IT APPEARING THAT:
1. Per Other Order 201 issued on October 3, 2023, the Alaska Oil and Gas Conservation
Commission (AOGCC) required that Eni Petroleum US LLC (Eni) develop a Sundry
Matrix to waive and modify certain requirements of 20 AAC 25.280 concerning Well Work
Operations, Sundry Application and Reporting Requirements for the oil pools within the
Oooguruk Unit.
2. The oil pools defined in the Oooguruk Unit are the Oooguruk-Kuparuk Oil Pool (OKOP)
governed by Conservation Order 593 and Area Injection Order 33, the Oooguruk-Nuiqsut
Oil Pool (ONOP) governed by Conservation Order 597 and Area Injection Order 34, and
the Oooguruk-Torok Oil Pool (OTOP) governed by Conservation Order 645A and Area
Injection Order 37A.
3. Pursuant to 20 AAC 25.540, the AOGCC tentatively scheduled a public hearing for March
12, 2024. On February 7, 2024, the AOGCC published notice of the opportunity for that
hearing on the State of Alaska’s Online Public Notice website and on the AOGCC’s
website, electronically transmitted the notice to all persons on the AOGCC’s email
distribution list and mailed printed copies of the notice to all persons on the AOGCC’s
mailing distribution list. On February 8, 2024, the AOGCC published the notice in the
Anchorage Daily News.
4. No written comments were filed with the AOGCC and no request for a hearing was made.
5. The tentatively scheduled hearing was vacated.
6. AOGCC’s records provide sufficient information upon which to make an informed
decision.
FINDINGS:
1. Under 20 AAC 25.280(a) operators are required to file an Application for Sundry
Approvals (Form 10-403) and receive approval prior to performing well workovers (i.e.,
perforating or reperforating casing, stimulation, pulling tubing, altering casing, and
repairing wells) on any well.

2. Under 20 AAC 25.280(d) operators are required to file a Report of Sundry Well Operations
(Form 10-404), including supporting documentation, within 30 days after completing
workover operations.
3. Work within the production casing/liner or the production tubing is generally standard and
routine in development and service wells in the OKOP, ONOP and OTOP. However, some
routine work within service wells requires additional monitoring due to the requirements
of the Underground Injection Control (UIC) Program delegated to the AOGCC by the
Environmental Protection Agency (EPA).
4. Alteration of casing which provides a physical barrier between the wellbore and the
subsurface formations in development and service wells is not routine and does not warrant
waiving the requirement of advance approval.
5. Well workovers on development wells in the OKOP, ONOP and OTOP generally does not
call for additional monitoring beyond that imposed by regulation.
6. Injection well workover operations frequently call for additional scrutiny, including
mechanical integrity tests and cement quality logs.
7. The attached “Well Work Operations, Sundry Application and Reporting Requirement,
Sundry Matrix, Conservation Order 814, Operator Eni” (attachment) sets forth the sundry
application reporting requirements applicable to various types of workover operations in
the OKOP, ONOP and OTOP as mentioned above.
CONCLUSIONS:
1. Modifying or waiving the requirements of 20 AAC 25.280(a) for development wells in the
OKOP, ONOP and OTOP is based on sound engineering and geoscience principles, will
not promote waste, jeopardize correlative rights, or result in an increased risk of fluid
movement into freshwater.
2. Modifying or waiving the requirements of 20 AAC 25.280(a) for service wells in the
OKOP, ONOP and OTOP is based on sound engineering and geoscience principles, will
not promote waste, jeopardize correlative rights, or result in an increased risk of fluid
movement into freshwater.
3. Modifying or waiving the requirements of 20 AAC 25.280(a) for service wells in the
OKOP, ONOP and OTOP comports with the requirements of the Class II UIC program.
4. Increased regulatory scrutiny for those wells reported to the AOGCC in compliance with
the Sustained Casing Pressure Rules for production wells in the OKOP (Conservation
Order 593, Rule 10), ONOP (Conservation Order 597, Rule 10) and OTOP (Conservation
Order 645A, Rule 9) is appropriate.
5. Increased regulatory scrutiny for any well with compromised ability to contain pressure is
appropriate.
6. Increased regulatory scrutiny for work to repair casing (20 AAC 25.280(a)(4)) is
appropriate.
7. The Attachment sets out the sundry approval and reporting requirements for frequently
performed well operations in the OKOP, ONOP and OTOP.

NOW, THEREFORE IT IS ORDERED THAT:
In addition to the statewide regulatory requirements not superseded by this order, the following
rules apply to the affected areas established in Conservation Order 639 for the OKOP, ONOP and
OTOP.
Rule 1
Except as provided in Rules 4 and 5, submission of an Application for Sundry Approvals (Form
10-403) and supporting documentation for workover activities described in 20 AAC 25.280(a) is
waived or modified for development wells, as provided in the Attachment.
Rule 2
Except as provided in Rules 4 and 5, submission of an Application for Sundry Approvals (Form
10-403) and supporting documentation for workover activities described in 20 AAC 25.280(a) is
waived or modified for service wells, as provided in the Attachment.
Rule 3
The Attachment summarizing the sundry approval and reporting requirements applies to
operations in the specific well types.
Rule 4
The waivers provided under Rule 1 above do not apply to wells that are required to be reported to
the AOGCC under the provisions of the Sustained Casing Pressure Rule in Conservation Order
593, Rule 10, Conservation Order 597, Rule 10 and Conservation Order 645A, Rule 9.
Rule 5
The AOGCC reserves the right to require an Application for Sundry Approvals for a particular
well or for a particular operation on any well.
Rule 6
Nothing in this order precludes filing an Application for Sundry Approvals (Form 10-403) in
advance of any well work.
Rule 7
Unless notice and public hearing are otherwise required, the AOGCC may administratively waive
or amend the requirements of any rule stated above or administratively amend the Attachment, as
long as the change does not promote waste or jeopardize correlative rights, is based on sound
engineering and geoscience principles, and will not result in an increased risk of fluid movement
into freshwater.

Rule 9
No change of operator will be effective until the current operator requests the AOGCC to amend
this order to change the name of the operator and the AOGCC approves the required designation
of operator form.

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the AOGCC
grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter determined by it.
If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order
or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within
10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the denial of reconsideration
are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the AOGCC mails, OR 30
days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the
appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be filed within
33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in the period;
the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00 p.m. on the next day
that does not fall on a weekend or state holiday.

as indicated below.

On its own motion the Alaska Oil and Gas Conservation Commission (AOGCC) has tentatively
scheduled a hearing to propose an amendment to the rules to waive or modify certain requirements
of 20 AAC 25.280 concerning Sundry Notice and Reporting requirements for workover operations
including through tubing, pumping, rig/coil and other operations regarding the following:

The AOGCC has tentatively scheduled a public hearing on this matter for March 12, 2024, at 10:00
a.m. via Microsoft Teams. The hearing, which may be changed to full virtual, if necessary, will be
held in the AOGCC hearing room located at 333 West 7th Avenue, Anchorage, AK 99501. The
audio call in information is (907) 202 7104 Conference ID: 914 392 041#. Anyone who wishes to
participate remotely using MS Teams video conference should contact Ms. Samantha Carlisle at
least two business days before the scheduled public hearing to request an invitation for the MS
Teams. To request that the tentatively scheduled hearing be held, a written request must be filed
with the AOGCC no later than 4:30 p.m. on February 23, 2024.
If a request for a hearing is not timely filed, the AOGCC may issue an order without a hearing. To
learn if the AOGCC will hold the hearing, call (907) 793-1223 after February 26, 2024.
In addition, written comments regarding this application may be submitted to the AOGCC, at 333
west 7th Avenue, Anchorage, AK 99501 or samantha.carlisle@alaska.gov. Comments must be

Requirements
On its own motion the Alaska Oil and Gas Conservation Commission
(AOGCC) has tentatively scheduled a hearing to propose an
amendment to the rules to waive or modify certain requirements
of 20 AAC 25.280 concerning Sundry Notice and Reporting
requirements for workover operations including through tubing,
pumping, rig/coil and other operations regarding the following:

Conservation Order 639
Oooguruk Field, Oooguruk-Kuparuk Oil Pool
Conservation Order 596
Oooguruk Field, Oooguruk-Nuiqsut Oil Pool

The AOGCC has tentatively scheduled a public hearing on this
matter for March 12, 2024, at 10:00 a.m. via Microsoft Teams.
The hearing, which may be changed to full virtual, if necessary,
will be held in the AOGCC hearing room located at 333 West 7th
Avenue, Anchorage, AK 99501. The audio call in information is
(907) 202 7104 Conference ID: 914 392 041#. Anyone who wishes
to participate remotely using MS Teams video conference should
contact Ms. Samantha Carlisle at least two business days before
the scheduled public hearing to request an invitation for the MS
Teams. To request that the tentatively scheduled hearing be held,
a written request must be filed with the AOGCC no later than 4:30
p.m. on February 23, 2024.
If a request for a hearing is not timely filed, the AOGCC may issue
an order without a hearing. To learn if the AOGCC will hold the
hearing, call (907) 793-1223 after February 26, 2024.
In addition, written comments regarding this application may be
submitted to the AOGCC, at 333 west 7th Avenue, Anchorage,
AK 99501 or samantha.carlisle@alaska.gov. Comments must be
received no later than 4:30 p.m. on March 8, 2024, except that,
if a hearing is held, comments must be received no later than the
conclusion of the March 12, 2024, hearing.
