Anchorage,AK 99503 Phone: 907/777-8300 Fax: 907/777.-8301 July 29, 2015 Commissioner Cathy Foerster Alaska Oil & Gas Conservation Commission 333 West 7th Avenue, Suite 100 Anchorage, AK 99501 S3 0 r Re: Duck Island Unit Well Renaming Request 70 Dear Commissioner Foerster, Hilcorp Alaska, LLC (HAK) requests a change to the naming convention of Duck Island Unit wells to remove the unused suffixes at the end of each well name. Well names currently include a forward slash "I" followed by an obsolete bottom hole location designator. HAK would like to retain the well number as well as the "A, B, C...." sidetrack designations but remove the "/suffix". For example, "DUCK IS UNIT SDI 1-09A/L21" would become "DUCK IS UNIT SDI 1-09A". The attached spreadsheet includes original and new names for all Duck Island wells. While performing the review of Duck Island well names, HAK found a single well, "DUCK IS UNIT SDI 4-20/M35" (PTD# 1861730),that should also be modified to include an "A" label to reflect the fact that the well is a sidetrack from the original "DUCK IS UNIT SDI 4-20/T34" (PTD # 1861500). The original wellbore, abandoned 10/13/1986, was sidetracked to a new bottom hole location completed on 9/9/1987. This well appears to be one of the first sidetracks performed at Endicott. While the bottom hole code was changed, no letter was added to reflect the sidetrack. "DUCK IS UNIT SDI 4-20A" is also included on the attached spreadsheet. The corrosion inhibitor is engineered to prevent water from entering the annular space and causing external corrosion that could result in a surface casing leak to atmosphere. The attached spreadsheet represents the well name, API and PTD numbers, top of cement depth prior to filling and volumes of corrosion inhibitor used in each conductor. As per previous agreement with the AOGCC, this letter and spreadsheet serve as notification that the treatments took place and meet the requirements of form 10 -404, Report of Sundry Operations. Mark Sauve was the BPX representative in charge of testing and he performed the tests in a safe and proficient manner. The pre-test pressures were monitored for 30 minutes and observed to be stable and then 4 MIT's were performed with one failure witnessed. Well 2-22 has a known communication between the tubing and the inner annulus and a tubing tail plug had been installed for the test. I noted that over the 30 minute test on well 2-22 the tubing and IA pressures equalized and tracked closely and the OA pressure increased from 0 psi to 660 psi and did not stabilize. Summary: I witnessed 3 successful MIT's and well 2-22 failed it's MIT at BPX's DIU MPI Endicott Field. M.I.T.'s performed: 4 Number of Failures: 1_ Total Time during tests: 3 hrs. Zone 3C is the primary objective. The completion will be run at the time of drilling and will consist of a simple type assembly. Operation ~. 4 ~'~ ( ~ 4~.~z~ e) Execute a rig move to slot 2-70 and rig-up. Vertically drill 17-1/2" hole to 2500 ft. and cement 13-3/8" 68#/ft., NT-80CYHE Buttress casing to surface. Pressure test casing. Install BOPE. Maximum BHP is 4840 psi at 9855 ft. TVDss. Maximum possible surface pressure is 3900 psi based on a full gas column. Drill out casing and 5 ft. of new hole and conduct a formation leak-off test. Vertically drill 12-1/4" hole to 3200 ft., then directionally drill to the intermediate casing point above the Kekiktuk formation. Run and cement 9-5/8" 47#/ft., NT80S and NT95HS, NSCC casing. No abnormal pressures are expected in the 12-1/4" hole section. Pressure test casing. Drill out casing shoe. Drill 8-1/2" hole to TD. Run open hole logs. Run and cement 7" 29#/ft, SM-110 buttress (TKC) liner to TD with approximately 250 ft. of lap in the 9-5/8" casing. Clean out to float collar. Test casing and lap to 3000 psi. Change over to NaCI packer fluid. Run CET/CBT/VDL/GR/CCL in 7" liner and in the 9-5/8" casing to the top of cement behind the 9-5/8" casing. Run gyroscopic survey from PBTD to surface. Perforate well under balance utilizing drill pipe conveyed guns. Flow well for simple clean-up. Kill well and complete with a simple completion. Perfom~ MIT on completion.
