secre- tary'') shall convey to tl~e North Slope Borough the subsurface estate held by the United States to the Barrow gas fields and the Walakpa gas discovery site, related support fac/l/ties, other lands, interests, and funds in accordance with the terms and conditions of the agreement, including appendix numbered 1, between the Secre- tary of the Interior and the North Slope Borough dated ,September 22. 1983 thereinafter "the NSB Agreement"), on file with the Senate Energy and Natural Resources. Committee and the House Interior and Insular Affairs Committee, which is hereby incorporated into this Act. Re.earth and lb) Upon conveyance, the North Slope Borough is authorized, development, notwithstanding any other provision of law, to explore for, develop, and produce fluid hydrocarbons within the lands and interests granted: Provided, That section 301(a) of the NSB Agreement shall not reduce revenues which would otherwise be shared with the State 94 St-t. 2957. of Alaska under the provisions of Public Law 96-514 by providing for the disposition of gas at less than the value referred to in section 3011d) of the NSB Agreement or as a result of the crediting provi- sions of section 301(aX3) of the NSB Agreement. {c) The Barrow gas fields and related support facilities shall 49 usc,p~. 1671 continue to be exempt from the Pipeline Safety Act, title 49 of the note. Code of Federal Regulations, and all other rules and regulations governing the design, construction, and operation of gas pipelines, wells, and related facilities. 42 USC 3321 id) The provisions of the National Environmental Policy Act shall note. apply to any land conveyance under section 2031b) of the NSB. During the NEPA process, the North Slope Borough Wildlife. shall consult with the United States Fish and Wildlife Service, the Cu~tura~ Alaska Department of Fish and Game, and the National Park progr a ms. ltistoric Service concerning the lush, wildlife, cultural, and historic values of preservation, the area to be selected. The Secretary is authorized to approve or deny the selection. If) Notwithstanding the time limit specified in the NSB Agree- meat, the North Slope Borough shall have ten years from the date of this Act to make its selection under section 203(bl of the NSB Agr~.ment. If, within ninety days of the expiration of the ten-year period, or after the expiration of such period, the Secretary denies any selection, the North Slope Borough shall select an alternative site within ninety days of such denial. If an alternative site is denied, the selection and review process in this subsection shall be repeated until a site is approved b.y. the Secretary. (g) Notwithstanding any provts~on of the NSB Agreement, the Water North Slope Borough shall obtain the right to divert, use. appropri- ate. or possess water solely through compliance with applicable laws of the United States and the State of Alaska. The conveyance will help consolidate federal ownership of the park lands, thereby providing maximum management flexibility to the National Park Service to protect these national interest lands. Finally. Mr. Chairman, the Committee should note the cooperation among the ~' -ested parties that produced an environmentally sound bill that will ensure .ntinuous energy supply to the North Slope Villages. ! hope the cooperative spirit established through this process continues to the benefit of all those concerned about the future o~ Alaska. To sum up, though we would like to see further restrictions on development in portions of the NPR-A, we recognize that this is narrow legislation aimed at resolving a specific problem. Nevertheless, in light of the fact that the bill in no way amends ANILCA and includes certain environmental safeguards to protect the national interest. Transfer of Other Lands and Interests {a} (1) A~ sooa as possible, the Secretary shall convey to North Slope Borough all rightl title and inter~st of the t~ited States to the surface estate of the Cape Simpson DE~ sita. This conveyance shall also include the right to ~ and gravel within the Cape Simpson DEW site so long as the sand and gravel are u~ed on lands within the exterior boundary of North Slope Borough and are not used for purposes of ccr~nercial sale. (2) In making the conveyance directed in subsection (a) (1] of this section, the Secretary shall r~serve to the United States a 3.7 acre site easement for, and an access eas~_nt to, a tower administered by the United States Coast Guard and the right to maintain, operate, repair or improve the tc~_r so lorg as the t~w~r is needed or used for or by. the United States after which tim~ such ease~ant shall merge with the surface estate of the North Slc~e Borough. The tower is located at appr~xin~te latitude 70" 03' 23.6" N., longitude 154" 43' 36.4' W. The site easement is 400 feet by 400 feet with the tower located in the center. The access easement is located along the existing route fr~m the air strip to the t~r. (b) During a period of three years after the date of enactment of this Act, North Slope Bo .r~ugh shall have the right to select the surface estate to one parcel of land not to exceed 320 acres. This parcel shall !, lO0 101 l,. Pipeline System, or lands to which ther~ is a prior valid claim for title. Upon selection, the Secretary shall convey the surface estate to the lands selected under this subsection. ,~ ' conveyance shall also include the right to sand and gravel so long ~ ube sand and gravel ar~ t~d on lands within the exterior boundary of :~rth Slope Borough and are not used for purtx)ses of ccmmercial sale. (c) (]) The Secretary shall convey the surface estat~ and rights to sand and gravel to the lands selected under subsection (b) of this .~-~rtion to North Slope Borough either before or after a survey. If a lease, contract, permit, right-of-way, or eas~nt has been issued to the surface estate by the United States before conveyance under this subsection, the conveyance shall be subject to that inset and the right of the holder of the inset to the ex:replete enjoyment of all rights, privileges, and benefits granted to the bolder. Upon issuance of the. conveyance, the North Slope Borough shall succeed to any and all interests of the United States to the proceeds for use of the surface i" ;[e, as lessor, contractor, permitter, or grantor, in any inset .. olving the land conveyed. The United S~ates shall continue to administer its rights under the instrument unless administration is specifically waived by the Secretary. (2) If the conveyance does not c~ver all of the land embraced within any instrument described in subsection (c)(1) of this section, the North Slope Borough shall only be entitled a proportionate amount of thc revenues received by the United States for tu~e of the surface estate contained in the instrument. (dj The Secrelsary shall quitclaim such ~-ater rights and grant such rights-of-way, I~ld by the United States on Federal lar~s, as necessary to provide energy supplies to Bartn:~ and other tk)rth Slope villages from within or outside the reserve, including rights-of-way for tran~nission of electricity or gas pipelines and associated service roads or facilities to or between SUch villages. Extingutshrent of Federal Obligations Any duty placed upon the United States to provide gas service to the Native Village of Barrow, and other connunlties and installations at or near Point Barrc~, Alaska, under subsection 104 {e) of the Naval Pet_r~leum Reserve Producti°n Act of 1976 (42 U.S.C. 6504 (e)) is extin- guished effective Oc~ 1, 1984. . 102 103 SLETIC~,' 205. Su_~!e_v P~qu. ire~_nts Except as ma}' be necessary under sections 203 (a) and (b) of this A?e~ent, no cadastral survey shall be made ,~n lands or interests in ]ands conveyed under the Act. · C~'~ION 301. Use of Other Sources of Gas for )leating and Electricity fa! For purposes of ordinary consu~pti~ for heating and electricity by the village populatic~ of the North Slope Borough: {]) The Secretary shall make available to North Slope Borough at the w~llbead portior~ of royalty gas re~reiv~d by the Secretary fr~m Federal oil and gas leaees within t]~ National Petrole~n Reserve-Alaska (NPI1-A~, at a price dete~ by the gross prooeeds received by the Fodera! lessee at the w~lLhead. (2} The North Slc~e Borough is authorized to exploit and use gas and entraimed liquid hydrocarbor~ fron lands included within terminated, expired or surrer~ Federal onshore oil and gas leases within NPR-A. If the lands are leased again by the Secretary for oil and gas develo[~n~nt, rise of gas and entrained this s~i:itm. . (3) The North Slop~ Boroogh is authorized, with the consent ' of the lessee and under mutually agreeable terms and conditions, to exploit and use gas and entrained liquid hydrocarbons fr~n non-producing ~ells capable of production, including capped wells, in Federal oil and gas lease~ within NPR-A. Any Federal oil and gas lessee oonsenting to the exploitation of gas described itl this subsection may charge its working interest in the value of the natural gas and entrained liquid hyd~x)carbons r~oved against r~yalties owed to the United States' frcrn other hydrocarbon production of that lessee, in (4) The North Slope Borough is authorized to exploit and use gas and entrained liquid hy~s frcrn Federal test wells in NPR-A so long as the wells are not included in tracts actually leased by the United States for oil and gas. Use of gas and entrained liquid hydrocarbons frc~ test wells in tracts under lease will be governed by subsecticr~s {1) and {3) of this section. {b} North Slope Borough shall be r~sponsible for: {1! The installation of any necessary producticn ar~ -transportation equii~nent and any treatment necessary to prtxtuce and use gas and entrained liquid hydrpcaxtxx~ under sections 301 (a} (2), and {3) a~d {4) of this A~t. (2) Transportation of gas under subsecti0~ 301 (a){1) of this Agreemm~t. (3) Reimbursing the Federal lessee, if any, for use of any of its equipment required for production, treating and transportation ~f ~ch gas a~ entra:t.~.~ ~i~uid h~. (c) Iff t~e North Slc~e Borough abandons any Federal test well or lands within a ~ted, expired or suzrendered lease~ i~ shall be respc~stble flor all costs associated with ~ban&xm~t ar~ recl~ation of the lar~s and facilities involved, ar~ shall be subject to all and regulations in effect at the time of · ,. (d) ~c ~llhead pri~ for ~t~al gas ~ ~a~ li~d ' ' hydrccarbons u_ced by the_ North Slope Borough under subsectic~s 301 (a) {2), (3) and {4) shall be determined by the formula currently in force to det~rm/ne the ~lesale price of natural gas sold to the Barrc~ Utilities and Electrical Cooperative, Inc. This formula uses the ~ ;sale price for gas chafed in Ar~:hol-age, Alaska, adJustad by .. ,roportional factors for average monthly ~ge per worker, annual ax~rag~ amount of gas co~st~<l, average n%~r~er of workers per household, and the cost of living index, all for the village using the gas. The wholesale price to be paid by the North $1op~ Borough is determined by this subsection and is ~onstdered a ceiling price or maxin%~. SEETION 302. Natural Gas to Federal Acje~c~ Users The North Slope Borough shall provide ~n a no~discriminatory basis natural gas supplies to Federal ager~ry users i~cludtng, but not limit~] to, the Public Mealth Service, Federal activities at the former Naval Arctic Research Laboratory, and the United States Air For~e, at t. be rat~ for gas approved by Alaska Public Utilities Ccmnission, or at rates cu'rged to ccmpar~le clas~es of users and at a locatto~ agreed to by .-. ~. Pnited States and the North Slope Bormxjh. SDCTION 303. ~chntcal Assistance The U.S. Geological Survey will provide the follc~ing technical assistance to North Slope Borough to a~lish the p~rposes of this Agreemant: (a) Geological and operatiorml assistance, but not beyond }~arch 31, 1985; (b) Geological and operational assistance for the modernization program for the Sc~th Barrow gas field, but not {c) Geological assistance for the drilling of new ~lls or ~rkover of existing wells in the East or South Barrc~. gas fields, provided it occttrs prior to Deceraber 31, 1987; and (d} Geological assistance in formulating an exploratio~ and clevelol~r~nt plan for the Walakpa gas discovery site and other sit~s %r~er section 301 (a!, subject to the following: (1} U.S. Geological s~trvey will not. be r~quired to ~cain addtt.ic~/ geological, geophysical or geochemical data, except what is hbtained in the ordinary course of the discharge of its NPR-A assignme, nt~ and (2) All tasks and obligations of the U.S. Geological Survey attending the develo~-,z=it of any exploration and devel~ plan under this subsectic~ will be ccmpleted by September 30, 1989. SI~2TION 304. Authorizing begislation Both the Secretary of the Interior and the North Slope Borc~jh agree to pursue legislat/c~ necessary to acccm~lish or authorize the pr~visions of this Agreemm~t substantially in the fonm as attached to this A~t as Ap~ix 2.
