This memo will remain at the front of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
redrills and or muitilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to drill.
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is -95.
The well number for a cancelled or expired permit is modified with an appended XX.
CANCELED PERMITS ARE RELEASABLE 2 years from the date on the letter received from the
operator requesting the permit canceled.. (Memorandum January 23, 1997 by Dave Johnston,

EXPIRED PERMITS ARE RELEASABLE 2 years from the date on the application was issued by
the commission, unless the operator ask for extended confidentiality.
AOGCC database has been changed to reflect these changes to this permit.

Dear Mr. Zanghi:
We have rcvicv,-ed ARCO's lcttcrs dated January 27 and 30. 1998. as supplemented by 5'our
February 9 letter, for a waiver to 20 AAC 25.080(d)(4). The waiver would allow ARCO to
dispose of cement rinsatc from Alpine C Pool//6) and Kalubik (Dovon # 141) explorators.' wells
doxvn the annuli of wells located on another pad. specifically whichever well Parker//245 is
drilling at time of disposal. Alternatively, ARCO requests authorization to dispose cement rinsate
down the annulus of well CD1-22 after it is drilled and meets annular disposal criteria.
Cement rinsatc is generated from washing cement-mixing cquipment after cementing operations.
The ,volume of rinsatc is small, about 3040 barrels per cementing operation. While not exempt,
it is primarily water and does not e,xhibit any characteristics of a hazardous waste. Because
cement rinsate has not been downhole, it cannot be considered a Class II fluid and therefore
cannot be disposed of in a Class II well. Consequently, if not disposed down the annulus of an
approved well. it must be hauled to Pad 3 for disposal.
The commission does not bclicve it is prudent to use Pad 3 for disposing of cement rinsate. As
the principle Class I facility on the North Slope. Pad 3 handles non-hazardous, industrial oil,,'
wastes. The limited capacity of Pad 3 should not bc squandered m processing cement rinsatc.
which is essentially water.
The commission concludes that cement rinsate from Alpine and Kalubik cxplorator3.' wclls may
be transported to Parkcr #245 for disposal, or alternatively to CD 1-22 at, er mccting disposal
criteria. This approval is for thc following wells.

Dear Mr. Johnston:
ORIGINAL
ARCO Alaska, Inc. is submitting a 401 Application for Permit to Drill a delineation well, the Nuiqsut #lA, on
Lease 4743 in the Alpine Field. ARCO will act as operator for itself, Union Texas Petroleum and Anadarko
Petroleum Corporation in evaluating this acreage.
The proposed sidetrack will be drilled from the same surface location as the Nuiqsut #1 well. The sidetrack
will be drilled immediately after plugging back the original Nuiqsut #1 well. The bottom hole location is
approximately 6500' southeast of the original Nuiqsut #1 well. The target is 860' from the lease line, but the
bottom hole location is less than 500' from the lease line. It is understood a spacing exception will not be
required. The same rig, Pool Arctic Alaska Rig #6 will be used to drill the sidetrack. Attached to this
application letter are Form 401, property ownership map, and directional plan. All other information
concerning this well such as rig equipment, formation pressures, mud and cement programs are the same as
in Nuiqsut #1 well.
Estimated spud date for this sidetrack is April 12, 1998. ARCO requests that the AOGCC review this
application as a soon as possible to allow approval in a short time period. Your prompt attention to this matter
is greatly appreciated.
All waste drilling mud will be hauled to KRU IR for disposal in an approved Class II well and cuttings generated
while drilling the well will be sent to CC2A or Drill Site 4 in Prudhoe Bay for processing and disposal in an
approved well.
The TD of this well is in the Nuiqsut formation, which underlies the Alpine formation. H2S has not been
encountered in this region in any stratum shallower than the Lisburne formation. Therefore, ARCO has not
included an H2S contingency plan with this application and request exemption from the H2S requirements.
However, all drilling mud, cores and produced fluids exiting the wellbore will be monitored for detectable levels
of H2S. ARCO also requests an exception to the shale density requirement in 20 AAC 25.033 (e,2,D). The
shale density technique does not work well in Alaska due to the variable composition of the shales and the
chemical used in the shale density column is listed as an exceptional health hazard.

GENERAL DRILLING PROCEDURE
ALPINE FIELD
NUIQSUT #lA
Nuiqsut #lA will be a sidetrack well drilled from below the surface casing in the Nuiqsut
#1 well. The same rig will drill the sidetrack, immediately after plugging and abandoning
the open hole section of the Nuiqsut #1. Formation pressures, rig information, mud and
cement programs are all the same as what was submitted in the Nuiqsut #1 permit.
1. After setting the cement plug across the shoe of the surface casing, test BOPE to 3500
psi.
2. PU 8 ½" bit and steerable BHA & TIH to cement. Test casing to 1000 psi for 10 min.
3. Drill out cement and 8 ½" hole per directional with MWD/LWD triple combo.
4. Run E/line logs and side wall cores as time allows.
5. Plug back 8 ½" hole with an open hole cement plug(s).
6. Set an EZSV in the surface casing shoe pump cement plug from 1800' - 2400'.
7. Set a CIBP at 310' and set top cement plug from 310' to 2' below round level.

9. Cut off casing and well head.

DRILLING AREA RISKS
Risks identified while drilling the Nuiqsut #lA in the Alpine field are the slight chance of
shallow gas and lost circulation from packing off in sensitive shales above the Alpine
reservoir. Wells drilled in the Alpine area have not seen large amounts of surface gas and
seismic data reinforces this, but the nearest offset data is over three miles away. Higher
than required mud weights will be used to mitigate any gas that might be present. Shale
stability products will be used to treat the reactive shales and the solids in the mud will be
kept to a minimum to keep mud weights as low as possible to minimize lost circulation.
