Supervisor FROM: Sully Sullivan SUBJECT: Surface Abandonment Petroleum Inspector Placer 3 Oil Search Alaska LLC PTD 2152040; Sundry 324-520 3-23-2025: I traveled to Placer 3 well location just past the Pikka NDB drillsite on a shout ice road to inspect the surface abandonment. Once on location I met with Oil Search representative Nick Frazier. I took measurements of the pad and top of casing to confirm cutoff depth. (see drawing). I inspected cement that was in tubing and outer annuli for hardness, and it was solid. Cement in the tubing-casing annulus was not to surface and my 35-foot measuring tape was not able to reach the cement top. Nick had a plumb bob that he lowered down and tagged at 50 feet. They plan to pour cement to fil the tubing-casing annulus void tomorrow and resubmit for witness of final surface abandonment. While on site I also looked at the Placer 1 well head that they were digging at and had them go another foot deeper to be sure they would be deep enough to accommodate the cut off at least 3 feet below ground level. Regulation 20 AAC 25.071(a) authorizes the AOGCC to specify types of well logs to be run. In addition to the well logging program proposed by ConocoPhillips Alaska, Inc. in the attached application, the following well logs are also required for this well: Gamma ray curve shall be recorded from the base of conductor to total depth. Per Statute AS 31.05.030(d)(2)(B) and Regulation 20 AAC 25.071, composite curves for well logs run must be submitted to the AOGCC within 90 days after completion, suspension or abandonment of this well. This permit to drill does not exempt you from obtaining additional permits or an approval required by law from other governmental agencies and does not authorize conducting drilling operations until all other required permits and approvals have been issued. In addition, the AOGCC reserves the right to withdraw the permit in the event it was erroneously issued. Operations must be conducted in accordance with AS 31.05 and Title 20, Chapter 25 of the Alaska Administrative Code unless the AOGCC specifically authorizes a variance. Failure to comply with an applicable provision of AS 31.05, Title 20, Chapter 25 of the Alaska Administrative Code, or an AOGCC order, or the terms and conditions of this permit may result in the revocation or suspension of the permit. The intended spud date for this well is 1/16/14. It is intended that Doyon Rig 19 be used to drill the well. CD4-288 is planned to be a horizontal producer within the Nanuq reservoir,/The 9 Y8" intermediate section will be drilled to and landed within the Albian 96 (Nanuq) at 9,082' MD and landed at an inclination 9f 83°. This hole will be subsequently cased with a 7 V casing string to surface. It is expected that the K2 (Qannik) sand could be considered a significant hydrocarbon bearing zone. It is planned to pump primary cement through the intermediate casing shoe and then open a stage tool and pump a second cement job to isolate the K2 with 500' of cement above and below the interval. This will leave a mud gap between the two stages. The 6'/4" production section will be geosteered within the Nanuq to 15,298' MD and completed as a horizontal producer with 3 ''/2 ' slotted liner in the horizontal interval & a 2-7/8" tubing tieback to surface. It is requested that a waiver of the diverter requirement under 20 AAC 25.035 (h)(2) is granted. Diverter System Information (Requirements of20 AAC 25.005(c)(7)) It is requested that a waiver of the diverter requirement under 20 AAC 25.035 (h)(2) be granted. This will be the 9u' year drilling on the CD4 pad and there have been no significant indications of shallow gas or gas hydrates throughout the surface hole interval. 8. Drilling Fluid Program (Requirements of 20 AAC 25.005(c)(8)) Drilling will be done using both Water- & Oil -Base Mud systems having the following properties: 1. Surface Hole — M-I SWACO Alaska Spud Water -Based Mud — A standard high -viscosity fresh water/gel spud mud will be used for the surface interval. Flow line viscosity will be at ± 300sec/qt while drilling and running the casing; prior to cementing, the viscosity will be reduced to f 80-100sec/qt to assist with the cementing operations. Mud temperatures will be controlled to minimize enlargement within the Permafrost.
