Dear Lemon: The Alaska Oil and Gas Conservation Commission (',AOGCC") approved the following referenced permit to drills. The AOGCC has a long-standing policy of releasing cancelled or expired permits two years from the date the application was approved by the AOGCC. Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is -95. The well number for a cancelled or expired permit is modified with an appended XX. CANCELED PERMITS ARE RELEASABLE 2 years from the date on the letter received from the operator requesting the permit canceled.. Kalubik #2A - General Procedure Application for Permit to Drill February 6, 1998 Kalubik #2A will be a sidetrack well drilled from below surface casing in the Kalubik #2 well. The sidetrack will be drilled by the same rig immediately after plugging back the original well. Formation pressures, rig information, mud and cement programs are all the same as shown in the Kalubik #2 Permit 1) 2) 3) 4) 5) 6) 7) 8) 9) Dress off cement plug with 8-1/2" bit. Test BOP to 250~3000 psi if required. Note: Wellhead has 3000 psi WP. Make up 8-1/2" bit and bottom hole assembly with steerable mud motor and MWD. Drilll 8-1/2" hole to kickof point at +2600'. Orient motor and sidetrack out of original hole. Drill 8-1/2" hole to TD as per directional plan. If log results are favorable, run and cement 7" casing. Nipple down BOP, nipple up tubing head, nipple up and test lower Xmas Tree. Run cased hole logs if required. Pressure test 7" casing to 3000 psi. Freeze protect 9-5/8" x 7" annulus. Commission Anchorage ARCO Alaska, Inc. is submitting a 401 Application for Permit to Drill an exploratory well, the ARCO Kalubik #2A (Sidetrack), on State Lease ADL 355036 in the mouth of the Colville River. ARCO will act as operator for itself and Union Texas Petroleum in evaluating this acreage. The proposed sidetrack will be drilled from the same surface location as the Kalubik #2 well. This sidetrack will be drilled immediately after plugging back the original Kalubik #2 well. The bottom hole location is approximately 3100' northeast of the ARCO Kalubik #2 well. The same rig, Doyon 141, will be used to drill the sidetrack. Attached to this application letter are Form 401, property ownership map, and directional plan. All other information concerning this well such as rig equipment, formation pressures, mud and cement programs are the same as in the Kalubik #2. Estimated spud date for this sidetrack is February 20, 1998. ARCO requests that AOGCC review this Application as soon as possible to allow approval in a short time period. Your prompt attention to this matter is appreciated. All waste drilling mud and cuttings generated during the drilling of this well will be hauled to either the Kuparuk River Field or Prudhoe Bay Field for temporary storage and eventual processing for injection down an approved disposal well. The TD of this well will be in the Nuiqsut Formation which directly underlies the Kuparuk Formation. H2S has not been encountered in this region in any stratum shallower than the Lisburne Formation. Therefore, ARCO has not included an H2S contingency plan with this Application and requests an exemption from the H2S requirements. However, all drilling mud, cores and produced fluids exiting the wellbore will be monitored for detectable levels of H2S. ARCO also requests an exception to the shale density requirement in 20 AAC 25.033(e,2,D). The shale density technique does not work well in Alaska due to the variable composition of the shales and the chemical used in the shale density column is listed as an exceptional health hazard.
