The Alaska Oil and Gas Conservation Commission ("AOGCC") approved the following
referenced permit to drills. The AOGCC has a long-standing policy of releasing
cancelled or expired permits two years from the date the application was approved by the
AOGCC.

This memo will remain at the from of the subject well fie.
Our adopted conventions for assigning AP! numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies i'
the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remair.
unchanged. The APl number and in some instances the well name reflect the number of preexistin,(
reddils and or muitilaterais in a well. In order to prevent confusing a cancelled or expired permit ~
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to ddil.
The AP! number for this cancelled or expired permit is modified so the eleven and twelfth digits is 9[
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (weilbore segment) Drilling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

Per our phone discussion on Monday, October 5, I have attached the revised
permit for B1-25L2. The following is a recap of our conversation.
B1-25, B1-25L1, and B1-25L2 originally permitted and approved by AOGCC is no
longer a multi-lateral well. We plan a single penetration utilizing the B1-25L2
surface, productive interval and bottom hole location coordinates. Drilling operations
have been modified accordingly and are attached. We anticipate no changes in the
drilling fluid program. We have not begun drilling operations and plan to move to
the site within the next 7 days.

Enclosed is the approved application for permit to drill the above referenced well.
Thc permit to drill does not exempt you from obtaining additional permits required by law from
other governmental agencies, and does not authorize condUcting drilling operations until all other
required permitting determinations are made.
The permit is for a new wellbore segment of existing well B 1-25, Permit No. 98-153,
API 50-029-22906. Production should continue to be reported as a function of the original API
number stated above.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035.
Sufficient notice (approximately 24 hours) of the BOPE test performed before drilling below the
surface casing shoe must be given so that a representative of the Commission may witness the
test. Notice may be given by contacting the Commission petroleum field inspector on the North
Slope pager at 659-3607. -.

Annular Injection: No annular injection is planned at this time.
DRILLING HAZARDS AND RISKS:
Wellbore proximity comments are addressed under each MLOH section.
Junk (auger tooth) was encountered in the B1-16 conductor - if junk is encountered, ensure all junk is
fished prior to commencing drilling.
Stuck pipe - UGNU sands, West Sak Sands - differential
Coals - stringers throughout well, 4500' to Canning formations at 9500' tvd.
Badami sands are overpressured - normally 12.2ppg mw required at TD. Pressure transition begins just
above shallowest sand. Shallow sands typically pressured between normal and the 12.2 ppg required in
lower sands. Maintain minimum mud weight and utilize latest techniques to manage lost circulation
hazards in shallow sands (flow rates, tapered drill string). Weight up as wellbore pressures dictate,
maintaining a 200 psi overbalance throughout.

Hazards of well control and stuck pipe are managed by setting 7" casing above shallowest sand, before
penetrating the full overpressure.
Hazard of lost circulation is managed by proper techniques to maintain Iow ECD - ECD of 13.5 ppg noted to
be maximum allowable to prevent lost circulation.
