Well 18-21 was replaced by 18-21A (permit # 96-0198, API# 50-029-21944-01) when the permit was approved 12/2~/96. The replacement well incorporates a deepening operation of the existing well bore. This extension, along with the original hole, will be used for production of hydrocarbons. A review of both well files indicates administrative abandonment of the originating well bore is appropriate according to currem AOGCC procedures for wells where additional permitted extension is drilled from an existing well bore. 20 AAC 25.005(e) requires a Permit to Drill for each hole drilled below the conductor unless drilled to straighten the original hole, sidetrack junk, or correct mechanical difficulties. In addition, AOGCC data bases require each conductor has only one Permit number and AP1 number. Administrative abandonment of the original permit only eliminates duplication in the databases. Information for the original well and its replacement will be maintained in their respective files. The operator has been notified of this action. All furore correspondence with the AOGCC should reflect the new permit nUmber, API number and well data. Permit No. 89-50 Dear Mr. Chatterton: Attached is a petition to seek a waiver to Conservation Order 165, Rule llA which pertains to the requirement of obtaining initial production profiles on new wells. PBU DS 18-21 is a new "high angle" well and is completed with a 4-1/2" slotted liner from 11642-12516' MD (40'ss). However, this interval penetrates only Zone 1 within the Sadlerochit formation. Because this well penetrates only one zone and obtaining the production profile on this well will require using a coil tubing unit, ARCO requests a waiver of Conservation Order 165, Rule 11 A for PBU DS 18-21. If the GOR in this well increases in the future, then a CTU conveyed production profile will be executed for diagnostic purposes. The reason we request this waiver is that this well is currently open to flow within Zone 1 0nly of the Sadlerochit formation. Additionally this well is a high angle well with a 4-1/2" slotted liner and thus a coil tubing unit will be required to run a production profile in this well. At this time, no additional perforations within Zone 1 or other zones are planned for this well. However, if additional perforations are needed and are subsequently shot and/or the GOR begins to rapidly rise, a production profile will then be run in this well. Spud well and drill a vertical 17-1/2" hole to 1000'MD/TVD. Kickoff and build angle at 2.5°/100' at S54° 24'E to EOC at 2254' TVD / 2327' MD. Continue drilling the 17- 1/2" hole maintaining angle and direction to 3500' TVD / 3815' MD. 3. Set 13-3/8" casing and cement same. Test casing to 2500 psi for 30 minutes. Nipple up BOPs and test to 5000 psi. 4. Pick up 12-1/4" bit and BHA. Drill 10' of new hole and perform leakoff test. Drill 12- 1/4" hole maintaining angle and direction to 7019' TVD / 8019' MD (KOP #2). Build angle at 1.5°/100' at S 54° 24'E to 8285" TVD / 9906' MD (10' TVD above the top of the Sadlerochit). Angle at this point should approximately 61-°. 5. Set 9-5/8" casing and cement same. Test casing to 3000 psi for 30 minutes. 6. Drill 10' of new 8-1/2" hole and perform formation integrity test to 12.5 ppg EMW. Switch to oil base mud, then drill 8-1/2" hole continuing to build at 1.5°/100', to 8745' TVD / 11,641'MD (EOC #2). The angle should be 87.5° at the end of the second curve. Maintain angle and direction until TD at 8791' TVD, 12,691' MD. Note: While drilling, the Sadlerochit will be logged with MWD tools as per program. 7. RIH and spot polymer/salt pill at the 7" liner point at 8745' TVD / 11,641' MD. Note: 7" liner point may change due to the depth of the GOC. 8. Run and set the 7" liner with an external casing packer above the 7" shoe. 9. Clean out the liner and pressure test to 3000 psi for 30 minutes. RIH with drill pipe conveyed cement evaluation logs. D ~i~ ~'~ !'~ : 10. Clean out the open hole to TD. 11. NOTE; a~ Excess non-hazardous fluids developed from well operations and as necessary to control fluid level in reserve pit will be disposed of down the 9-5/8" x 13-3/8" annulus. The annulus will be left with a non-freezing fluid during any extended interuption in the disposal process. The annulus will be sealed with 300 sx of cement followed by Arctic Pack upon the completion of the fluid disposal process. b.
