Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting' reddlls and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to ddil. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (welibore segment) Ddiling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. Conservation Order No. 240, dated March 8, 1989, ~approved an exception to 20 A AC 25.055 for the purpose of re-entering and testing the Granite Point 17587 No. 4 in the Beluga and Tyonek formations. By application dated May 9, 1989, Amoco Production Company re~lested similar relief for Granite Point 17587 Well No. 5. This application was necessitated due to the unacceptable mechanical conditions found in Well No. 4 which eliminated Well No. 4 as the optimal candidate for testing the Beluga and Tyonek formations. We, therefore, respectfully request that Conservation Order No. 240 be rescinded concurrent with such relief that may be granted by virtue of our May 9, 1989 application. Colorado 802~ 303-830-4040 Application for Exception to 20AAC25.055 Granite Point State 17587 Well No. 4 Granite Point Field Kenai B0rough..z Alaska Amoco Production Company hereby files an application for an exception to the requirements of Commission's Rule 20AAC25.055 for the Granite Point State 17587 Well No. 4. Pursuant to the Commission's rules, we are enclosing, as part of this application, the required plat and a Verification and Affidavit of Mailing. Amoco Production Company spudded the subject well in December 1966 as a test to the Kenai formation. Due to mechanical problems, this well was subsequently plugged and abandoned in May 1967. Prior to abandonment, this well was cased to a measured depth of 8,880 feet. Amoco now desires to utilize this wellbore for a cost effective test of the Beluga and TyOnek formations. The tops of the Beluga and Tyonek formations are found at measured depths of approximately 4730 feet and 7680 feet, respectively. Due to the deviated nature of this wellbore, the wellpath at these depths crosses from Section 31-TllN-RllW, S.M. into Section 30-TllN-RllW, S.M. Inasmuch as we would anticipate that these formations, if productive, would be productive of gas, an exception to the setback requirements of 20AAC25.055 is required. Specifically', the setback requirements of 20AAC25.055 provide that in the absence of special pool rules, exploratory gas wells shall not be closer than 1500-feet from the property boundary, where the property is considered a governmental section. As shown on the enclosed plat , the zones of interest would be found in the interval of approximately 430' FSL of Section 30 to 1880' FNL of Section 31. A directional survey of this well was provided as an attachment to the Well Completion Report dated June 6, 1967. Amoco Production Company respectfully requests that the Commission provide published notice of this matter and that if no protest and request for hearing is made within the specified time, and the Commission is in agreement with this request, a favorable order without hearing be issued.
